Sole Source Justification and Approval Document – FY26-026

This is a Justification Review Document for a sole source contract award under FAR Part 12.102, issued by the 414th Contracting Support Brigade in Vicenza, Italy. The procurement requests approval to award a noncompetitive, Firm-Fixed-Priced (FFP) definitive contract to Inveris Training Solutions, Inc. for specialized technical services related to the Deployable Range Package (DRP) at Caserma Ederle. The contract will provide two Inveris technicians onsite for five business days (Monday–Friday) to deliver maintenance and operation training, scenario writing instruction, and inspection/functionality testing of target lifting systems, including approximately 45 Stationary Infantry Targets, 5 Stationary Armored Targets, and 10 Control Units. The deliverable also includes an advanced maintenance course and a scenario writing course, with delivery required within 180 days of purchase order receipt and acceptance. The contract will be fully funded using Operations and Maintenance Army (OMA) funds.

The justification for sole source procurement cites 10 U.S.C. 3204(a)(1) under FAR 6.302-1(a)(ii), establishing that Inveris Training Solutions is the only responsible source capable of satisfying agency requirements. Inveris holds exclusive proprietary rights to the target lifting systems through its acquisition of Meggitt Training Systems, which previously acquired Caswell International, the original equipment manufacturer. No other vendor possesses the requisite proprietary access, spare parts, certified technical expertise, or factory certifications to perform the specialized diagnostic and training services without substantial cost duplication or unacceptable delays. Market research conducted on June 8, 2026, confirmed no competing entities with appropriate proprietary access or certifications exist. Pricing is locked to standard proprietary service labor rates established by the sole-source OEM, with an Independent Government Estimate (IGE) certified prior to formal proposal solicitation. The Contracting Officer approved the justification on September 1, 2026.

Control Number:

Sole Source Justification and Approval Under RFO FAR 12.102

1. Contracting Activity: 414th Contracting Support Brigade, Vicenza Italy.

2. Description of Action: Request approval to award a new noncompetitive Firm-Fixed-Priced (FFP) definitive contract to Inveris Training Solutions, Inc. for a one-time service. The contract will be fully funded using appropriate Operations and Maintenance Army (OMA) funds.

3. Background: This is a specific technical inspection and training requirement for the target lifting systems within the deployable range package at Caserma Ederle. The range equipment requires specialized certified technical support to ensure user safety and standard operation.

4. Description of Supplies/Services: Provision of 2 Inveris Technicians onsite for 5 duty days (Monday–Friday) to provide maintenance and operation training, scenario writing instruction, and inspection / functionality testing of the deployable range package (DRP) at Caserma Ederle. The technicians will inspect systems (approximately 45 Stationary Infantry Targets, 5 Stationary Armored Targets, and 10 Control Units), perform basic functionality checks, and identify items requiring corrective action. The requirement includes providing an advanced maintenance course and a scenario writing course.

Delivery on all items is 180 days after receipt and acceptance of purchase order.

5. Authority Cited: 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(ii). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

6. Reason for Authority Cited: The contractor possesses specialized expertise warding to a different source would result in substantial duplication of cost or unacceptable delays.

(A) Substantial duplication of costs to the Government that is not expected to be recovered through competition; Inveris Training Solutions is the sole source proprietor for repairs, parts, and expertise for the target lifting systems in use. No other vendor in the market can provide this service as they are the only entity that owns the lifter systems and parts, since it is a specific brand and not a universal part. Inveris acquired Meggitt Training Systems (which previously acquired Caswell International, the original equipment manufacturer), thus inheriting exclusive proprietary rights, spare parts
