About this file

This document is a Sole Source / Brand Name Only Justification for the procurement of a Vaisala TSS928 Lightning Detection System for the Blue Grass Army Depot (BGAD).

The justification outlines that the Vaisala TSS928 is the only lightning sensor compatible with the existing Vaisala lightning detection system at the Anniston Army Depot. The new sensor will provide enhanced early warning capabilities and integrate with the existing system to monitor atmospheric conditions around an ammunition storage area. The estimated cost of $63,450 for the Vaisala TSS928 system, including training and maintenance, is determined to be fair and reasonable. BGAD intends to issue a small business total set-aside solicitation for the brand name only Vaisala lightning sensor, with a proposal due date of September 4, 2024 and an anticipated award on September 15, 2024. The delivery location is the Anniston Army Depot.

Text7: Purchase, installation of a LIGHTNING DETECTION SYSTEM for early warning notifications of encroaching severe weather in an ammunition storage area. The estimated cost of the system is $63,450, to include training, technical support and maintenance.
Text 9:
Text 10: The Vaisala TSS928 Lightning Sensor has the capability and compatible software to enable our site the ability to detect encroaching weather systems to provide early warning to personnel. The system will enable our operations center the ability to monitor and report lightning detection from 0-30 miles in range, and multiple lightning types, while integrating with existing automation currently in use. The Vaisala TSS928 Lightning Sensor is the only lightning sensor that will integrate with the existing Vaisala Lightning Detection System currently installed at Anniston Army Depot Emergency Operations Center. This integration with existing equipment and software will allow increase early warning detection across multiple operations and multiple organizations. The redundancy of two capable systems owned and operated by different organizations will provide overlapping safety monitoring of atmospheric conditions, while this system will be more precise in pin pointing significant storms encroaching the ammunition area. Replacing all equipment with another brand would not be financially viable.
Text 11: As stated above for compatibility reasons the new Lightning Sensor will need to be a Vaisala TSS928, replacing the existing sensor in addition to this new sensor is estimated to cost over $100,000. $63,450 estimate for the Vaisala TSS928 is the best overall cost to the government.
Text 12: The cost of the Vaisala TSS928 is in line with cost of Lightning Sensor of similar quality and performance.
