About this file

This is a Statement of Work (SOW) for portable toilet and handwash station services at the Mesquite SEAT Base located at Mesquite Municipal Airport in Mesquite, Nevada. The BLM requires a vendor to provide and maintain portable sanitation facilities to support varying staffing levels during fire season operations from May 22nd through mid-August or end of October, depending on weather and fire activity conditions.

The vendor must supply 2 to 6 portable toilets (with a minimum of one ADA-compliant unit) and 1 to 3 handwash stations, with service levels adjusted on 24-hour notice as staffing changes. Minimum requirements include pumping service once weekly per unit, though services may increase to three times weekly during high fire activity periods. The vendor is responsible for staking down all units to prevent movement from aircraft propeller wash, providing sanitary paper, soap, and paper towels for handwash stations, and ensuring proper disinfection during cleaning. A trash can with lid must also be provided for paper towels and refuse. All handwash station maintenance and servicing must be included throughout the period of performance to maintain operational sanitation standards.

Mesquite SEAT Base Portable Toilets/Handwash Station Mesquite Municipal Airport: SEAT Base 1200 Kitty Hawk Dr. Mesquite, NV 89027

Purpose and Need: The Mesquite SEAT Base requires varied levels of staffing throughout the fire season. These staffing levels may change from hour to hour depending upon how many aircraft(s) are utilizing the base to support fires in the area. Staffing numbers quickly exceed capacity of the single facility bathroom, so portable toilets and sinks are required to meet the need.

The BLM requires a portable toilet and handwash station company that can be set up on-site at the SEAT Base, located at the Mesquite Nevada Municipal Airport. The number of handwash stations and portable toilets will range from 2 to 6 units depending on the staffing level. The dates needed will be from May 22nd until the base closes, which could be mid-August or the end of October depending on the weather and fire season. The BLM at minimum will require 2 portable toilets and 1 handwash station throughout the specified period of performance. If the BLM needs to add or remove handwash stations or portable toilets as staffing numbers change, they will give 24 -hour notice to the vendor for these changes. Pumping service is requested at a minimum of once per week per unit. In the event of high fire activity, additional BLM and contract personnel may be working on-site, requiring servicing up to three times per week at the request of the BLM. Staking down of units to the ground will be required because the units are being placed around aircraft with significant propellor wash.

At minimum one ADA compliant toilet must be included in the bid. The remaining toilet may be a traditional non-ADA compliant toilet.

A trash can with lid for paper towels and other refuse is also requested to be placed by the selected vendor.
