About this file
This document is a sources sought announcement for a salmon habitat restoration project at Muir Woods National Monument. The National Park Service is seeking information from small businesses regarding their capability and availability to perform earthwork, install large woody debris structures, and establish three water diversion systems while meeting downstream flow and environmental requirements. Interested parties should submit a capability statement of no more than ten pages by the specified date to the email address provided. The work requires removing rock slope protection from banks, grading banks, installing rock in tie-backs, and removing an asphalt trail using engineered drawings. Access is slow and restricted, and many protections are needed for sensitive resources like endangered species and vegetation. The agency contemplates issuing an RFP for this work.

G. All the items shown in these specification and drawings will be constructed under a single prime contract.
H. Items which are integral to this contract are described below:
1. Access Management and Protections
a. The Plaza staging area is accessible to Contractor vehicles.
b. The only road suitable to import excavators on oversized vehicles is via State Hwy
1. Caltrans has restrictions and requirements for oversized vehicles on a segment of this road. Caltrans may require a permit and California Highway Patrol escorts for an oversized vehicle, both of which require substantial advance submittals and scheduling. The Contractor shall apply to Caltrans for a permit, if needed, as soon as reasonably possible after contract award to avoid delays in the Work and to enable completion of the work within the permissible work window (Section 01 54 00 Traffic Control).
c. A separate water diversion system is required for each channel Work Zone.
Equipment may not enter a channel Work Zone until it is dewatered by the Contractor, with fish removed by NPS (Section 01 45 00 Environmental Protection).
d. The two upstream Work Zones, Areas 5 and 6, are accessible to equipment only by first completing the dewatering in Area 7, adjacent to the Plaza staging area.
e. Access from Area 7 to Area 6 requires preparation of an access route through a vegetated terrestrial area, temporary removal of a boardwalk segment at the downstream end of Area 6, and protection of a segment of asphalt trail.
f. Access from Area 6 to Area 5 is via an asphalt trail, which shall be protected, and requires crossing a narrow tributary where a small wooden footbridge shall be protected, modified or temporarily removed to support heavy equipment.
GOGA - 312237 01 11 00 - 4
g. The Contractor shall use equipment suitable for access routes shown on drawings.
h. Each Work Zone has access restrictions and requirements, per drawings. A required pre-construction submittal for an Access Plan shall follow drawings and propose supplemental details (Section 01 45 00 Environmental Protection).
2. Work Window
a. The work items in this Contract shall be carefully sequenced and managed by the Contractor to complete the project in the permissible construction window.
b. The permissible work window for equipment in the channel or on creek banks is June 15 to Oct. 31. An extension of the work window past Oct. 31 is possible only if rains have not initiated the salmon spawning season and regulatory agencies provide approval to continue work. Work scheduling shall not assume an extension will be available.
c. Equipment work in the Plaza Staging Area and Conlon stockpile site and hand work on channel banks is permissible after October 31.
d. Substantial rains have occurred in September and October and could temporarily prevent work in the creek during such events. The Contractor shall leave leeway for possible temporary delays in the initial project schedule.
3. Sequencing
a. This project requires careful advance sequencing and on-going attention to sequencing of on-site actions.
b. The layout of water diversion pipes requires careful planning to avoid or minimize the need to relocate the diversion pipe during work because actions and/or access routes occur on both banks in all Work Zones, per drawings. See Section 01 45 00, Environmental Protection, Subsection 3.1 H, Pipe Layout in Relation to Work Activities.
c. Some actions in one Work Zone are integrated with actions in a different Work Zone, per drawings, such as:
· The Area 7 channel must be dewatered before equipment can access the upstream work zones, Areas 5 and 6.
· Some installed LWD structures in Area 7 will obstruct the access route to upstream work zones. Therefore, full removal of equipment from upstream work zones must be completed before final installation of LWD in Area 7.
· Materials to be off-hauled from upstream work zones, such as asphalt, or imported to upstream work zones, such as pin logs, must be transported through the Area 7 channel access.
· Some materials are transferred from Area 6 to Area 5 and vice-versa. Some Area 6 RSP is hauled to Area 5 for reuse, and soil from Area 5 is hauled to Area 6 for reuse.
d. Work at Area 5 requires careful sequencing in relation to closures of the main trail.
The main trail upstream of Bridge 2 shall not be closed on both sides of the creek at the same time.
GOGA - 312237 01 11 00 - 5
· Equipment access to Area 5 uses the main trail on the west side (right bank) of the creek. When the west side trail is closed, the east side must always remain open to visitors.
· The burial of RSP in the left bank will require closure of the main trail on the east side (left bank) of the creek. The west side trail must remain open when the east side trail is closed.
· When work is conducted by Others to relocate the large log from the left bank, the trail at the top of the left bank (east side) will be closed, and the Contractor may not use the west side of the trail upstream of Bridge 2 at the same time.
e. Other sequencing issues pertain to:
· Coordinating delivery of pin logs by the Government so they are available for the Contractor to haul and install in upstream work zones as needed (see Section 02 93 50 Woody Debris).
· Work by Others during the Contract Period to relocate a large log in Area 5 after some earthwork by the Contractor but before completion of the Contractor’s earthwork (see Section 31 20 00 Earthmoving).
· To replant salvaged vegetation, if awarded per Bid Options C, D and/or E, sequence work in relation to LWD placement to retain equipment access to planting areas to the extent possible but planting by hand is permissible.
4. Environmental Protections
a. Environmental protections of the channel bed and banks, water quality, downstream flows, ground surface, endangered species, vegetation, trees, and trails are a critical component of all aspects of this work (Section 01 45 00 Environmental Protection).
b. Environmental protections are required as an on-going component of the work.
5. Work by Others During Contract Period
a. A large log (Log No. L1012) on the left bank in Area 5 will be relocated into the channel by Others, who will use cables and grip hoists to move the log. See Section 31 20 00 Earthmoving for interaction of Work by Others with earthmoving by the Contractor.
b. Work may be conducted by Others near the Conlon long-term stockpile site during the work period.
c. Work may be conducted by Others in other locations within Muir Woods during the work period.
