About this file
This document is a Statement of Work (SOW) for the United States Department of the Interior National Park Service Mesa Verde National Park, detailing the upfitting of two 2024 Ford F-150 Police Responder trucks for law enforcement operations. The SOW specifies detailed requirements for two trucks (Truck A with a slick top configuration and Truck B with a light bar configuration), including extensive law enforcement equipment installations such as emergency lighting, sirens, communication systems, weapon storage, prisoner transport partitions, push bumpers, radios, and agency graphics.
The project requires a vendor to professionally install specific equipment on the trucks, with the vendor's performance location limited to within 450 miles of Mesa Verde National Park. The solicitation (Number 140P1225Q0063) is for supplying and installing law enforcement gear on park vehicles, with the Contracting Officer's Representative being Bryan Struble from the Facilities Maintenance Division. The trucks will be used for routine patrols, emergency response, search-and-rescue missions, enforcement of federal regulations, mutual aid responses, and visitor and resource protection across Mesa Verde's 52,000 acres of challenging high-desert terrain.

1.5. The requirement will be to furnish and deliver all the specified equipment in ready to use condition to Mesa Verde National Park according to specifications outlined in this Statement of Work (SOW).
2. Background
2.1. Mesa Verde National Park spans over 52,000 acres of high-desert terrain, backcountry roads, and culturally sensitive archaeological sites. The park’s law enforcement rangers conduct daily patrols across remote and rugged areas, requiring vehicles that are reliable, safe, and purpose-built for enforcement and emergency response duties.
2.2. Upfitting is required to ensure compliance with NPS fleet standards and to meet the safety and mission needs of commissioned rangers working under the authority of 36 CFR and the Law Enforcement Authority of the Department of the Interior.
2.3. The base Ford F-150 platform provides the necessary powertrain, suspension, and durability required for operating in MEVE's diverse and often challenging terrain. However, to meet NPS standards and ensure officer safety and operational readiness, upfitting is required. This includes installation of emergency lighting and sirens, secure weapon and equipment storage, prisoner transport modifications, communication systems (including mobile radio), and standardized law enforcement markings and decals.
2.4. NPS RM-9, Section 9.9, law enforcement patrol vehicles must be equipped to meet specific safety, communications, and operational standards. The required upfitting components include but are not limited to:
2.5. Emergency Lighting and Sirens (RM-9 §9.9.1): Installation of light bars, sirens, and control consoles to ensure officer visibility, scene control, and compliance with federal and state emergency vehicle regulations.
2.6. Radio and Communication Systems (RM-9 §9.9.2): Installation of NPS-authorized mobile radios and antennas for communication with dispatch, interagency partners, and field personnel. Systems must be securely mounted and interoperable with regional systems.
2.7. Weapons and Equipment Storage (RM-9 §9.9.4): Secure, lockable gun racks and storage compartments to transport duty rifles, less-lethal tools, and sensitive law enforcement equipment safely and in compliance with agency firearms policy.
2.8. Markings and Identification (RM-9 §9.9.6): Application of standardized NPS law enforcement decals, reflective striping, and unit identifiers to comply with federal visibility and identification requirements.
2.9. Remote operations Due to the remote and isolated nature of much of the park, it is essential that law enforcement vehicles be fully self-sufficient, properly equipped, and resilient under heavy use and varied conditions.
2.10. Operational Uses to include, but not limited to:
2.10.1. Routine patrols across rugged park terrain
2.10.2. Emergency response and search-and-rescue (SAR) missions
2.10.3. Enforcement of federal regulations and protection of cultural resource
