About this file

This is a Statement of Work (SOW) for conducting a comprehensive structural analysis of an existing communications tower located on Como Hill at Fort Hood. The primary objective is to evaluate the tower's structural capacity and integrity to safely support the installation and operation of three new 5G SpectrEdge Antenna systems. The analysis must ensure full compliance with all applicable engineering standards and building codes.

The SOW outlines the requirement for a detailed structural engineering assessment that will determine whether the existing tower can accommodate the additional weight and operational loads imposed by the new antenna systems. The work is being procured by the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood through a pre-solicitation phase, with solicitation number PANMCC-26-P-0000053781. The contractor will be responsible for delivering a complete structural analysis report that validates the tower's suitability for the 5G equipment installation or identifies any necessary reinforcements or modifications required to meet safety and code compliance requirements.

STATEMENT OF WORK (SOW)

FOR

STRUCTURAL ANALYSIS OF COMO HILL TOWER

Project: 4ID25006 – Structural Analysis for 5G SpectrEdge System Installation Location: Communications Tower, Como Hill, Fort Carson, CO (Coordinates: 38.726721, -104.778011)

1.0 Objective

To conduct a comprehensive structural analysis of the existing communications tower on Como Hill to determine its capacity to safely support the installation and operation of three (3) new 5G SpectrEdge Antenna systems. The analysis will ensure the tower's structural integrity and compliance with all relevant engineering standards and codes.

2.0 Scope of Work

The contractor shall perform the following tasks:

· 2.1 Documentation Review: Review any available existing drawings, previous structural analyses, and maintenance records for the tower.

· 2.2 Site Survey and Tower Mapping: Conduct a detailed on-site inspection to:

· Verify the tower's geometry, member sizes, and construction details.

· Document the make, model, and location of all existing antennas, mounts, cables, and other attachments.

· Assess the current physical condition of the tower, including any signs of corrosion, damage, or member degradation.

· 2.3 Proposed Loading Analysis: Perform a structural analysis based on the addition of the following equipment at an elevation between 75 and 100 feet:

· Three (3) 5G SpectrEdge Radios

· Three (3) L-COM Sector Antennas

· Associated mounting hardware, enclosures, and twelve (12) coaxial cables.

· 2.4 Code Compliance Check: The analysis shall be performed in accordance with the latest editions of the following standards:

· Telecommunications Industry Association (TIA-222) standard for antenna supporting structures.

· Unified Facilities Criteria (UFC) UFC 3-301-01 and UFC 1-200-01

· International Building Code (IBC) 2021/2024

· Applicable national and local building codes.

· Tower Structural Integrity ANSI/TIA-22-H

· References for material and loading codes; ASCE/SEI 7-22, ACI 318-19, and AISC 360-16

· 2.5 Reporting: Prepare and submit a formal structural analysis report in digital pdf format to gary.d.layton.mil@army.mil and caleb.c.hill6.mil@army.mil.

3.0 Deliverables

The primary deliverable for this project will be a detailed Structural Analysis Report provided in PDF format. The report shall include, at a minimum:

· An executive summary of the findings and a clear statement of whether the tower has sufficient capacity for the proposed new equipment.

· Detailed results of the structural analysis, including stress/usage ratios for all tower members.

· Documentation of all assumptions made during the analysis (e.g., wind speeds, ice loading, etc.).

· A summary of the existing and proposed equipment loading.

· Recommendations for any required structural modifications, reinforcements, or changes to the proposed installation plan if the tower is found to be overstressed.

· Photographs from the site survey.

4.0 Scheduling

The analysis and delivery of the final report shall be completed within 60 days of the notice to proceed.

5.0 Government-Furnished Information

The following information will be provided (within contracting packet), subject to availability:

· Existing "SOW for 5G SpectrEdge Installation Como Hill Tower.docx".

· Details on the SpectrEdge Radio and L-COM Antenna (weight, dimensions, and effective projected area).

· Access to the tower site for the physical survey.

· QASP

6.0 Acceptability

The Government has ten (10) business days to review the report. If changes are required, the contractor has five (5) business days to resubmit.

7.0 Exclusions

Contractor is responsible for the detailed structural analysis of Commo Hill Tower and not beholden to any other physical tower modifications or groundwork/improvements.
