About this file

This Statement of Work outlines requirements for asbestos containing material (ACM) abatement in three buildings at Sand Lake National Wildlife Refuge in Brown County, South Dakota. The work involves removing ACM from an Equipment Vehicle Storage building (containing window glazing in 9 windows), an Animal Biological Equipment Storage Building (containing transite/cement pipe), and a Fire Cache Building (containing floor tiles in bathroom and office) prior to building demolition.

The contractor must complete all work within 60 days after notice to proceed, with schedule extensions possible for adverse field conditions. Key requirements include compliance with specification 028233 for ACM removal/disposal, notification if ACM quantities differ by more than 10% from the survey, and final acceptance requiring certification of ACM removal, air monitoring clearance, and site inspection. Proposals must include project approach, company credentials/certifications for South Dakota ACM removal, waste disposal site certification, transport company certification, air monitoring specialist certification, and cost proposal. Evaluation factors (approach, resume, price) are weighted equally. The work is overseen by the US Fish and Wildlife Service, with Ann "Erin" Mercer serving as Project Engineer/COR and Shilo Comeau as the Refuge Manager point of contact.
