Lockmaster, including the setting and removal of tainter gate bulkheads by the Government. The Contractor shall conduct its operations to not interfere with the functions of the Government personnel and the use of the lock by river traffic.

c. The Contractor will not be given priority over other waterway users for lockages. The Contractor shall adhere to normal queuing procedures as required unless otherwise permitted by the Lockmaster.

d. The Contractor shall be advised that no river based operations and/or gate work will be permitted under this contract during the time period of 1 December to 23 February due to cold temperatures and ice on the river. The Contractor shall remove floating plant from the immediate work site during this period (1 Dec to 23 Feb). The Government will remove bulkheads during this period. Any work started on any gate(s) prior to these dates shall be complete by 30 November such that all gates are fully operational during the period of 1 December to 23 February. The upstream emergency bulkheads may be utilized to control flow during the months outside of the previously identified restricted months of 1 December to 23 February. If the Tainter Gates are adequately supported and a work platform is used, construction could be completed during the winter months at the approval of the Government. Since there is only one set of upstream emergency bulkheads, only one gate bay shall be out of service at a time. Work on the monorail structures or tainter gate bulkheads during the aforementioned timeframe, that is not dependent on the use of a floating plant, will be considered by special request to the Contracting Officer for his approval.

e. Not more than one tainter gate shall be out of service for rehabilitation at any one time. At the request of the Contractor, the gate on the other side of the bulkheaded gate may be adjusted by the Government to the extent permissible for the flow conditions at the time in an attempt to minimize turbulence below the gate being rehabilitated. The Contractor shall be responsible for monitoring water currents within work areas to maintain worker and equipment safety and coordinate all requirements for possible adjacent gate closures with the Government. All requests by the Contractor, with respect to gate settings, will be coordinated with the Lockmaster.

The Lockmaster is responsible for maintaining safety and operability of the lock and dam and will only concur and direct gate change settings as determined safe by the Lockmaster.

f. All work required in this contract, including proper containment and disposal of debris, shall be accomplished in place at the Contractor's expense.

g. The Contractor shall design and detail a method to support the tainter gates during removal of structural components detailed on contract drawings. The support system shall be designed and stamped by a licensed Professional Engineer. The support system shall ensure the structural integrity and stability of the tainter gates and surrounding dam components during the duration of work. Damage to the tainter gates and surrounding dam components caused by the shoring method utilized shall be at the Contractor's expense. The tainter gate support method shall be submitted to the Government for approval prior to commencement of any work. The downstream bulkhead slots may be utilized by the Contractor to position a floating plant or barge during repairs. Damage to the downstream bulkhead slots and/or any

DOCUMENT 00 08 00 Page 8 surrounding dam components caused by using the slots during this contract shall be at the Contractor's expense.

h. In order to perform required work on tainter gates as specified in this contract, it will be necessary to close off flow to the gate bay. Emergency bulkheads for closing off the flow to the gates are stored in the storage yard at the west end of the dam. The Government will be responsible for transporting bulkheads from the storage yard, placement and movement of bulkheads. The Contractor shall schedule work within the following parameters:

1) The Government monorail bulkhead crane shall not be available to the Contractor for any type of use. The Government will utilize the monorail bulkhead crane for placing bulkheads.

2) The Contractor shall coordinate all requirements related to movement and placement of bulkheads with the Contracting Officer's Representative and the Lockmaster. The Contractor shall notify the Contracting Officer's Representative and Lock master a minimum of five (5) days prior to the need for movement of any bulkheads. The Government will not be available on weekends and Federal Holidays for bulkhead operations.

3) Prior to the removal of a tainter gate from service by placement of bulkheads, all materials and equipment needed to complete the required contract work on that gate shall be available on-site and ready for installation.

i. If Option 4 or Option 5: Repairing, Blasting and Painting of the Monorail Structure is awarded by the Government, this work shall not be completed until after the Tainter Gate Repairs and Painting has been complete. An in service monorail system will be needed to deploy bulkheads during the tainter gate repairs and painting.

j. If Option 6: Blasting and Painting of Upstream Bulkheads is awarded by the Government, this work shall not be completed until after the tainter gate repairs and painting has been complete. In service bulkheads will need to be deployed during the tainter gate repairs and painting.

k. All tainter gate movements and machinery equipment operations will be conducted by the Government for the Contractor. The Contractor shall schedule any required gate movement within the following parameters:

1) Gate operations will only be performed during the day shift, 0800 to 1600 hours, Monday thru Friday, excluding Government holidays.

2) The Contractor shall provide a minimum 24 hour advance notice to the Contracting Officer's Representative for all gate operations. Notice shall provided on a working day (working day = Monday thru Friday, excluding holidays).

3) Flow conditions permitting, prior to placement of bulkheads, the Government will flush water under the gate for a minimum of 4 hours.

4) The Contractor shall allow four hours for the Government to

DOCUMENT 00 08 00 Page 9 complete requested gate position changes.

5) The Government will operate for any purpose, including testing, only one gate at a time.

l. All work by the Contractor shall be done with a floating plant or on a fixed platform. Spuds shall not be lowered onto the apron/stilling basin or anywhere revetment exists. Spuds are not permitted within 300 ft. upstream and 300 ft. downstream of the dam.

The floating plant may be located upstream or downstream of the dam but must be tied off at a Government approved location or held in place by a tow. The Contractor may perform work from a floating plant located upstream of the bulkheads with some additional restrictions.

The minimum distance between the edge of floating plant and bulkheads shall be 3'. The Contractor shall not tie off to the bulkheads in any way. The Government will restrict floating plant use upstream of bulkheads during high flow stages. During the repairs of one Tainter Gate, the adjacent gate bay flow has historically caused turbulent flows downstream of the dam causing movement to the floating plant or barge. The Contractor should anticipate long delays due to unsafe and/or difficult working conditions when flow conditions induce excessive movement to a floating plant or barge if utilized during this contract. The Lockmaster has the authority to determine what flows the Contractor is able to safely operate the floating plant.

Additionally, the floating plant shall be powered by a vessel with no less than 1100 horsepower in order to safely maneuver the floating plant upstream of the dam.

m. The Contractor shall monitor fluctuations of tailwater elevation and make tie off adjustments such that the floating plant shall not damage the piers. Adequate protection between the barge and pier shall be provided by the Contractor at all times to prevent damage to the pier concrete surfaces. The Contractor shall be required to have a safety boat in accordance with Corps of Engineers safety requirements. At all times when work is not in progress, the Contractor shall be required to have a 24 hour telephone number where the Government may reach a representative of the Contractor to notify of any problems with the floating plant. The representative must be available to be on site to attend to work barge(s) within 60 minutes of a phone call from the Government 24 hours a day, 7 days a week.

The Contractor shall post and keep current telephone numbers for emergency action. The Contractor shall submit the contingency plans for addressing headwater and/or tailwater fluctuations to the Contracting Officer for approval at least 7 days before mobilization.

n. The Contractor shall keep the top of the dam clear of debris and equipment at all times during the tainter gate work and the Contractor shall not restrict the movement of the traveling monorail crane along the length of the entire dam and shall maintain monorail walkway access (both on the upstream and downstream monorail) along the entire length of the dam for daily dam gate setting operations, unless noted otherwise. During Contractor work on the monorail bridge deck, all equipment placement and operations on the deck should be minimized and shall be coordinated with the Lockmaster.

o. The Contractor shall protect the existing piezometers on the dam piers from damage. Repair to any damage to existing piezometers shall be responsibility of the Contractor.

DOCUMENT 00 08 00 Page 10

p. The Contractor will not be allowed access to the lock and dam control station other than for coordination purposes.

q. The Contractor shall furnish all electrical power or other required utilities required for construction activities. No temporary hookups to existing lock facilities will be allowed unless stated otherwise in this specification. The Contractor will be responsible to provide a source of emergency backup power for the Contractor's operations to ensure critical operations can continue in the event of an electrical power disruption.

r. At least 30 days prior to mobilization, the Contractor shall submit the plan for storage of materials and equipment at the site to the Contracting Officer for approval.

s. Construction limits will extend as shown on the drawings.

Contractor personnel may cross the navigation lock upper and/or lower miter gate when the gates are closed to gain access to the construction limits. Only hand carried equipment shall be brought across the miter gates and the dam by Contractor personnel. The Contractor shall be provided one keycard to open the front gate, to be used by the QC Superintendent during working hours. The keycard can be checked out from Lock personnel at the start of the work week and checked in at the end of the work week. The QC Superintendent shall be the sole person allowed the keycard and shall be responsible for contractor personnel access through the gate during working hours. If the Contractor works multiple shifts, the Government will allow a different, similar method for keeping the keycard.

t. The Contractor's employees will be required to park personal vehicles at a designated Contractor Parking Area shown on contract drawings.

u. Potable water and portable toilet facilities for Contractor use shall be provided by the Contractor.

v. Size restriction of floating plant moored at Contractor staging area shall be a maximum combined width of seventy (70) feet.

w. If river levels are forecasted such that the bulkheads may be overtopped by pool during allowable work periods, the Contractor shall remove all floating plant from dam piers, both in the pool and the tailwater, and moor plant off site or to the back side of the Downstream Floating Guidewall for the duration of the high water event.

x. Utilities not shown or identified in the plans or specifications may be encountered by the Contractor during construction activities.

If encountered, the Contractor shall submit plan to relocate and restore utilities as required for approval by the Contracting Officer's Representative.

y. Security fencing and hand railing may be removed in work areas during construction as long as safety and security is maintained and replacement made to its original location and condition, including an approved method and type of touch up painting as necessary.

Contractor proposals for modifying fencing and handrails shall meet requirements in EM 385-1-1 and be submitted for approval.

DOCUMENT 00 08 00 Page 11

The Contractor's methods for disposal of sanitary sewage, and bilge water accumulated aboard floating plant, shall meet applicable local, state, and federal requirements.

aa. All elevations and dimensions shall be verified in the field before work begins. The Contractor is responsible for confirming all dimensions prior to shop drawing preparation and material fabrication.

bb. Various structures identified for work activities contain lead based paint. For structures that are to be painted, all spent abrasive blast material and removed paint shall be contained and disposed of properly. See specification sections for lead based paint removal, containment, and disposal requirements.

cc. Materials which are not salvaged by the Government shall be disposed of in accordance with contract specifications.

dd. The Contractor is advised that the upstream bulkheads may not completely seal while holding back pool. The leakage is variable with water height and seal condition. Due to potential leakage from the bulkheads, the Contractor may find it necessary to install measures in order to facilitate work behind the bulkheads in the gate bays to prevent leakage. Measures to prevent leakage shall be performed at no expense to the Government and shall be submitted for approval by the Contracting Officer's Representative.

ee. The Contractor shall provide measures to protect all new and existing operating machinery and electrical components adjacent to the work areas from contamination by surface preparation, abrasive blast debris, power spraying, weld splatter, concrete splatter, paint overspray, dust or other related debris during performance of the work. Items to be protected include, but are not limited to, tainter gate hoists and appurtenant equipment including electrical panels.

The Contractor shall be responsible for any repairs resulting from damage to all new and existing operating machinery and electrical components. If contamination occurs, the Contractor shall adjust the protection to eliminate contamination at other areas as work progresses.

ff. Gate settings on limit switches shall be recorded on each gate immediately prior to commencement of work on that gate. After work is complete on a gate, the limit switches on that gate shall be reset by the Contractor. The limit switch settings shall be verified by the Contracting Officer's Representative and the Lockmaster prior to initially removing the gate from service and prior to bulkhead removal for that gate.

gg. Any metallic surfaces of the dam which receive overspray from the painting operations shall be repainted with the appropriate paint system as directed by the Contracting Officer at no additional cost to the Government. The Contractor shall protect the concrete surfaces on the dam piers from overspray. If any overspray reaches concrete
