SCOPE OF WORK
AUDIO AND VIDEO MIGRATION
The National Park Service (NPS) needs to migrate obsolete audio and video formats from Fort Davis National Monument. The bulk dates of the formats are 1980 and late 1990 (inclusive dates 1950 – 1990). The audio and video will be migrated into formats that are more conducive to their preservation and access. These preservation formats are established by best practices as outlined by the National Archives and Records Administration (see: Federal Records Management Records Management Regulations /Policy and Guidance / Appendix A: Tables of File Formats). Each migrated file will be copied onto an external drive provided by the NPS and labelled with an appropriate descriptive file name provided by NPS. Migrated information must be able to be used in a Windows environment.
The vendor will deliver the external drive with migrated and labelled files to the NPS within 120 days of receipt of the contract. NPS will review the migrated files within 30 days of receipt to identify any issues for correction by the vendor. Files to be resubmitted will be delivered within 30 days of receipt of comments. All original data must be returned to the NPS.
Vendor must be located within 150 miles of Tucson, Arizona, so the NPS can deliver and pick up the audio and video files to be migrated.
The data will not be used as evidence in any current litigation.
The data does not contain PII or sensitive archeological site locations.
The following materials will be migrated:
1. Video migration: Vendor will migrate 2500 feet of 16mm reel to reel film to an AVI (Audio Video Interleave) file and a MP4 (MPEG 4) file format for each. A total of 2 AVI and 2 MP4 files will be loaded on to the external hard drive.
2. Video migration: Vendor will migrate 14 hours of video tape from VHS and 34 Betacam SP sources (for total of 48 tapes). Each video will be migrated to an AVI (Audio Video Interleave) file and a MP4 (MPEG 4) file format for each. A total of 48 AVI files and 48 MP4 files will be loaded on to the external hard drive.
3. Audio migration: Vendor will migrate a total of 4,800 feet of audio reel to reel 7.25 speed transfer to a WAV (uncompressed file format) and a MP3 file (compressed file format) for each recording. A total of 4 WAV and 4 MP3 files will be loaded onto the external drive.
