About this file
This is a detailed specification document for the procurement of three open-air tram power cars by the National Park Service at Cape Cod National Seashore in Wellfleet, Massachusetts. The tram cars are required to provide alternative transportation service to Nauset Light Beach due to coastal erosion reducing parking capacity. The vehicles must be custom-built and designed to connect seamlessly with the park's existing fleet of six non-powered trailer cars manufactured by Chance Rides, requiring no intermediate connection systems or adapters.
The power cars must meet specific technical requirements including a minimum passenger capacity of 18 adults, maximum overall length of 25 feet and width of 85 inches, curb weight not exceeding 7,000 pounds, and GVWR of 11,000 pounds at 20 mph. Each vehicle must feature an E-450 HD gas engine with automatic overdrive transmission, heavy-duty front coil spring and rear dual spring air-ride suspension, and a hydraulic disc brake system with mechanical emergency brake. Seating must include four rows with foldable molded seats in rows one and two (facing rear and forward respectively) to accommodate wheelchair access via a retractable ADA-compliant ramp on the left side, and molded benches in rows three and four. The tram cars must incorporate standardized connection interfaces including a stainless steel connection plate with 12-volt power supply hookup, 12-pin cannon plugs for electrical systems, glad hand air supply lines, and a 2-5/16 inch ball hitch. Additional required accessories include air conditioning, tow hooks, non-skid flooring, weather-resistant PA system, safety strobe lighting, fire extinguisher, air compressor, backup alarm, spare tires, bicycle rack, cargo storage, LED overhead lighting, undercoating, motorized rain curtains, and stainless steel safety bars. The vehicles must achieve a maximum forward speed of 25 mph with a lockable override for highway speeds up to 50 mph, and be capable of 10 percent grade ability. Warranty coverage includes one year/12,000 miles full coverage and three years/36,000 miles subsystem coverage. Delivery must occur within 730 days of award to Cape Cod National Seashore with vehicles delivered wheels-off-ground and offloaded by the transport company.
