About this file
This is a Performance Work Statement (PWS) for a Civilian Leadership Development Program to be contracted by Commander, Naval Information Forces (COMNAVIFOR).
The contractor shall develop and deliver two distinct classroom-based leadership development programs aligned to the Department of Defense Civilian Leader Development Framework. The Senior Leadership Development Program (SLDP) consists of 27 non-consecutive days of instruction for government civilians in grades GS-13 through GS-15, while the Mid-Level Leadership Development Program (MLDP) consists of 24 non-consecutive days for grades GS-10 through GS-12. Each program begins with an introductory session and concludes with a Capstone Event. Programs will be delivered in a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five-year base ordering period from August 1, 2027, through July 31, 2032, with a six-month optional extension. Training shall occur within a 50-mile radius of Norfolk, Virginia, in classroom format when feasible or via Microsoft Teams if virtual delivery is necessary. Programs will be limited to 20 participants each, with no more than two programs running concurrently. Courses operate Monday through Friday, 8:30 a.m. to 5:00 p.m., in 1- to 3-day sessions.
Key deliverables include program syllabi (due 30 days after order effective date for inaugural orders), curricula and calendars (60 and 75 days respectively for inaugural orders), qualified instructors with minimum five years of adult leadership training experience, attendance reports (within one business day of course completion), end-of-course feedback summaries with at least 80% participant response rate (within five business days), program completion certificates, and Continuing Education Units (CEUs) from a certified CEU-granting institution. For inaugural orders, the first course must begin within 90 days of the order effective date; subsequent orders must commence within 45 days. The SLDP includes individual or team projects presented at the Capstone Event to senior leadership, a 360-degree assessment tool, and executive coaching sessions. The MLDP focuses on foundational competencies and individual presentations on learning application. The contractor must provide all printed student materials, maintain a transition plan for incoming and outgoing turnover periods, and ensure compliance with non-personal services requirements.

1. PURPOSE: Commander, Naval Information Forces (COMNAVIFOR) requires contractor support to develop and deliver targeted leadership development programs of study to select groups of government employees. The programs of study are to be aligned to the Department of Defense (DoD) Civilian Leader Development Framework (Figure 1 and Tables 1 through 7 of reference (a)). The objective of these structured civilian professional development programs is to provide COMNAVIFOR with the leadership skills, brainpower, vision and strategy to meet the challenges of today and tomorrow. The contract type intended is a single award indefinite delivery, indefinite quantity contract.
2. SCOPE: The government’s requirement is for two distinct leadership development programs of classroom-based training. Each program will contain a series of courses aligned to any combination of the six core competencies, components of these core competencies, or the five fundamental competencies, from Figure 1 and Tables 1 through 7 of reference (a). Each program shall begin with an introductory/course overview session and conclude with a closeout “Capstone Event.” The two programs are:
1. Senior Leadership Development Program (SLDP): 27 (non-consecutive) days of classroom-based training to meet civilian leadership development requirements for government civilians in the equivalent grades of GS-13 through GS-15.
2. Mid-Level Leadership Development Program (MLDP): 24 (non-consecutive) days of classroom-based training to meet civilian leadership development requirements for government civilians in the equivalent grades of GS-10 through GS-12.
3. GENERAL PROGRAM INFORMATION:
1. The resultant Indefinite Delivery, Indefinite Quantity (IDIQ) contract will consist of the following five-year base ordering period and will contain FAR 52.217-8 – Option to Extend Services to allow for a six-month extension of the ordering period if circumstances necessitate the exercise of this option. The ordering periods are as follows:
Base Ordering Period 1 August 2027 – 31 July 2032 FAR 52.217-8 Option Ordering Period 1 August 2032 – 31 January 2033
NOTE: The performance period of individual task orders will be established at the time of task order issuance.
2. The place of performance is within the Norfolk, VA metro area. Courses will be held within a 50-mile radius of Norfolk, VA. In the event that the government cannot conduct classroom training in a face-to-face, physical format (such as during a pandemic environment where the government has restricted physical gatherings, inclement weather, facilities issues, policy changes), the vendor shall conduct the courses in a virtual environment. The preferred platform will be Microsoft Teams. The usage of any alternative platform must be approved by the Government in advance to ensure it meets security and accessibility requirements.
3. The government will place orders so that no more than two programs are taking place concurrently. The most likely combination is one SLDP and one MLDP. No program will be ordered if there is insufficient student demand.
4. Provided an adequate number of students are identified, the government’s intention is to order both programs at the same time so that the programs run concurrently during the expected 9 – 12 months duration; with one course in each program being delivered in 3 to 5 week intervals
5. The inaugural order for each program shall allow the Contractor additional preparation time for the creation, review, revision and approval of the program curriculum.
5.1 Within 30 days of the effective date of the first order, the Contractor shall deliver the respective program syllabus to the Contracting Officer Representative (COR) for review and approval. The syllabus shall include a summary of each course topic, identification of learning objectives, linkage to DoD Framework Competency, and the length of each course (in hours). The Contractor should expect to receive comments from the COR and revise the syllabus based upon those comments.
5.2 Within 60 days of the effective date of the first order, the Contractor shall deliver the respective program curriculum, to include presentation material for each course and a proposed calendar with course convening dates, for review and approval. The Contractor should expect to receive comments from the COR and revise the curriculum based upon those comments.
5.3 Within 75 days of the effective date of the first order, the Contractor shall deliver the respective final program curriculum and course calendar for approval.
5.4 The first course of each program shall be held not later than 90 days from the effective date of the first order.
6. Programs ordered after inaugural orders shall commence within 45 days of the effective date of an order.
The Contractor shall provide a proposed calendar with course convening dates and syllabus (which includes a summary of each topic with learning objectives, linkage to DoD Framework Competency, and length of course (in hours)) within 15 days of the effective date of the order for review and approval and then expect to receive comments from the COR and revise the syllabus based upon those comments. The Contractor shall provide a complete final course calendar and syllabus within 25 days of the effective date of the order.
7. The COR will arrange for classroom spaces in a facility appropriate for classroom training, unless the government is in an environment where virtual training is required. If facility availability conflicts with the proposed course calendar, the COR and Contractor shall work cooperatively to devise an executable course schedule. Contractor will provide any needed classroom items, such as flip charts with paper, markers, and projector with remote.
8. Program size.
a. SLDP is limited to 20 participants.
b. MLDP is limited to 20 participants.
9. Courses shall start at 8:30 a.m. and end no later than 5:00 p.m. The length of each course shall fall between
1 and 3 days. No courses shall be held on weekends or on federal holidays.

The student material will be given to the students to keep at the conclusion of the course. In the case of unexpected virtual training, the Contractor will deliver digital material(s) to participants until printed materials can be delivered.
5. The Contractor shall use the government-provided End-of-Course feedback form to gather participant comments and suggestions. The End-of-Course survey will be attached to the solicitation and resultant contract. A summary of feedback, along with copies of the individual forms, shall be provided to the COR within 5 business days of each course completion with no less than 80% response rate from participants per course. The feedback forms will serve as a primary means for evaluating curriculum quality/relevance and Contractor performance. For each course, if less than 75% of participants rate their “overall satisfaction” as 4 or higher on the government provided end-of-course feedback form, the Contractor shall be responsible for making the necessary improvements to address issues brought forward by the critiques.
