Post-Storm Downed Trees, Fallen Limbs, and Hazard Tree Removal

Ocmulgee Mounds National Historical Park

Scope of Work

1. Background. Ocmulgee Mounds National Historical Park is in Macon, Georgia. The park preserves and protects evidence of pre-historic life in the Southeastern US. The mission of Ocmulgee Mounds

National Historical Park is to preserve the indigenous landscape (earthen structures, council house, and other features) as well as other historical and archeological resources. On March 27, 2023, a series of strong storms passed through Ocmulgee Mounds National Historical Park. Approximately

35 trees in the maintained landscaped were broken, uprooted, or damaged. The park is soliciting bids to assist with the post-storm tree and limb cleanup. Additionally, the park plans to contract tree cleanup services, as needed, for future storms.

2. Required Services. Initially, the contractor shall provide all labor, tools, equipment, materials, and supervision required to trim, cut, set stump in place, grind, remove, and or chip approximately 35 trees and/or associated debris piles located in designated areas of Ocmulgee Mounds National

Historical Park (see MAP 1, MAP 2). The Contracting Officer Representative (COR) and map routes will provide guidance on the locations where vehicles and equipment may be operated.

2.1 Special Contract Requirements

2.1.1 Archeological Findings. Cultural material including historic and precontact artifacts, cultural features, structures, and burials are property of the US Government. Should contractor activities uncover any archeological material, the contractor shall suspend operations at the site of discovery, notify the COR providing a statement of the location and details of the findings. The Park Superintendent and Resource Manager shall determine the level of compliance and tribal consultation required. If human remains are discovered, all work shall cease until tribal consultation results in a Native

American Graves and Repatriation Act (NAGPRA) Plan of Action.

2.1.2 Control of Erosion, Sedimentation and Pollution. Operations shall be scheduled and conducted to minimize erosion of soils and prevent silting and muddying of streams, rivers, irrigation systems, and impoundments. Pollutants such as fuel, lubricants, and other harmful materials shall not be discharged on to the ground, into nearby rivers, streams, and impoundments or into natural or man-made channel.

2.1.3 Equipment and Service Specifications.

a. Industry Standard Equipment able to handle mechanical manipulation of large trees over thirty-six inches in diameter and root balls more than 10 feet in diameter while minimizing additional ground disturbance.

b. Chainsaws capable of cutting large diameter trees. Ability to cut remove damaged, dead, or hanging limbs at various heights in large trees.

c. If opting to chip debris all tree chipping will be performed at COR approved landing sites or chips deposited in designated areas.

d. Designated Trees will be either cut away from the stump, stump set back in place, and flush cut or ground to grade or completely removed.

e. Designated areas of park road and trail shoulders will be cleared of tree and limb fall. Contractor shall remove fallen trees and limbs within 20 feet of the road and trail edges. These areas will be made safe from snags, down trees, leaners, and any associated debris. Designated areas along fence lines will be cleared 10 feet from outside of fence and associated Debris removed (see

Map Details).

3. Contractor Responsibilities:

• Removal of collateral trees and vegetation around the work site may be necessary to ensure safe and effective removal of fallen trees.

• Removal of collateral trees and vegetation shall be approved by the COR prior to commencing work.

• Extreme care shall be taken to ensure contractor employee personnel safety and the preservation of cultural landscape and associated archeological resources.

4. Government Furnished Property, Materials & Supplies. Contractor may store heavy equipment on-site during contract performance period at designated staging areas. Government accepts no liability for damaged or stolen contractor owned property.

5. Business Hours. The contractor shall coordinate specific on-site work schedule with the COR. The contractor shall notify COR five days prior to beginning the tree removal services. The initial cleanup of the 35 trees targeted for treatment shall begin within 30 days after Contracting Officer issues the Notice of Award. The park’s operating hours are 8am to 5pm. Any work outside of standard business hours shall be pre-approved by the COR.

6. Management. The contractor shall manage the total work effort in accordance with effective and efficient management principles and safe working practices to ensure on-time completion of this contract.

7. Safety & Environmental Compliance.

• The contractor shall comply with pertinent provisions of the Occupational Safety and Health Act (OSHA), and state, local, safety, laws.

• The contractor shall comply with pertinent Environmental Protection Agency laws and regulations.

• The NPS safety officer has the authority to issue restraint or cease-and-desist orders to the contractor when violations or unsafe acts are present and threaten Government and contractor employees or damage to Government property.

• The contractor shall immediately report to the Contracting Officer, COR and NPS safety officer all accidents resulting in employee injury or death or damage to property while performing this contract.

8. Insurance. The Contractor shall be insured in accordance with State of Georgia insurance regulations. The Government is not responsible for damage to Contractor’s equipment, vehicles, tools or materials or their employees and the personal property brought on-site. The Government will not accept any liability due to contractor employee negligence.

• Liability: The Contractor shall maintain a level of insurance that will protect the contractor and the Government from any claims because of bodily injury (including death) and property damage which may arise from and during the performance of this contract and shall submit proof of insurance to the Contracting Officer.

9. Performance Requirements Summary (PRS). The contractor performance requirements are summarized into required services that relate directly correlate to successful contract completion. The performance standard identifies the minimum acceptable levels of service allowed.

10. Motor Vehicle & Traffic Regulations. Contractor employees operating motor vehicles shall possess a valid driver's license. Driver and vehicle permits, licenses, registrations and proof of insurance shall be always maintained in the vehicle and made available upon request. Contractor employees shall comply with federal vehicle motor law requiring seat belts be always worn. Contractor employees shall adhere to the posted speed limits.

11. Employee Parking. All contractor employees shall comply with parking procedures published for the NPS.

12. Replacement of Contractor Employee for Security Reasons. The Government retains the right to request removal of the contractor’s employee(s), regardless of prior clearances.

13. Non-Payment for Additional Work. Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized in the contract, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.

14. Conflict of Interest. The contractor shall not employ off-duty CORs or other Government employees if such employment would create a conflict of interest or be contrary to the policies contained in conflict-of-interest directives utilized by the NPS.

15. Contractor’s Proposal Package. The following deliverables are to be submitted with offer in response to RFP.

• Technical approach to perform required services.

• Contractor safety plan.

• Proof of Insurance

16. Inspection. The Government will conduct inspection upon completion of required services. Final payment will be processed upon confirming that all noted contractor performance deficiencies have been satisfactorily corrected.
