About this file
This is a Statement of Work (SOW) for the rehabilitation of Route 906 parking area at the Lewistown Office of Charles M. Russell National Wildlife Refuge in Lewistown, Montana (Project 6R-MT-215-101). The 17,000–18,000 square foot parking lot, originally constructed in 1950, requires comprehensive rehabilitation to address drainage issues and pavement deterioration that have created safety hazards including excessive ice formation and ponding near building entrances and pedestrian routes.
The contractor must provide all labor, materials, equipment, and services for the following work: conduct a preconstruction site assessment with the station and Contracting Officer's Representative to document existing conditions; establish designated staging and equipment areas, install construction signage, and survey the parking lot; perform pavement preservation including crack sealing per ASTM D6690 and Montana DOT specifications, localized full-depth asphalt patching, and application of fog seal or seal coat; install concrete swales with 4:1 side slopes, 6–12 inch depth, and 2–6 feet minimum width to accommodate snowplow operations; install trench drain along the building front with ADA-compliant crossing provisions; replace or reconstruct ADA ramps, sidewalk connections, curbs, and gutters; ensure all work complies with the Architectural Barriers Act, ABA Accessibility Standards, and Americans with Disabilities Act; re-stripe parking lot with ADA-compliant spaces and access aisles; install ADA signage; and comply with local, state, and federal stormwater regulations. The project must be completed within 60 days of notice to proceed. Quality control must maintain industry standards and manufacturer specifications; labor warranty for all products and equipment is one year minimum unless extended warranty is purchased by the Government. The contractor's primary contact is Paul Santavy, Project Leader, at paul_santavy@fws.gov or 303-515-0809, and the technical contact is Karina Arellano at karina_arellano@fws.gov.

Statement of Work for the Rehabilitation of Route 906 Parking Area at the Lewistown Office at Charles M. Russel National Wildlife Refuge
Project: 6R-MT-215-101
Charles M. Russel NWR
Address: 333 Airport Rd, Lewistown, MT 59457
Project Overview
Route 906 parking area at the Lewistown Office in the Charles M. Russel (CMR) National Wildlife Refuge (NWR) was constructed in 1950 and is approximately 17,000 -18,000 sq ft. The project consists of the rehabilitation of the existing parking lot to address drainage issues and pavement deterioration. The parking area currently drains towards the office resulting in excessive ice forming and ponding in the parking lot and walkways, which has caused numerous falls involving both staff and the public. This project aims to eliminate improper drainage patterns and improve accessibility and safety by installing drainage solutions such as concrete swales and/or a trench drain to intercept and redirect surface runoff away from building entrances, accessible parking areas, and pedestrian routes.

Work to be Performed
The contractor shall provide all labor, materials, equipment, and services required to rehabilitate Route 906 parking area at the Lewistown Office at CMR NWR.
This work includes, but is not limited to:
Preconstruction Site Assessment
• Prior to any fieldwork, the Contractor shall conduct a site walk-through with the station and the Contracting Officer’s Representative to verify existing parking area dimensions, site conditions, drainage patterns, pavement distress, and elevations. Areas exhibiting excessive settlement, base failure, or structural pavement deterioration shall be documented and coordinated with the Contracting Officer prior to repair.
Mobilization and Site Access
The Contractor shall:
• Speak with the station to establish designated staging and equipment laydown areas in approved locations to minimize disturbance to refuge land.
• Install construction signage and barriers to restrict public access to active work zones.
• Survey and stake parking lot in preparation for rehabilitation.
Pavement Rehabilitation
The Contractor shall perform pavement preservation techniques including crack sealing, surface treatment, and localized asphalt repair.
Work shall include:
• Cleaning and routing existing cracks. Ensure the crack is dry and free of dust, dirt, vegetation, and loose materials immediately before applying the sealant.
• Applying hot-pour crack sealant to all eligible cracks. Crack sealing shall conform to ASTM D6690 and Montana DOT specifications. (CrackMaster Parking Lot Grade (Seal Master) Or equivalent)
• Performing localized full-depth asphalt patching in areas exhibiting settlement, depressions, or pavement failure as necessary to rehabilitate the most damaged areas of the pavement.
• Applying a fog seal or seal coat to extend pavement service life and reduce moisture infiltration.
Drainage Improvements
The Contractor shall:
• Install concrete swales in the parking lot area as shown in drawings or in ideal locations as determined by the Contractor to intercept surface runoff before it reaches areas where water is ponding and the building.
o Swales should be broad and shallow to accommodate the need for snowplows in the winter.
Side slopes should be 4:1 Depth should be around 6-12 inches 2-6 feet wide minimum for easier snowplowing
• Install trench drain near the building to address the ponding water in the pavement. The trench drain shall run along the front of the office building as shown in the drawings. If applicable, ensure all ADA entrance ramps cross over the trench drain with no added effect on accessibility. A concrete cut—off wall might be necessary to minimize potential damage from water on the building foundation.
Concrete Improvements
The contractor shall:
• Replace or reconstruct the ADA ramp, sidewalk connections, curbs, gutters, o ADA ramp o Sidewalk connections o Curb and gutter
• Ensure ADA compliance
Accessibility Requirements
• All work shall comply with:
o Architectural Barriers Act (ABA) o ABA Accessibility Standards (ABAAS) o Americans with Disabilities Act (ADA)
• Accessible parking spaces, access aisles, ramps, and pedestrian routes affected by the project shall be evaluated and restored as necessary
• Final grades within accessible parking spaces and access aisles shall not exceed 2% slope in any direction
• Drainage improvements shall not create barriers to accessibility or introduce ponding within accessible areas
Winter Operations Considerations
• Because the facility experiences significant snowfall and freeze-thaw cycles, all drainage improvements shall be designed to withstand snowplow operations and winter maintenance activities.
• Concrete drainage features shall be designed with smooth transitions and shallow profiles that minimize interference with snow removal equipment. Drainage systems shall be configured to minimize standing water that could refreeze and create hazardous conditions.
Pavement Markings and Signage
The contractor shall:
• Re-stripe parking lot, including standard parking stalls, ADA-compliant spaces and access aisles
• Install ADA signage per code
Erosion and Sediment Control
• Comply with local, state, and federal stormwater regulations
Timeline
• Completion of project within 60 days of the notice to proceed.
Inspection and Acceptance
• The Government reserves the right to inspect any and all phases of the work performed under this Contract and will conduct a final inspection prior to acceptance of the work. The Contractor shall notify the Technical Coordinator, Refuge Manager, Contract Officer Representative, and Contract Officer at least five business days prior to scheduling the final inspection. Provide all operations and Maintenance Manuals, and training in routine maintenance to assure expected boat ramp life.
Availability
• Normal duty hours are Monday through Friday 8:00 a.m. – 4:00 p.m. The Contractor shall provide emergency contact information.
• Non-duty hours include weeknights, weekends, and Government holidays (New Year’s Day, Martin Luther King Jr. Day, President’s Day, Memorial Day, Juneteenth, Fourth of July, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, and Christmas).
• Emergency/Miscellaneous functions may be required to be scheduled during non-duty hours due to the nature of the work or specific scheduling requirements. Emergency work is required when immediate action is necessary to correct or prevent loss or damage of Government property, or to eliminate hazards to the public, personnel, or equipment.
• Water, sewer, and electricity can be used by contractor. Ensure that no damage is done to the systems.
Quality Control (QC)
• Quality Control will be maintained in accordance with industry standards and made available to the agency upon request. Installation must comply with manufacturers specifications and applicable codes including OSHA, ASME, and NFPA.
Quality Assurance (QA)
• Labor warranty for all products and equipment shall be at least one year unless an extended warranty is purchased by the Government.
