About this file

This is a Justification Review Document for a FAR Part 6 Justification and Approval for Other than Full and Open Competition (Control Number FY26-006).

The document justifies a $5 million ceiling increase to the Mission-Critical Infrastructure Construction Multiple Award Task Order Contract (MATOC) for the Darby Military Community (DMC) at U.S. Army Garrison (USAG) Italy, with a revised total ceiling of $20 million. The current MATOC, awarded in March 2024 to four contractors (Battistella S.P.A., Eiffage Infraestructuras SAU, Impresa Costruzioni Filippi Renzo e Figl, and PORR Government Services Italy SRL), covers a five-year ordering period from March 4, 2024 to March 3, 2029. The MATOC supports Design-Bid-Build and Design-Bid-Build Bid services for maintenance, repair, and construction work at DMC, including facility repairs, infrastructure improvements, HVAC systems, electrical work, and utilities. To date, approximately 70% of the original $15 million ceiling has been expended through 29 task orders, leaving $4.49 million remaining. The Government justifies the increase under 10 U.S.C. § 3204(a)(2) citing unusual and compelling urgency for mission-critical repairs to failing structures and utilities. Priority projects include roof repairs to Controlled Humidity warehouses, infrastructure repairs (Overhead Aluminum Composite Panel structures and circuit breakers), HVAC system installation, and deonstruction/reconstruction of three critical buildings. Competition continues at the task order level among the four MATOC contractors using lowest-price selection. The contracting activity is the 414th Contracting Support Brigade, Regional Contracting Office (RCO), Vicenza, Italy, for USAG Italy Department of Public Works.
