About this file
This is a Statement of Work (SOW) for lodging and shuttle support services required by the William J. Perry Center for Hemispheric Defense Studies (WJPC) to support the Countering Hybrid Threats (CHTA) and Homeland Defense and Border Security (HDBS) courses scheduled for August 8-23, 2026.
WJPC seeks contractor support to provide lodging for approximately 120 individuals, comprising 1,520 funded room nights and 70 unfunded (self-pay) room nights distributed across the 16-day event period. The contract will be awarded as a firm-fixed price agreement. Required hotel amenities include comparable single rooms with workspace, desk, drawers, free high-speed internet, refrigerator, iron, microwave, and secure safe. The property must maintain strict cleanliness standards and provide a hot breakfast buffet included in room rates, with hotel management informed of dietary requirements. Dining facilities must include an in-hotel full-service restaurant and at least three full-service restaurants within 0.5 miles walking distance, considering cultural sensitivities for unescorted guests. The hotel location must be no further than five miles from Fort Lesley J. McNair and within 0.50 miles of a Metro station or provide shuttle service to Metro areas available evenings and weekends. The contractor must provide shuttle services to and from Ronald Reagan National Airport on arrival and departure dates, with third-party services permitted if included in the room rate. Additional requirements include ADA compliance, on-site laundry facilities, a public meeting area accommodating up to 10 participants, and specific restrictions excluding coverage for phone calls, pay-per-view, mini-bar, room service, and alcoholic beverages. WJPC will provide initial and detailed room lists 2 weeks and 2 days prior to arrival, respectively. Self-paying participants must reconfirm reservations five days prior to arrival or forfeit room holds unless WJPC accepts financial responsibility. The government will be charged for only one night if a participant fails to occupy a reserved room by 6:00 P.M., with remaining reservation days canceled without additional charges. Contact information: Contracting Officer at WHS Acquisition Directorate, (703) 545-3578; COR Maria Fernanda Martinez at the Defense Security Cooperation Agency; invoices submitted electronically via WAWF.

Background The William J. Perry Center for Hemispheric Defense Studies supports the efforts of the Department of War (DoW) and other U.S. federal agencies to assist Western Hemisphere nations in enhancing their security and strengthening their defense establishments. The foundation of the Center’s effort is its high-quality, relevant academic programs.
Building on that foundation, WJPC endeavors to foster open and informed dialogue within a community of Western Hemisphere decision-makers, influential individuals, and institutional partnerships that share a long-term commitment to addressing the fundamental defense and security challenges facing the Western Hemisphere and to develop a common understanding of the importance of those challenges to their respective national and regional interests.
