About this file
This Statement of Work (SOW) details the Bureau of Land Management's (BLM) Eastern Interior Field Office (EIFO) requirement to purchase 29 GPS/Iridium radio collars from Vectronic Aerospace Inc. for monitoring Fortymile caribou distribution and range. The collars are part of a cooperative monitoring effort with the Alaska Department of Fish and Game and Yukon Department of Environment, fulfilling agency directives and federal subsistence obligations under the Alaska National Interest Lands Conservation Act.
The specific collar requirements include a VERTEX Lite-IRIDIUM with 3D Battery, VHF Beacon, mortality and temperature sensors, a basic 3-axis activity sensor, and a stainless steel label plate. The collars must be compatible with existing units, programmable via Iridium satellite network, and capable of reliable operation in temperatures as low as -40 degrees Celsius. Vectronic Aerospace will manufacture and ship the collars directly to Claire Montgomerie at the BLM Eastern Interior Field Office, with shipping costs covered by the manufacturer. The solicitation number is 140L6325Q0061, and the opportunity is associated with the Department of the Interior Bureau of Land Management.

Statement of Work
1.0 Background
The Bureau of Land Management (BLM) Eastern Interior Field Office (EIFO) has monitored Fortymile caribou distribution and range using GPS collars since 2013 in cooperation with the Alaska Department of Fish and Game (ADFG) and the Yukon Department of Environment since 2013. This work fulfills agency directives described in BLM Department Manual 6500 and fulfills BLM's federal subsistence obligations under the Alaska National Interest Lands Conservation Act (ANILCA) of 1980.
In collaboration with the BLM, collars have been deployed on Fortymile caribou in 2021, 2018, 2015 and 2013 by the Alaska Department of Fish and Game (ADFG) and Yukon Department of Environment. The BLM EIFO uses data products received from these collars to monitor habitat use, inform NEPA analyses, set subsistence harvest limits and to assist with law enforcement needs. Collars are critical to maintaining data/monitoring continuity.
Objective Purchase 29 GPS/Iridium radio collars through an order form submission to the manufacturer, Vectronic Aerospace Inc. Vectronic Aerospace Inc. will manufacture the collars then arrange for and ship the collars to the BLM Fairbanks District Office, Alaska.
2.0 Requirements
Collars will be compatible with units purchased by cooperators and must transmit data to Vectronic for incorporation in their database and web service so that it is easily accessible to all cooperators via the internet through a password-protected webpage. Collars need to be programmable remotely through the Iridium satellite network. GPS/Iridium radio collars are proven reliable operation on wild animals in temperatures to -40 degrees Celsisus, which is critical for deployment in Alaska’s Arctic and subarctic environment. Additional collar requirements include:
-VERTEX Lite-IRIDIUM-with 3D Battery -VHF Beacon
- Mortality & Temperature sensor
- Basic 3-axis Activity sensor
- Stainless Steel Label Plate
Vectronic Aerospace will ship (and pay for shipping costs) 29 GPS/Iridium radio collars to the BLM Eastern Interior Field Office point of contact (POC), Claire Montgomerie.
3.0 Deliverables
29 GPS/Iridium radio collars. Purchasing of data plans associated with the collars is not a component of this Statement of Work.
