STATEMENT OF WORK FOR LAUNDRY SERVICES BPA

I. BACKGROUND

The Bureau of Land Management (BLM) at the National Interagency Fire Center (NIFC) in Boise, Idaho has a requirement for contractor supplied industrial laundry services on an as-needed, periodic basis for the period of April 1, 2022 through March 31, 2027. The BLM at NIFC receives multiple articles of dirty clothing, sleeping bags, and pack sacks from fire incidents throughout the country. All items need to be quickly laundered, then repacked to be issued out on new fire incidents. The Great Basin Fire Cache at the NIFC does not have a laundering facility and needs to send these items out to local laundering facilities that can provide this service.

II. SCOPE

It is the government's intent to establish multiple Blanket Purchase Agreements (BPAs) to set up laundry services on an as-needed, periodic basis for a 5-year period. Vendors that are awarded a laundry service BPA are expected to follow the guidelines listed below. During fire season, vendors should expect to pick up to several loads of dirty laundry per month from the

NIFC and return those same items in the timeframe specified in section IX of this document.

There is no guarantee of a minimum number of items to be laundered under this requirement.

III. TASK

Launder each item as listed below and return to the NIFC. Return the same amount of clothing after cleaning to the NIFC. All items returned should be accompanied with a paper invoice.

Laundry will occur year-round with the expectation that a higher volume of articles of dirty laundry will typically be from the month of July to the end of November.

Items to be laundered:

a. Sleeping bag, cloth, 34" X 76" - NFES #0022

b. Sleeping Bag SMJ, 35" X 81"- NFES #0128

c. Fire resistant jeans - NFES # 2700-2707 and 2800-2807

d. Fire resistant shirts - NFES #0511, 512,522,569,570, 577-580, 2078, 2709

e. Shroud, Neck and Face - NFES #1274

f. Pack sack – NFES #000744

IV. PLACE OF PERFORMANCE

Pick-up and drop off laundry will occur at the following address:

BLDG 420

3833 SOUTH DEVELOPMENT AVENUE

BOISE, IDAHO 83705

All laundry operations will occur at the vendor’s facilities.

V. PERIOD OF PERFORMANCE

This BPA is expected to cover a 5-year period, from April 1, 2022 to March 31, 2027. We are requesting pricing for the full five-year period.

All BPA Calls are expected to be issued annually to cover a 12-month period. Quotes provided in response to this solicitation shall include all costs consisting of but not limited to direct costs, overhead, benefits, general and administrative, and profit/fees for the following periods:

• 04/01/22-03/31/2023

• 04/01/23-03/31/2024

• 04/01/24-03/31/2025

• 04/01/25-03/31/2026

• 04/01/26-03/31/2027

VI. WORKMANSHIP

a. The Contractor shall furnish all labor, supervision, equipment, and materials to launder a variety of National Fire Equipment System (NFES) clothing and sleeping articles used on the fire line and in camp. The Contractor shall use industry recognized commercial laundering methods and accepted laundering agents. The items listed within this BPA shall be laundered according to standards outlined below under Washing Instructions

b. All work shall be performed under sanitary conditions at the Contractor's facility.

The Contractor's plant shall be subject to optional inspections by the Contracting

Officer (CO) or by the CO's authorized representative. The Contractor shall comply with recommendations made to ensure adequate sanitary and hygienic practices.

c. Finished articles shall be free from dust, chemical odors, and restored as nearly as possible to the original size, shape, dimensions, and color. Like items shall be washed together to avoid dark colors bleeding onto lighter colors causing a discoloration. All spots or stains shall be removed without injury to the color or fabric except those spots or stains determined as insoluble. Articles shall be handled to limit any possible shrinkage to no more than one percent (1%) in any direction.

d. The Contractor may reject articles prior to cleaning with the approval of an authorized representative from the ordering office. Articles returned by the

Contractor shall be the same articles previously picked up by the Contractor or delivered by the Government, including any rejected items. All Government property, including any salvage, shall remain Government property and shall be returned by the Contractor or removed by the Government within thirty (30) days after contract expiration.

e. The Contractor shall be held responsible for damage to or loss of articles in return shipments due to improper packaging.

VII. WASHING INSTRUCTIONS

Sleeping bags –

Cleaning - CLASS 4 CORDURA - SLEEPING BAGS

1. Remove all contents not part of the bag and zip closed before laundering.

2. Launder bags in front-loading machine. Use mild soap in water of no more than 130 °F.

The minimum temperature considered "warm wash" is 90 degrees, but the temperature is not to exceed 130 degrees; anything above 130 degrees will cause discoloration to the garments. Bags shall undergo three wash and rinse cycles, i.e. wash, rinse, wash, rinse, wash, rinse, sterilize with a bleach solution of 50 ppm in the last wash cycle.

3. With bag unzipped, dry in a tumble dryer with an average temperature not to exceed 130 °F. The dryer unit shall be of the reverse-action type. All bags shall be unfolded and shall tumble free. (To obtain the average temperature, test the temperature every 5 minutes and average the findings.)

4. Once Laundered, sleeping bags need to be rolled tight and tied to prevent unrolling.

Sleeping bags must be completely dry for delivery.

DO NOT USE BLEACH TO CLEAN FABRIC.

1. “Garments of NOMEX® should be washed separately from other articles to avoid contamination with lint of flammable fibers.”

2. “Tests show that formulations designed for use at a temperature of l40 °F (60 °C) or less

– such as high-surfactant, low-alkalinity products - adequately clean NOMEX® and provide the best fabric color retention.”

3. “For heavily stained and oily garments of NOMEX®, a higher temperature wash formula may be required for adequate cleaning.”

4. “Garments made of NOMEX® must be adequately rinsed to remove residual wash chemicals.”

Pack sack -

Cleaning - CLASS 1 CORDURA (MACHINE WASH OK)

1. Allow any mud or loose dirt to dry then remove using a stiff-bristle brush. If stains remain, wash as recommended below.

2. Remove light oil and dirt stains by brushing with a solution of warm water and a mild detergent, rinse thoroughly, and hang to dry. “Mild detergents” includes most home laundry detergents that contain no chlorine bleach or added scents.

3. For heavier oil or grease, soak in water-soluble biodegradable degreaser for at least 30 minutes, brush with a bristle brush, rinse thoroughly, and hang to dry.

4. If machine washing, use only cold water on a gentle cycle and air dry.

5. Where no other method is cleaning the fabric, wash with pressure washer set at wide fan, warm water, and only allow nozzle close enough as necessary for cleaning, the further away the better for the fabric.

VIII. PLACING ORDERS

a. Delivery orders shall be placed directly with the Contractor. To affect prompt and efficient pick-up and delivery of items, the ordering office shall indicate either orally or in writing such information as may assist the Contractor in readily locating the items.

b. The Government may issue orders which request delivery to multiple destinations. None of these destinations shall be more than fifteen {15) miles from NIFC.

c. The Government makes no guarantee that vehicles used to deliver cleaned articles will return to the Contractor's facility with soiled articles. The Government shall determine which articles are to be cleaned and when they will be made available to the Contractor.

d. In case of public exigency (emergencies), the ordering office shall not be obligated to place orders under this contract.

e. Individuals authorized to place orders will be identified on the BPA.

IIX. PACKAGING AND MARKING

a. Laundered articles shall be flat folded, packaged, and delivered in accordance with commercial practices or according to the standards, if any, listed in Fire Equipment

Storage and Refurbishing Standards. Articles shall NOT be placed on hangers. The

Contractor shall be held responsible for damage to or loss of articles in return shipments due to improper packaging.

b. Clothing articles such as shirts, jeans, and flight coveralls shall be sorted by size and appropriately labeled. Like items may be bundled together with no more than five (5) articles per bundle and labeled with a single label.

c. Once Laundered, sleeping bags need to be rolled tight and tied to prevent unrolling.

Sleeping bags must be completely dry for delivery to Great Basin Fire Cache.

IX. PICK-UP AND DELIVERY

a. The Government may deliver soiled articles to the Contractors' facilities or may request the Contractor to pick-up items called for on an order. The Contractor shall respond to a pick-up call within one (1) working days after receiving the request.

b. Delivery of cleaned articles shall be made F.O.B. Destination to the designated locations and according to the following schedule ("F.0.B. Destination" means prepaid pick-up and delivery by the Contractor's conveyance).

c. The schedule "clock" shall begin the day the Contractor receives the items if pick-up or delivery is made between the hours of 8:00 a.m. and 12:00 noon. The schedule "clock" shall begin the following day for items picked up or delivered after 12:00 noon.

d. All soiled garments shall be returned to the Government within 2 calendar days (48 hours)

X. Maximum Production Capacity for Sleeping Bags

The Contractors shall have the capabilities of laundering up to 400 sleeping bags within 2 calendar days (48 hours) at no extra cost to the Government.

XI. Contractor Responsibilities for Government Property

The Contractor assumes full responsibility for and shall indemnify the Government as per

Federal Acquisition Regulation 28.307-2 against any and all loss or damage of whatsoever kind and nature to any and all Government property while in his custody resulting in whole or part from the negligent acts or omissions of the Contractor, any sub-contractor, or any employee, agent, or representative of the Contractor, and shall provide Liability Insurance provisions covering all Government furnished property, not to exceed $100,000.00.

IMPORTANT:

PLEASE NOTE: The Contractor shall reimburse the Government at a rate of 80% of the current

Great Basin Fire Cache issue price for any lost items or for any items damaged beyond reasonable repair while in the Contractor’s custody.

XII. Inspection and Acceptance

Visual inspections shall determine compliance with these specifications. Inspections shall be performed by a Government inspector at the destination location and may include spotting articles with clear water to see if a visible ring appears. Items showing rings or other indications of inadequate cleaning shall be returned to the Contractor for re-laundering at no additional cost to the Government. Final acceptance of the performed services shall be the responsibility of the CO.
