STATEMENT OF WORK

PROVIDE FIRE PANEL AND SENSOR TESTING AT GRAND TETON NATIONAL PARK

JULY 2020

1.1 BACKGROUND

The purpose of this Statement of Work is to enter into an annual fire panel/sensor testing agreement with a licensed alarm company according to table 14.4.3.2 of NFPA 72.

Testing shall occur within 3 months of contract award (likely September-November). Option year 1 and 2 testing shall also occur within 3 months of the extended period of performance date (likely September-November).

1.2 SPECIFIC REQUIREMENTS

A. As part of this service agreement, offeror shall include any and all costs associated with travel, labor, parts or subcontractors needed to test as necessary all current alarm panels and sensors listed on this contract.

B. This contract does not allow for the repair of any existing equipment, but, should a problem be identified during testing or additional sensors not listed be identified, the trouble or discrepancy is to be noted so the park may have it repaired either with on staff personnel or via a repair contractor at a later time.

C. This contract shall allow for the addition or removal of individual sensors and locations as the needs of the park changes.

D. There are a total of 19 alarm panels and 2 elevator phones. The 2 elevators reside in the same building as 1 alarm panel. There is two locations that utilize 2 panels for fire and intrusion. All other alarm panels reside in unique locations with a single panel for either fire or both fire and intrusion. This provides for a total of 18 physical locations to be tested. All panels are located within a 40-mile radius of the parks headquarters located in Moose, Wyoming.

1.3 SCHEDULE OF ITEMS

See the price schedule on the “Instructions to Offerors” page of the request for quotes.

1.4 PERIOD OF PERFORMANCE

A. Base year - The NPS intends to finalize an award in August; the POP would start on Sept 1, 2020 and end on August 31, 2021. Testing shall occur within 3 months of contract award (September-November).

B. Option year #1 POP start on Sept 1, 2021 and end on August 31, 2022. Testing shall occur within 3 months of contract award (September-November).

C. Option year #2 POP start on Sept 1, 2022 and end on August 31, 2023. Testing shall occur within 3 months of contract award (September-November).

1.5 EQUIPMENT TYPES REQUIREMENTS

A. Able to access and test fire alarm systems and all components. All programming access codes and locations will be presented to the successful contractor.

B. Contractor shall factor into their costs all labor, travel, per diem and any other costs associated with the testing of all Grand Teton National Park alarm panels such that all testing is completed within 3 months following contract award (September-November).

1.6 DELIVERABLES

No deliverables required as part of this service contract.

1.7 OTHER DIRECT COSTS

No known further direct costs are required.

1.8 GENERAL INFORMATION

A. Hours of Work. All onsite work will be coordinated by the park's Contracting Officers Representative (COR). All work shall be done during normal business hours unless otherwise approved by the COR.

B. Place of Performance. The testing shall occur on all Grand Teton National Park fire systems during the period of performance.

C. Security and Access. The contractor shall coordinate work with the COR. The contractor will provide the COR with a detailed schedule to allow for employees in residences to be notified timely. The contractor shall be escorted during testing since testing will be done in employee residences.

D. Coordination of Trades. The offeror shall coordinate work so that any interruptions in the alarm monitoring and building and apartment access will be previously planned.

E. Licenses. All personnel engaged in the contract activities specified herein must be licensed by the state, local authority, and/or the city local authority in those trades, crafts or professions which require licensing by such jurisdictions. The license must be of a grade or other level consistent with the requirement of the work being performed and/or as established by the above jurisdictions.

F. Changes. Any changes affecting this statement of work shall originate from and be approved by the Contracting Officer (CO) and coordinated with the park's COR. Any work, not in this statement of work, performed without approval shall be at the offeror's expense.

G. Locations. Testing locations may be added or removed from the statement of work by mutual agreement.

H. The offeror will comply with all federal laws and regulations in regard to this contract and performing the work.
