Section C – Description/Specifications/Work Statement Summary

This is a Statement of Work (SOW) for an emergency boiler replacement project at Big Stone National Wildlife Refuge in Odessa, Minnesota, operated by the U.S. Fish & Wildlife Service under the Department of the Interior. The vendor must replace an existing Prestige Solo 399 S/N PT0008203 condensing water boiler with a KNIGHT Fire Tube Wall Mount Boiler Model WHB399L 121 or an approved equivalent. The existing boiler has experienced multiple "explosions" over eight years, manifesting as loud "bang" sounds, blown-off cover plates and condensate drains, and visible blue flames. The work scope includes disconnecting and reconnecting all associated piping systems (vent outlet, combustion air inlet, boiler supply and return, and condensate drain), disposing of the old boiler, integrating the new unit with existing controls, and performing system testing. The vendor must reuse existing fittings and pipe unless replacements are required.

The contractor must visit the site immediately upon award to meet staff and assess conditions, with a target completion timeline of thirty (30) days including lead times, boiler procurement, installation, and testing, though the total contract period depends on boiler lead times to be coordinated with FWS. Deliverables include the new water boiler unit, the owner's manual, and warranty information. The Contracting Officer's Representative is Gerrick Prine (U.S. Fish and Wildlife Service Division of Engineering, Bloomington, MN), with site contacts including Refuge Manager Michael Budd and Maintenance Supervisor Cody Teske. The Government will provide headquarters building plumbing plans, TriangleTube Prestige Solo 399 manual and specifications, and KNIGHT boiler specifications. Payment consists of a single final payment submission by the vendor upon completion.
