About this file
This is a Request for Information (RFI) from the Department of Labor's Mine Safety and Health Administration (MSHA) seeking information about suppliers who can provide Sterlitech Part #45335 silver membrane filters for X-ray diffraction analyses. The filters will be used by MSHA's Pittsburgh Safety and Health Technology Center (PSHTC) to analyze approximately 4,000+ mine dust samples annually for silica content as part of their enforcement of health standards at 10,000 metal/nonmetal mines.
The required filters must be 99.97% pure metallic silver with 25mm diameter, 0.45 micron pore size, uniform porosity/thickness, extra 30-minute annealing time, chemical inertness, high thermal stability, and indefinite shelf life when sealed. Responses are due by March 5, 2025 at 5:00 PM EDT and must include a one-page company cover letter with CAGE code and DUNS number, a five-page technical response addressing capabilities, and one page outlining relevant past government experience. Delivery is required within 61 days after order receipt to the PSHTC facility in Pittsburgh, PA. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing).

1. GENERAL INFORMATION: The U.S. Department of Labor, Mine Safety and Health Administration (MSHA) is responsible for enforcing health standards promulgated under the authority of Section 103 (a) of the Federal Mine Safety and Health Act of 1977. A national network of MSHA inspectors collects health samples at approximately 10,000 metal/nonmetal mines located in the United States and its territories to monitor miners’ exposures to hazardous contaminants. Silica samples are analyzed by validated using X-ray diffraction analytical methods and citations are issued to mine operators if exposure limits are exceeded. Approximately 4,000+ sample and quality assurance analyses are performed each year on MNM mine dust samples by the MSHA Technical Support Lab.
