About this file

This document is a Statement of Work outlining requirements for a corrosion qualification test of an additively manufactured heat exchanger. The Naval Surface Warfare Center Carderock Division will provide a heat exchanger to be tested and is seeking a contractor to design and operate a test loop over a three-month period. The test loop must include separate hot and cold water circuits able to maintain temperatures of 190 degrees F and 70 degrees F respectively, with intermittent flow over 140 second periods. The contractor will perform internal inspections after each month of testing and submit monthly and final test reports. The test loop must be established by April 30, 2024 to complete testing by August 1, 2024. All work is to be performed at the contractor's facility. This supports the Department of the Navy solicitation for proof of concept corrosion qualification testing.

Performance Work Statement AM Heat Exchanger Corrosion Qualification

1.0 Introduction

In support of NAVSEA 05T, the Naval Surface Warfare Center Carderock Division (NSWCCD) is conducting a proof-of-concept corrosion qualification test on an additively manufactured heat exchanger. NSWCCD requests support for the following Statement of Work. This effort is in support of the NAVSEA 05T funded FY23 effort, “Mock Corrosion Qualification of an AM Component.”

2.0 Objective

Accomplish moderately heated flow loop design and setup to support a 3-month, intermittent flow test with separate hot (190℉) and cold (70℉) circuits that run in parallel through the provided heat exchanger.

3.0 Scope/Minimum Requirements

3.1 One flow loop test setup shall be constructed to support the current low temperature, low pressure testing. The requirements of each are as follows:

3.1.1 Low T, Low P Setup (Current Test)

3.1.1.1 Contractor shall accomplish flow loop setup IAW the welding and safety requirements of 4.1. 70Cu-30Ni piping shall be used wherever possible outside of the heat exchanger in the flow loop design.

3.1.1.2 One channel will be considered the hot side, and shall operate with ASTM D1141-19 artificial seawater maintained at 190℉. Flow must occur at 5 gallons per minute (GPM) on the hot side.

3.1.1.3 A second channel will be considered the cold side, and shall operate using tap water maintained at 50℉. Flow must occur at 20 GPM on the cold side.

3.2 A 3-month flow test shall be conducted on a government-provided heat exchanger (CDRL A001).

3.2.1 Testing shall consist of intermittent water flow: 140 seconds of flowing water followed by 2 minutes of no flow, repeating for roughly 3 months.

3.2.2 Testing shall utilize the test setup described in 3.1.1.

3.2.3 ASTM D1141-19 seawater and tap water must be replaced every month.

3.2.4 After each month of testing, the test may be halted for regular equipment maintenance and replacing water.

3.2.5 Internal video and photographic examination of the heat exchanger shall be conducted after each month of testing, and the data recorded for comparison to later time points.

3.3 Reporting of all test methods, results, and test timelines is required throughout the 3-month flow test, as described in CDRL A002. A final report shall be submitted to the Government in PDF format for review prior to confirmation that all work is complete.

3.4 Location of Work

3.4.1 All setup and testing shall be conducted at the contractor’s place of business.

3.5 Construction of the test setup described in 3.1.1 shall be completed by April 30, 2024 to enable completion of the 3-month heat exchanger test by August 1, 2024.

4.0 References

4.1 ASME Boiler and Pressure Vessel Code, Ed. 2021.

5.0 Government Furnished Material/Information

5.1 A heat exchanger measuring roughly 2’ in length will be provided, the design of which is proprietary and may not be shared with contacts outside of the contractor.

6.0 Funding

6.1 Funding is to be utilized to cover labor hours, equipment and maintenance costs, and operation costs associated with the execution of the deliverables described in section 3.0

6.2 Funding shall be fully expended by 9/30/2024

7.0 Deliverables

The contractor shall deliver the requirements specified in the Contract Data Requirements Lists (CDRLs), below.

7.1 CDRL A001 – Government Furnished Property Tracking report

7.2 CDRL A002- Contractor shall provide a monthly and final test report.

8.0 Schedule, Shipping and Delivery

8.1 NSWCCD will ship a heat exchanger measuring roughly 2’ in length, the design of which is proprietary and may not be shared with contracts outside of the contractor.

Upon completion of testing and internal inspection, the heat exchanger shall be returned to NSWCCD at the following address, at the contractor’s expense: The contractor shall arrange for shipment and delivery of the machine complete with equipment and accessories/features described above to NSWCCD, 9500 MacArthur Ave, Bldg. 60, Rm 172, West Bethesda, MD 20817.

9.0 Period/Place of Performance

9.1 Required period of performance: One year from contract award

9.2 Place of performance: The contractor shall provide and perform contract services at their facility.
