About this file
This is a Determination that Only One Source is Reasonably Available memorandum documenting a justification for a non-competitive acquisition under FAR Part 12 for a simplified acquisition threshold procurement.
The acquisition is for Logistics Vehicle System Replacement (LVSR) contractor-provided maintenance training services for the 2d Marine Logistics Group at MCB Camp Lejeune, North Carolina. The Government seeks delivery of multiple comprehensive 9-day LVSR Cargo Maintenance courses over a 60-month ordering period from September 1, 2026 through August 31, 2031. The determination identifies Oshkosh Defense, LLC as the only responsible source capable of providing the required specialized training. The justification is based on restrictive rights, specifically that Oshkosh Defense holds proprietary design elements, intellectual property restrictions, and exclusive knowledge of the LVSR's complex hydraulic, electrical, suspension, and fuel systems, making the Original Equipment Manufacturer uniquely qualified as the sole source. The memorandum includes certifications from both technical and contracting officer personnel affirming the accuracy and completeness of the justification. Distribution of this controlled unclassified information document is limited to Department of War community personnel, including MCFCS and logistical branch personnel, procurement team members, and individuals designated by the Contracting Officer.
