About this file
This document is a Solicitation Amendment with Questions and Answers for Solicitation 140L6325Q0061, issued by the Bureau of Land Management's Eastern Interior Field Office. The solicitation seeks to procure 29 VERTEX LITE 3D IRIDIUM GPS radio collars for caribou tracking, with Vectronic Aerospace as the primary supplier. The Q&A addresses procurement challenges, including direct sales limitations and shipping costs, clarifying that vendors can include shipping expenses in their pricing but are not required to itemize them separately. A notable correction was made regarding a typo in the quantity of collars, confirming the requirement is for 29 collars, not 31 as previously noted in another document. The solicitation emphasizes adherence to competition requirements and flexibility in procurement approaches while working within vendor-specific sales policies.

Solicitation 140L6325Q0061 Amendment 0001 Questions and Answers
Question 1:
We were working on procuring (29) VERTEX LITE 3D IRIDIUM collars from VECTRONIC AEROSPACE, but they will only provide direct sales with the organization and not third-party sourcing agencies.
We know that BLM needs these and we're inquiring if this has been an issue in the past for the agency? If so, how was it overcome?
Answer 1:
Thank you for your question. We have not had a problem sourcing these collars by working directly with Vectronic Aerospace. We appreciate all innovative approaches to procurement though and having alternative purchasing options in the future could help remove barriers to the competition required by the United State Code cited within. In rare and approved situations, we also need to work within the policies of a business entity that does not allow third parties to resell their products and services.
Question 2:
In the statement of work doc it states that "Vectronic Aerospace will ship (and pay for shipping costs) 29 GPS/Iridium radio collars to the BLM Eastern Interior Field Office point of contact (POC), Claire Montgomerie" does this mean we can include the shipping cost as a line item on the bid?
Answer 2:
Thank you very much for this question. In our experience it is standard practice for offerors to include shipping, tariff costs, customs and duties within the price offered for the supply or service. It can be an important element to our internal market research to see the itemized these expenses expressed, but it is not required. When an offeror separates a shipping line item out on their offer, this does not eliminate them from competition.
Question 3:
The statement of work calls for 29 collars but the justification for other than full and open competition states 31 collars. (see below screenshot). We assume it is for 29 collars and the 31 was a typo.
Answer 3:
We are grateful for this question. Yes, this is a typo and the quantity needed should be 29 on all documents within the solicitation. We apologize.
