Scope of Work

GUCO Core Battlefield Area Hazardous Tree Removal

PMIS 255916

Guilford Courthouse NMP

• This scope of work will provide for the cutting down, removal and/or chipping of hazardous trees and limbs.

• Core Battlefield area has 19 trees that the park considers hazardous,

• Park personnel are available and walk and locate with contractor each Tree. This is not required but is strongly encouraged.

• Contractor will also be responsible for any additional trees that are brought down in the process of the ones indicated on the map if they create an unsafe site.

• Each site is to be left safe for visitors and to blend in with surrounding forest.

• All work will be done under a single contract.

• Standard work day is 8 hours.

• Standard work week in 5 days, Monday thru Friday. No work will be conducted on the weekends or National holidays.

• Mobilization will only be paid once.

• All materials and equipment will be supplied by the Contractor. Materials and methods used should meet all Federal and State laws.

• No heavy equipment is allowed off road unless it is approved by the Superintendent or

Facility Manager prior to use.

• Protection of the Public: The Contractor shall at all times conduct his/her work as to assure the safety and convenience of the general public visiting and to assure the protection of persons and property. Care shall be taken at all times to regulate the operations so as to protect visitors in the park. The Contractor shall provide, erect, and maintain all necessary barricades. Take the necessary precautions for the protection of the work and safety of the public and park property.

Work to be completed as part of this contract:

• 19 Trees cut down and removed. Stumps will not be removed but should be cut as close to ground as possible.

The trees will be removed and dumped off site. All debris that is 12 inches in diameter or less can be chipped and spread into the woods (No Large Piles). We will not be able to provide a place to dump chips in bulk or trees. Stumps with root balls will not be removed.

During all operations under this contract, the Contractor shall exercise reasonable measures to prevent or minimize soil erosion and pollution of water and other resources. All refuse, including garbage, rubbish, and solid or liquid wastes from the Contractor's operations shall be collected and stored in a sanitary, nuisance-free manner and disposed of in a State-approved sanitary landfill or as approved by the Contracting Officer.

The Contractor shall provide, erect, and maintain all necessary barricades, danger signals, detour and other signs, and take all necessary precautions for the protection of the work and safety of the public. All such barricades and signs shall be in accordance with the Manual of

Uniform Traffic Control Devices (MUTCD, 2003 Edition, as published by the Federal Highway

Administration, U.S. Department of Transportation.

Heavy equipment can be used but must be low ground pressure track-type and without wheels.

Heavy equipment is not allowed on any portion of the park grounds when and where soil conditions are wet. The contractor shall repair any ruts or damage to the ground surface caused during tree removal. Contractors shall propose their method of removal of the fallen trees with special attention to minimizing the damage to this trail and entry points from the road shoulder to the trail.

PERIOD OF PERFORMANCE: The contractor shall have 90 working days to complete all work awarded under the base items. A working day shall be considered every day that does not fall on a federal holiday, Saturday, or Sunday. In the case of rain, wet soil, or other weather-related delays, time may be extended. The Contractor may provide documentation as to which days within their Period of Performance time should not be charged due to weather to the COR for Review and Approval.

Hauling restrictions: When hauling on National Park Service roads, do not exceed the following load restrictions:

No unauthorized dumping of the material is acceptable. The contractor is strictly responsible for properly disposing of removed material and shall be liable for any fees or fines associated with improper hauling or disposal.
