PART 1: GENERAL
1.1 SERVICES AND SCOPE: The services required will include all the calculations, design and preparation of construction plans and specifications, for the correction of canal drainage issues at the Tishomingo National Fish Hatchery near Tishomingo, Oklahoma, for the U.S. Fish and Wildlife Service (FWS). Work under this Contract is located in Johnston County, Oklahoma.
1.1.1 PROBLEM STATEMENT: The drainage problem is that, during high water events, the canal overtops (at Area 5) and floods the Headquarters site to the south. The intended solution is to control excess flows moving downstream of the existing road crossing with a culvert and sluice gate type water control structure, and to divert excess water at a controlled level through a box culvert equipped with stop logs (Area 5 on attached site plans), into a natural drainage to the east. Along that natural drainage, another box culvert (at Area 6) is intended to prevent flooding and damage to the trail crossing, prior to the excess water flowing into Pennington Creek to the east. These items are shown on the attached plans and renderings.
The canal is fed through a sluice gate farther north with backed up water from a diversion dam on Pennington Creek. See attached photos. Hatchery Manager has been informed that the 4’ x 4’ sluice gate is designed to pass 10 CFS due to the limitation of head at the sluice gate by the relatively low elevation of the diversion dam. Hydraulic calculations show much greater flow potential if several feet of head exist above the sluice gate. Survey data is required to determine the relative elevations of the diversion dam and sluice gate, in addition to a hydraulic analysis of potential flow into the canal from the diversion dam and from overland flow during rainfall events, in order to properly size the water control structures in this project.
1.1.2 The project consists of hydrologic and hydraulic analysis, design and construction of water control structures, box culvert, and related drainage improvements at the Tishomingo
National Fish Hatchery site, including all civil, structural, and mechanical, systems in accordance with all applicable building codes and civil engineering industry standards. Site details and conceptual designs are shown on the attached site topographic survey and 20% Design renderings, and in this Design-Build Statement of Work.
1.1.3 Materials, equipment, and systems shall be of high quality, durable, and easily maintained.
1.2 CONTRACTOR RESPONSIBILITY: The contractor shall be responsible for the professional quality, technical accuracy and coordination of all designs, drawings, specifications and other documents upon which construction is based.
1.3 CURRENT DESIGN LEVEL: The current design level has been developed to approximately 20% completion consisting of the attached renderings and the descriptions and requirements set forth in this SOW.
1.4 BUDGET PARAMETERS: Total project budget range is $200,000 to $250,000, which includes all design services, all construction described herein, all site development, utilities, and construction contingencies.
1.5 CONSTRUCTION SITE: The construction site is located north of the Headquarters Buildings at the existing Tishomingo National Fish Hatchery. See attached vicinity plan.
1.6 ENVIRONMENTAL CONSTRUCTION CONSIDERATIONS: Executive Order 13101 requires the Government to utilize materials that have recycled content and are environmentally preferable, to the extent practical, considering price, availability, and performance.
1.6.1 Research and specify “Environmentally Preferable Products” and “Recycled Products” wherever possible. This requirement shall include, but not necessarily be limited to considering products containing recycled content for concrete and steel. Utilize products, where practical, that are designated in the Environmental Protection Agency’s Comprehensive Procurement Guideline (www.epa.gov/cpg/).
