Request for Proposals – Task Order under an Existing IDIQ 140L0620D0008 North Wind Construction 140L0620D0009 Applied Intellect Joint Venture
Project Title: Roy Pray Mine Site O&M Hinsdale County, Colorado
Period of Performance: 660 days from NTP
Additional information: Virtual or on site Pre-Bid offered based on availability of bidders and snowpack conditions. Award by August 2023-
Site Background The Roy Pray Mine Site includes a draining mine adit, a waste rock dump and the settling ponds downslope of the dump. The discharging mine water has changed over time to follow the path of least resistance and is now flowing into the main drainage instead of going to the settling ponds. It is in Palmetto Creek which is a tributary to the Henson Creek Watershed in Hinsdale County, approximately 18 miles west of Lake City, Colorado, near Engineer Pass on County Road 20. The site is located at elevation of 3,769m, latitude 37.973581° longitude -107.575389°. The site can also be described as Township 43 North, Range 6 West, section 19, NMPM.
Due to the limited access to the site, equipment and materials will be brought into the site from the staging area, located at the sheep corrals at Capitol City on Hinsdale County Road 20. The staging area is approximately 8 miles from the site. The site is accessible by existing roads over engineer pass which is a 4 wheel drive road that is heavily travelled by recreational UTVs during the summer months.
Scope of work:
The work will consist of, but is not necessarily limited to, providing all labor, materials, equipment, earthwork, and incidentals necessary to complete the following maintenance and site improvements:
Activities to be completed include:
· Sample water from adit discharge and adjacent stream to the west and below the holding pond and soils from the toe of the repository to determine contaminants and concentrations (minimum 20 samples TAL metals). Also sample water from mine pool well and evaluate the piezometer readings.
Please provide a technical proposal outlining all means and methods (which may include sketches, preliminary drawings, etc.) for:
· Drainage ditch improvement to redirect it back to the settling ponds.
· Install new pipe from adit to capture and redirect the draining water to the ditch and prevent it from directly draining into Palmetto Gulch. The pipe will be buried to prevent future damage. Armor rills in mine waste rock piles to mitigate erosion.
· Settling pond structure inspection and reinforcement (if necessary) to prevent future failures.
· Excavate the settling ponds to restore functionality. The excavated materials will be incorporated into the consolidated waste rock dump and be relined with rubber liner with an underlayment.
· Assess condition of underground plug and seeps in the mine. Determine if repairs or other maintenance is needed.
The site has been determined to be eligible for listing on the National Register of Historic Places (NRHP). A work plan will need to be developed that does not affect the site’s eligibility and integrity. A BLM approved archaeological monitor will be required to monitor the activities.
BLM will review and approve all submittals before any mobilization for construction or construction work begins. The contractor should submit drafts of all submittals to the project COR for comments. All comments should be addressed before construction work begins.
All personnel working at the identified sites shall have current OSHA certifications for working at hazardous waste sites, including but not limited to the 40 hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training and current 8-hour HAZWOPER refresher. At a minimum, two field personnel shall be certified in first aid and CPR. The Contractor shall provide all support activities necessary to ensure the safe and effective accomplishment of all work. For all work performed under this contract, the Contractor shall also develop and implement a workplan with health and safety and quality control measures consistent with all applicable federal and state regulatory requirements and standards.
It is the Contractor's responsibility to comply with all applicable federal, state and local laws and regulations and to fulfill the performance objectives of this PWS in a manner that is consistent with any local, state and Federal guidance, policies and regulations, for the duration of the contract.
The Contractor shall provide all personnel, supervision, and other items and non-personal services necessary to perform the work as defined. The Government shall not exercise any supervision or control over any subcontractors performing the work herein. Such subcontractors shall be accountable solely to the prime Contractor who, in turn is responsible to the Government. The Contractor must possess all the required expertise, knowledge, equipment and tools required to meet or exceed the government’s objectives in accordance with established industry standards. When possible, BLM will assist the Contractor in obtaining pertinent sampling data, documentary materials, historical information, surveys, maps, photographs, as-builts, site plans, forms, and other material as available. All documentary materials provided to the Contractor or generated by the Contractor over the course of the investigations will remain or become property of the U.S. Government and must be returned to the BLM before final payment.
The Contractor shall identify applicable federal, state and local laws and regulations; applicable Site-specific orders, agreements, or rules; and perform its work in accordance with said applicable requirements. The Contractor shall ensure that all activities performed by its personnel, subcontractors and suppliers are executed in accordance with said authorities. Any incident of noncompliance noted by the Contractor shall immediately be brought to the attention of the COR telephonically and then by written notice. Nothing in this contract shall relieve the Contractor of its responsibility to comply with applicable laws and regulations. The Contractor shall obtain all permits, licenses, approvals, and/or certificates required or necessary to accomplish the work. When the work to be performed requires facility clearances, such as digging or drilling permits, the Contractor shall obtain such clearances and/or permits, with the assistance of the COR, prior to any drilling or excavating operations. The Contractor shall coordinate all such work with the COR prior to performing work. Contractors on environmental sites are required to perform their own utility checks based on Installation-supplied utility maps. The Contractor shall comply with all site-specific time and procedural requirements (federal, state, and local) described in the permits they obtain.
Any service or submittal performed that does not meet contract requirements shall be corrected or re-performed by the Contractor and at no additional cost to the Government.
Task 1 Work Plan and Submittals including Schedule, SAP, HASP, QAPP
Schedule The contractor must provide a written schedule in electronic format before work begins. The schedule will be updated as needed.
Sampling Plan A BLM approved field sampling plan will be required prior to any sample collection. If any XRF sampling is required, A minimum of 10% of all XRF samples collected must be sent to a certified laboratory for confirmation analysis.
Health and Safety Plan The Contractor is required by regulation to develop and maintain a written safety and health program in compliance with the requirements of Occupational Safety and Health Administration (OSHA) standard 29 Code of Federal Regulations (CFR) 1910.120(b)/29 CFR 1926.65(b). The Contractor shall prepare the HASP in accordance with the requirements of EM 385-1-1 and 29 CFR 1910.120(b)/ 29 CFR 1926.65(b) and other applicable federal, state, and local safety and health requirements. All COVID-19 state, and county protocols must be followed at all times. The HASP shall be developed, approved, and implemented by a qualified Safety and Health Professional appointed by the contractor. The Contractor shall integrate all subcontractor work activities into the HASP, make the HASP available to all contractor and subcontractor employees, and ensure that all subcontractors integrate provisions of the HASP in their work activities.
The draft HASP shall be submitted electronically to the BLM COR and Project Inspector as draft for review. BLM will review the HASP and provide comments to the Contractor. The Contractor shall address all comments and revise the HASP and submit this revision to the BLM COR and PI as a final. The level of detail of the plan should be commensurate with the expected variety and severity of hazards to be encountered. The final HASP shall incorporate or otherwise address all reviewer comments.
Task 2: Field Effort Field work shall be accomplished only on BLM-managed property. No work shall take place off BLM-managed land unless contamination appears to be migrating onto BLM property or off of BLM property.
The smallest, most efficient equipment shall be used to perform the work, as heavy OHV traffic and fragile alpine tundra may be present. The contractor shall stay on existing roads and trails whenever possible. All work locations shall be recorded using a hand-held GPS instrument. Daily morning safety briefings must be held to ensure all crew members understand the limitations of working in a high alpine environment and driving on steep, narrow single-track roads.
