Justification Review Document – FAR Part 16 Exception to Fair Opportunity
This is a Justification Review Document for a sole-source contract award to Unicom Government, Inc. (CAGE: 09585) by the Army Contracting Command at Rock Island Arsenal on behalf of First Army headquarters. The requirement involves comprehensive renovation and replacement of Audiovisual (AV) and Video Teleconferencing (VTC) systems across five conference rooms (PCR Room, HCR Room, and Rooms 3026, 3044, and 3054) at the 1st Army Headquarters. The contract will be awarded on a firm-fixed-price basis with an estimated total cost that is redacted. Performance requires on-site installation completion within forty-five consecutive working days.
The key deliverables constitute a turnkey solution encompassing dual-domain secure VTC systems with complete electrical and data isolation between NIPR and SIPR networks; advanced video distribution including a 3x3 video wall, 4K displays, and AudioVisual-over-IP (AVoIP) solution; integrated control systems with custom-programmed touchscreen interfaces; upgraded audio and conferencing capabilities with new microphones, speakers, and DSPs integrated with existing functional components; and complete equipment, cabling, furniture for three rooms, project management, documentation, and training. The sole-source justification cites Unicom's incumbent status as the exclusive service and maintenance provider for all 18 conference rooms at headquarters, their specialized undocumented knowledge of existing infrastructure, and the unacceptable risk and delays that would result from introducing a competing vendor given the accelerated 45-day timeline. Market research was conducted via SAM.gov, contract vehicles (NASA SEWP, GSA MAS, ITES-4H), and an RFI posted on ITES-4H (4/29/2026–5/6/2026), with only Gov Connection, Inc. responding but deemed technically unacceptable. The AV equipment is over eight years past its Life Cycle Replacement date, and the document notes that competing vendors would create incompatibility issues with other facilities' systems.

5. Authority Cited: FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. Awarding the contract to any other source would result in substantial duplication of costs and unacceptable delays in fulfilling the agency's requirements.
6. Reason for Authority Cited: A sole-source award to Unicom is justified due to its unique position as the incumbent service provider for all 18 conference rooms at First Army headquarters.
Mitigation of Risk and Duplication of Costs: Unicom holds the exclusive service and maintenance contract for the entire existing AV/VTC infrastructure.
Introducing another vendor would create conflicting responsibilities, making it difficult to determine fault and leading to delays and increased costs for troubleshooting and resolution.
Unique and Highly Specialized Knowledge: Unicom’s technicians possess intimate, undocumented knowledge of the current infrastructure, including its specific architecture and limitations. A new vendor would need to reverse-engineer this setup, introducing a high risk of errors, system incompatibility, and project delays.
Maintaining Standardization and Interoperability: Awarding to Unicom ensures the new rooms are standardized with the other 13 rooms they service, guaranteeing seamless operation and a consistent user experience. A different vendor would introduce fragmented technology, making the environment more difficult to support and operate.
Unacceptable Delays: The Statement of Work requires completion within forty-five consecutive working days on-site. Unicom's familiarity with the facility and infrastructure allows them to meet this accelerated timeline. A new vendor would require significant additional time for discovery and coordination, creating an unacceptable risk to the project's success.
7. Actions to Increase Competition: It is not possible to compete for the current acquisition due to the reasons cited above. Future requirements for technology refreshments will be assessed for competitive opportunities as they arise, including the potential procurement of comprehensive technical data packages to support future full and open competition.
8. Market Research: Market research was conducted by reviewing government acquisition databases (SAM.gov), contract vehicles (NASA SEWP, GSA MAS, ITES- 4H), Posting a Request for Information (RFI) on ITES-4H and analyzing a Rough Order of Magnitude (ROM) quote from Unicom Government, Inc. Gov Connection, Inc.

was deemed technically unacceptable. The research confirmed that while the market for AV integration is robust, Unicom is the only vendor that can perform this specific work without introducing significant risk, cost, and delay due to their incumbent status and specialized knowledge of the existing, integrated systems at First Army headquarters.
9. Other Facts: The AV equipment in the five conference rooms is over eight years past its required Life Cycle Replacement (LCR) date, leading to degraded performance and a lack of compatibility with modern collaboration platforms. Recommended for a sole-source award, as other conference rooms throughout the facilities would lack compatibility with other systems in place therefore; competition is not feasible for this specific requirement.
