PERFORMANCE WORK STATEMENT (PWS)

STALL MAINTENANCE SERVICES

UNITED STATES PARK POLICE HORSE MOUNTED PATROL

PART 1

GENERAL INFORMATION

1. GENERAL: This is a non-personnel services contract to provide stall maintenance services for horse stables belonging to the United States Park Police (USPP) Horse Mounted Patrol Unit (HMP) in the geographic area of Washington, DC. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and any other items and non-personal services necessary to perform stall maintenance services as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The USPP is interested in the purchase of the necessary services to perform stall maintenance and horse stable cleaning for its HMP stables located in the Washington, DC metropolitan area. The USPP is one of the oldest uniformed federal law enforcement agencies in the United States. It functions as a full-service law enforcement agency with responsibilities and jurisdiction in National Park Service areas primarily located in the Washington, D.C., San Francisco, and New York City and certain other government lands. In addition to performing the normal crime prevention, investigation, and apprehension functions of an urban police force, the USPP is also responsible for policing many of the famous monuments in the United States and shares law enforcement jurisdiction in all lands administered by the National Park Service (NPS) with a force of National Park Rangers. The USPP HMP is one of the oldest established police equestrian units in the United States. Horse mounted patrols are assigned to Federal parks in Washington, DC, New York City, and San Francisco. These nationally acclaimed officers and mounts are highly respected for crowd management techniques. They also function to maintain order during major demonstrations and special events and have been transported to other sites in the NPS system to control demonstrations. The USPP is a component of the NPS which is a bureau of the US Department of the Interior.

1.3 Objectives: The contractor shall provide stall maintenance and cleaning services for horse stables belonging to the USPP HMP in the geographic area of Washington, DC.

1.4 Scope: The contractor shall provide stall maintenance and cleaning services seven days per week, including Federal holidays, at two (2) USPP HMP stables. When the new USPP Horse Stable and Education Center on the National Mall is fully constructed and horses are moved into this new facility, the contractor will be providing services seven days per week at a total of three (3) USPP HMP stables. Stall maintenance and cleaning services includes, but is not limited to, feeding and watering horses, cleaning box stalls, aisles, paddocks, and turnout areas.

1.5 Period of Performance: The period of performance shall be for 3 months and one option to extend services IAW FAR 52.217-8. The Period of Performance reads as follows:

23 March 2023 to 22 June 2023

Option to Extend Services IAW FAR 52.217-8: 23 June to 23 November 2023

The Government reserves the right to exercise any of the options, as the prices stated in the pricing schedule. IAW FAR 17.205(a), the Government shall give the Contractor written notice of its intent to exercise options as least sixty (10) days before the contract expires.

IAW FAR 17.206(a), prices for options will be included in the price schedule. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

1.6 General Information

1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.

1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.3 Recognized Holidays: Service shall be provided seven (7) days a week, to include Federal holidays, except for when otherwise noted in the PWS and/or authorized by the COR.

1.6.4 Hours of Operation: The contractor is responsible for providing services at each of the operational HMP stable facilities between the hours of 0500 to 1100. Deviation from this schedule is only permitted with prior permission from the COR. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.5 Place of Performance: The work to be performed under this contract will be performed at USPP HMP stables located in the Washington, DC area. The USPP has five (5) HMP stables:

[Independence Avenue side of the Reflecting Pool between 17th Street (WWII Memorial) and 23rd Street (Lincoln Memorial).] *Note – anticipated use beginning around 1 July 2023. Exact opening date will be communicated with the Contractor.

4 – Fort Hunt Stable 8999 Fort Hunt Road, Alexandria, VA [Located in Fort Hunt Park off the George Washington Memorial Parkway.] *Note – currently not in use, and no anticipated use during the contract period.

5 – Rock Creek Stable 2500 Horse Stable Road NW, Washington, DC [Rock Creek Park at the intersection of Oregon Avenue and North Hampton Street NW.] *Note – currently not in use, and no anticipated use during the contract period.

1.6.6 Type of Contract: The government will award a Firm-Fixed Price contract.

1.6.7 Security Requirements: Contractor personnel performing work under this contract will be subject to a National Agency Check and a Local Agency Check at the start of work, and throughout the life of the contract.

1.6.7.1 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.7.2 Key Card Control: The government anticipates issuing key cards for gate access to the USPP Horse Stable and Education Center. Each contractor employee shall be responsible for safeguarding their individual key card. The contractor shall be responsible to implement a security plan to ensure accountability of all key cards issued to their employees and to ensure all departing employees return their individual key card to the government.

1.6.7.3 Lock Combinations: Not applicable.

1.6.8 Special Qualifications: The contractor must provide services in a variety of environmental conditions, including temperature extremes, weather conditions, insects, etc. The contractor must be able to follow oral and written directions and possess the knowledge and ability to use stall cleaning tools. The contractor‘s employees must be able to successfully communicate in English with USPP Staff. The contractor’s employees must be legal US residents with authorization to work. The USPP will IAW 1.6.7 perform a background check on each employee working under this contract.

1.6.9 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance.

At these meetings, the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.6.10 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance:

maintain written and oral communications with the contractor concerning technical aspects of the contract:

issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor contractor's performance and notifies both the Contracting Officer and contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.6.10.1 The Contracting Officer’s Representative (COR), Alternate COR, and/or his/her designated USPP point of contact (POC) will regularly inspect the quality of the stall cleaning services at all HMP stables.

The contractor shall correct any deficiencies on the spot, when possible, and in all cases, as promptly as practicable. As this contract requires stall cleaning services seven (7) days a week, to include Federal holidays, the contractor must be available seven (7) days a week. The contractor and/or the contractor’s principal representative must be able to be telephonically contacted seven (7) days a week between the hours of 0800 to 1600 in the event the contractor’s employee(s) failed to perform stall cleaning services at any stable, or for any significant deficiency in the work that was performed. The contractor and/or the contractor’s principal representative shall coordinate with the COR or his/her designee to resolve any missed stall cleaning services, or any other identified deficiency as agreed upon.

1.6.11 Key Personnel: The follow personnel are considered key personnel by the government: contractor’s principal representative and alternate principal representative. The contractor’s principal representative shall be able to speak English and make decisions for the company with respect to the work requested. The contractor shall provide a principal representative who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor shall be designated in writing to the contracting officer. The contractor shall provide the full name and resume of their principal representative and alternate within 10 days after award. The principal representative or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract.

The principal representative or alternate shall be available between 0800 to 1600 hours seven days a week.

1.6.12 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

1.6.13 Contractor Travel: The contractor is responsible for providing transportation for its employees to and from the USPP HMP stables. The USPP HMP stables are accessible by restricted federal highways but are a distance from public transportation routes. Drivers must be knowledgeable of the roadways and applicable restrictions. The contractor will have to be able to access the designated stables to perform the designated services.

1.6.14 Other Direct Costs: Not applicable.

1.6.15 Data Rights: Not applicable.

1.6.16 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications, or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.6.17 Phase In / Phase Out Period: Not applicable. The contractor must be able to fully perform all services at the start of the performance period.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1 DEFINITIONS:

2.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2 CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5 DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6 KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7 PRINCIPAL REPRESENTATIVE. The contractor’s principal representative or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operation of the contract and is responsible for the contractor’s work performance.

2.1.8 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.9 QUALITY ASSURANCE. The government procedures to verify that services being performed by the contractor are performed according to acceptable standards.

2.1.10 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.11 QUALITY CONTROL. All necessary measures taken by the contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.12 SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

2.1.13 WORK DAY. The number of hours per day the contractor provides services in accordance with the contract.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT,SERVICES AND INFORMATION

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1 Services: Not applicable.

3.2 Facilities: Not applicable.

3.3 Utilities: The Government will provide the necessary utilities, to include, but not limited to, water and electricity, for the contractor to perform its stall maintenance and cleaning services. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning equipment.

3.4 Equipment: The Government shall provide the exterior manure dumpsters that are associated with the contractor’s performance in this PWS.

3.5 Materials: The Government will provide the feed, hay, alfalfa, and sawdust that are associated with the contractor’s performance in this PWS.

3.6 Information: This information is provided to assist with planning and level of effort required to complete the tasks as outlined in the PWS. All information provided is an estimation and is not exact.

Stable Information:

Horses can be moved from stable to stable at any time. The Government will notify the Contractor of horse movement at least 1 day prior to the movement. The quantity of horses at each stable location is only an estimated and anticipated maximum quantity throughout the life of the contract.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 General: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and any other items and non-personal services necessary to perform stall maintenance services as defined in this PWS except for those items specified as government furnished property and services in Part 3 of this PWS.

4.2 Materials: Not Applicable.

4.3 Equipment: The contractor shall provide wheelbarrows, pitch forks, brooms, shovels, or other appropriate tools, and other incidental equipment items necessary to successfully perform this PWS.

PART 5

SPECIFIC TASKS

5. STALL MAINTENANCE AND CLEANING TASKS:

5.1 The contractor shall provide stall maintenance services for stables belonging to the USPP HMP in the geographic area of Washington, DC. The following table provides the number of box stalls in each stable:

5.1.1 Due to the dynamic nature of law enforcement, personnel changes, fluctuation of horse donations and retirements, HMP personnel training and horse training, the quantity of horses at each stable may change during the life of this contract. Each stable will not have all available stalls utilized at all times.

5.1.2 The contractor will be paid based on the number of stalls cleaned. An invoice will be prepared by the contractor and submitted to the COR. The invoice will include the stable location, date services rendered, and the number of stalls, paddocks, and turnout areas serviced. The COR will confirm the work completed on the invoice.

5.1.3 The contractor shall not clean stalls that are not occupied by a horse unless requested by the COR.

Therefore, the contractor shall not be compensated for empty stalls.

5.1.4 The size of a USPP stable box stall is approximately 100 square feet. For each stall to be cleaned, the contractor is responsible to perform the following tasks:

5.2 TASK 1: Initial Feed, Water, and Lead Horses to Turnout Area

5.2.1 The first designated person, either USPP staff or contractor, to arrive in the morning shall:

5.2.1.1 Dispense hay or soaked alfalfa to all horses as designated on their stall card.

5.2.1.2 Ensure that all horses have available water, either working automatic waterer or full water bucket.

5.2.1.3 A USPP Officer shall feed all horses the designated amount of grain and administer designated medication and/or nutritional additives if applicable. When a USPP officer is not available, the COR or their designee may contact the contractor for assistance with feeding the horses. Stall cards on each stall, as well as the board in each feed room, provides the information required to feed the horses.

5.2.2 After the horse has consumed feed, the contractor shall safely halter and lead the horse from the stall.

5.2.3 The contractor shall be observant of any signs of injuries or illness. The contractor shall be observant of any physical symptoms of illness such as: elevated respiratory rate; unusual discharge in the horse’s eyes, nose, and mouth; unusual bowel movements; dark-colored urine; abnormal colored gums;

unusual sweating; odd stance; or altered gait. The contractor shall be observant for any behavioral symptoms of illness such as: exhibiting dullness in response; signs of restlessness; or unusual eating patterns. Any injuries or illness shall immediately be reported to the COR or USPP staff assigned to the stable.

5.2.4 After leading the horse out of the stall, secure the horse in cross ties or release into the paddock or indoor turnout area dependent on what other stall maintenance services may be ongoing or IAW directions provided by USPP staff. Any horse placed in turnout shall have its halter removed. The contractor shall always lead a horse with the appropriate halter and lead rope. Horses shall not be in the stall while performing task 2.

5.3 TASK 2: Clean Box Stalls

5.3.1 Utilizing wheelbarrows, pitch forks, brooms, shovels, or other appropriate tools provided by the contractor; the contractor shall clean the stall by:

5.3.1.1 Check automatic waterer and/or water bucket for cleanliness. There should be no algae, mold, or foreign debris in the automatic waterer and/or water bucket. Clean if necessary. Test waterer to ensure it is working condition. Fill water bucket if necessary. Filling of water buckets shall be considered necessary if less than ¾ full.

5.3.1.2 Check feed bucket for cleanliness and consumption of feed. There should be no algae, mold, manure, or foreign debris other than feed in the feed bucket. Clean if necessary.

5.3.1.3 Check stall for damage and sites that pose a potential threat of injury to the horse. Report damage and potential injury sites to USPP staff prior to returning the horse to its stall.

5.3.1.4 Remove all manure, soiled and/or water saturated bedding and soiled hay from the stall. If the stall is equipped with rubber mats, the contractor shall ensure that there is no manure, bedding or other debris lodged under the mats and that the mats lay flat.

5.3.1.5 Dump soiled bedding/hay and manure in the exterior manure dumpster or other designated manure collection area. At the Edgewater Stable, the manure collection container is a top load dumpster. This requires the contractor to push the loaded wheelbarrow up an inclined ramp to empty.

5.3.1.6 Replace removed soiled bedding with an equal amount of Government provided clean/dry sawdust or wood shavings. The amount of sawdust or wood shavings in the stall will be stated on the stall card or IAW directions provided by USPP staff.

5.3.1.7 Sweep sawdust away from stall entrance to prevent bedding from blocking door and spilling into the aisle.

5.3.1.8 Maintain tools in a safe manner to prevent injury to USPP staff, contractors, and horses.

5.3.1.9 Return horse to stall, remove halter and secure door.

5.4 TASK 3: Aisle and Turnout Clean Up, Subsequent Feed and Water

5.4.1 Utilizing wheelbarrows, pitch forks, brooms, shovels, or other appropriate tools provided by the contractor; the contractor shall:

5.4.1.1 Sweep aisle, clean up any manure and/or bedding and dispose in the manure dumpster or other designated area.

5.4.1.2 Pick manure from paddocks and turnout areas.

5.4.1.3 Provide all horses with an additional 2-3 flakes of hay or soaked alfalfa as designated on their stall card (as needed) after stalls are cleaned.

5.4.1.4 Check, clean, and fill outdoor waterers. There should be no algae, mold, or foreign matter in the outdoor waterer. Provide hay or soaked alfalfa as designated on their stall card to horses remaining in turnout.

5.4.1.5 Fill feed bins with 50-pound bags of feed when feed bins are empty.

5.4.1.6 Store all tools in the designated storage area(s).

5.4.1.7 Remove cobwebs from the stable area of the barn (stalls, aisles, and storage areas) during the first week of every month.

5.5 ALTERNATE SCHEDULE DURING HMP OFFICER TRAINING

The USPP HMP staff at the Edgewater Stable is responsible for training all new HMP officers. The training is usually conducted every year for 10 weeks in late winter through early spring. During training, the students are responsible for conducting stable duty Monday through Friday on the long wing of the barn (approximately 18 stalls). During training, the contractor would not provide stable duty services for the long wing of Edgewater Stable on Monday through Friday. The contractor would still provide stable duty services on the short wing of the barn (approximately 7 stalls) and for the long wing on Saturday and Sunday. This only applies during training sessions and the contractor will be notified in advance of the training sessions by the COR.

6.1. The Contractor may be provided copies of memoranda applicable to the USPP HMP Stables published by the USPP HMP Commander.

PART 8

SPECIAL CONTRACT REQUIREMENTS

8.0 Performance Requirements Summary
