EVALUATION CRITERIA

Award will be based on Best Value to the Government, which may not necessarily be the low bidder. Proposals will be evaluated based on the following technical evaluation factors, past performance, and price.

The contractor must have current registration in System for Awards Management (sam.gov).

The objective of these evaluation criteria is to assess the potential qualifications and capabilities of prospective bidders for this project. In addition to the bid values, these evaluations will be used to ascertain the ability of bidders to effectively and to efficiently complete the contract with reliable results. The evaluation criteria are as follows:

A. PAST PERFORMANCE ON PROJECTS OF SIMILAR SCOPE

Provide project summaries for a maximum of three (3) projects of similar scope performed by the personnel on the proposed team. Client references may be provided for each project. Project summaries shall be limited to one page each. These summaries will be evaluated on:

· The offeror’s proven experience in performing like services on similar projects, and;

· The offeror’s demonstrated understanding of the performance work statement as evidenced by the project summaries.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.

B. TECHNICAL

Technical Approach: The evaluation shall measure the Offeror’s technical knowledge and ability to complete the project. Offerors shall provide a technical approach for several CERCLA sites on BLM-managed sites within the BPMD, as described in the PWS. The approach will propose project objectives and the strategy that will be used to obtain the objectives. The information provided for this factor will be evaluated on:

- The offeror’s understanding of the scope of the project as evidenced by the technical approach.

· Schedule: Submit proposed schedule. Proposed schedule should outline how work will be completed within the timeline of the contract.

· The clarity of the approach.

C. PROFESSIONAL QUALIFICATIONS OF THE TEAM

Summaries of the experience of each of the specified staff, along with any team, subcontractor or other personnel, shall be limited to one paragraph. No resumes shall be included within the proposal. Qualifications will be evaluated on:

· The applicable experience of all of the offeror’s proposed staff, and;

· The offeror’s understanding of the staffing requirements needed to perform the required work.

PRICE

Provide a detailed cost estimate by line item for the total scope of the project. Include:

· Understanding of the PWS as evidenced by the proposed staffing and proposed hours.

· Hourly rates for all direct labor, other direct costs, indirect costs, and all management activities associated with the performance of each task.

· Provide a ceiling (not to exceed) price based on labor hour price schedules and other costs as appropriate.

SELECTION CRITERIA

Selection will be based on best value to the government.

(1) Evaluation factors are in descending order of importance.

(2) Evaluation factors other than cost or price, when combined, are approximately equal to cost or price.
