About this file

This document is a Scope of Work for the Clock Tower Annex Boiler Chiller piping repair project. The project encompasses seven primary work tasks focused on modernizing and simplifying the facility's hydronic heating and cooling system infrastructure.

The work includes: (1) demolition and removal of the failed Changeover Pump 3, which has suffered catastrophic flange failure with active water leakage; (2) reconfiguration and simplification of the boiler room piping network to eliminate redundant valves, bypass lines, and obsolete piping specialties to reduce pressure drop and maintenance points; (3) removal of non-compliant triple duty valves and installation of new code-compliant individual check valves, shut-off valves, and balancing valves on all pump discharges in accordance with current Unified Facilities Criteria (UFC); (4) furnishing and installation of a new side-stream filtration system with dedicated isolation valves, bypass piping, and differential pressure monitoring gauges; (5) installation of new chilled water piping and high-efficiency insulation with vapor barriers in degraded or reconfigured areas; (6) demolition of all remaining pneumatic controls and furnishing, installation, and programming of a modern Direct Digital Control (DDC) system; and (7) removal and replacement of existing Variable Frequency Drives (VFDs) on the air handling unit with modern, energy-efficient units compatible with the new DDC system. The scope justifies each work element based on equipment obsolescence, code compliance requirements, operational risks, severe corrosion, and the need for system integration with facility monitoring and control infrastructure.

Scope of Work: Clock Tower Annex Boiler Chiller piping Repair

1.1 Changeover

Pump 3

Demolish and remove Changeover Pump 3 and redundant electrical connections.

1.2 Piping

Reconfiguration

Reconfigure and simplify the boiler room piping network. Demolish and remove all redundant valves, bypass lines, and piping specialties that are obsolete under the current system configuration to minimize pressure drop and future maintenance points.

1.3 Pump Discharge

Valves

Remove existing triple duty valves on all pumps. Install new, code-compliant individual check valves, shut-off valves, and balancing valves on pump discharges in strict accordance with current Unified Facilities Criteria (UFC).

1.4 Filtration System Furnish and install a new side-stream filtration system, including dedicated isolation valves, bypass piping, and differential pressure monitoring gauges.

1.5 Chilled Water

Piping

Install new chilled water piping and high-efficiency insulation with vapor barriers in all areas where existing piping/insulation has degraded or where piping is reconfigured.

1.6 Controls

Modernization

Demolish all remaining pneumatic controls. Furnish, install, and program a Direct Digital Control (DDC) system to optimize system response, reliability, and facility energy management.

1.7 VFD

Replacement

Remove and replace existing Variable Frequency Drives (VFDs) on Air handling unit. Furnish and install modern, energy-efficient VFD units compatible with the new DDC system.

• Changeover Pump 3 Elimination: Changeover Pump 3 has suffered a catastrophic flange failure resulting in active water leakage. Advanced localized corrosion and rust oxidation make structural repairs unfeasible. Because historical system modifications have rendered this pump entirely redundant, total removal is the most cost-effective course of action.

• Piping Simplification & Valve Replacement: Failed external insulation over several years has allowed moisture intrusion, leading to severe external corrosion of critical check and shut-off valves. These components can no longer be relied upon for isolation during maintenance, posing an operational risk. Reconfiguring the piping layout will eliminate dead-legs, reduce system friction losses, and restore positive isolation capabilities.

• UFC Code Compliance: Triple duty valves are no longer permitted on hydronic pump discharges under current Unified Facilities Criteria (UFC) design standards.

Replacing them with separate, dedicated control and isolation specialties brings the facility into immediate regulatory compliance.

• Controls Obsolescence: The existing pneumatic control system represents some of the last legacy pneumatic infrastructure in the facility. Due to extreme equipment age and the severe scarcity of replacement parts, transitioning to a modern DDC platform is required to ensure reliable, precise thermal environmental control and integration into the utility monitoring and control system (UMCS).

• VFD Modernization: The existing legacy Variable Frequency Drives (VFDs) have reached the end of their useful service life and lack the modern communication protocols (such as BACnet) required to natively interface with the new Direct Digital Control (DDC) platform. Replacing them ensures reliable pump speed modulation, maximizes energy efficiency, and allows the new DDC system to monitor drive diagnostics and power consumption.
