About this file
This document is a Scope of Work (SOW) for a riprap supply contract issued by the U.S. Army Corps of Engineers Rock Island District. The contract requires the delivery of 25,000 tons of general-purpose riprap, with options for an additional 35,000 tons, to be loaded onto USACE barges between River Miles 432-454 of the Upper Mississippi River (roughly between Muscatine, Iowa and New Boston, Illinois). The base contract specifies a minimum delivery rate of 1,500 tons per 10-hour workday, following an 11-3 work schedule (11 days on, 3 days off), with a delivery start date no later than May 5, 2025, and completion within 8 weeks of the first delivery.
The SOW includes detailed specifications for the riprap, including gradation requirements, stone quality criteria, and loading instructions. The contractor must ensure rock is uniformly distributed on barges, with loads between 400-700 tons per barge, and must use methods that prevent rock from falling more than four feet onto the barge deck. Barge specifications are 35 feet wide by 150 feet long, with varying draft depths. The document outlines extensive security requirements, including background checks, E-verify compliance, and identification badge protocols for all contractor and subcontractor personnel. The government reserves the right to exercise additional quantity options up to 15 September 2025, with each option requiring a delivery start date within two weeks of exercise.

Attachment A (ILDOT RR-5 Coarse Alternative Riprap Gradation Curve & Tally Chart)
3. Scope of Work
a. Specifications: A total of 25,000 tons of general-purpose riprap, in accordance with paragraph k, shall be delivered according to the Scope of Work. The Contractor shall ensure riprap is delivered as follows:
b. Minimum rate of delivery – 1,500 tons per 10 hour workday (7:00 a.m. to 5:30 p.m.); working an 11-3 work schedule (11 days on – 3 days off, Monday through following Thursday).
Base: 25,000 tons of general-purpose riprap.
Option – 1: 15,000 tons general purpose riprap. The Government reserves the right to exercise Option-1 no later than 15 September 2025. The delivery start date is to be NLT two (2) weeks after exercising Option-1.
Option – 2: 10,000 tons general purpose riprap. The Government reserves the right to exercise Option-2 no later than 15 September 2025. The delivery start date is to be NLT two (2) weeks after exercising Option-2.
Option – 3: 5,000 tons general purpose riprap. The Government reserves the right to exercise Option- 3 no later than 15 September 2025. The delivery start date is to be NLT two (2) weeks after exercising Option-3.
Option – 4: 5,000 tons general purpose riprap. The Government reserves the right to exercise Option- 4 no later than 15 September 2025. The delivery start date is to be NLT two (2) weeks after exercising Option-4.
c. Transportation: All offerors must coordinate all required approvals and/or costs associated with necessary agreements, permits etc. required for transportation of rip rap from the quarry to the load sites, whether required by local city municipalities and/or privately owned businesses prior to submission of offer to USACE Rock Island District Contracting Office.
d. All offerors must be acquainted with proposed route from quarry to load site to include road conditions, hazards, and state and federal laws and permits regarding transportation of riprap to the load site.
e. Loading Locations: The loading of riprap shall take place between River Miles 432 - 454 of the Upper
Mississippi River. The Contractor shall provide the USACE Contracting Officer with the proposed loading site and method of loading of barges as a part of bid submission which will be reviewed prior to contract award. Proposed load site may be in Illinois or Iowa. Site must have adequate river depths which will allow access for USACE fleet and allow for safe mooring of government barges. At no time shall the load site selected by the contractor impede or otherwise interfere with the normal navigation of commercial barge traffic.
f. All costs incurred with the deliveries are at the contractor’s expense.
g. Barge Loading: Rock fill will be required to be placed on Government barges by a method that does not allow rock fill to fall greater than four feet onto the barge deck surface. This will minimize damage to Government barges due to rock fill impact. Regardless of the delivery method, rock fill must be uniformly distributed on Government barges to load at approximately 400-700 tons per barge load. Loaded barges must maintain a 2’ minimum walkway around the perimeter to allow deckhands to safely tie off lines on the deck. It will not be acceptable to simply dump rock fill directly on the barge surface without a method of full and even distribution. It is recommended that the Contractor utilize a long reach excavator or material handler to safety load and arrange rock onto barges.
Contractor will provide at least two (2) pieces of heavy equipment (ie. Bulldozers, wheel loaders, etc.) to serve as anchoring points for (1) USACE barge to be loaded at a time if mooring cells or davits are not available at load site. USACE towing vessels will bring and retrieve (1) barge at a time to/from loading site. Equipment should be fully operational and capable of adjusting the position of barges, as needed.
Contractor must provide the bank wires or lines to secure barges.
Specifications of the Government barges are 35 feet wide by 150 feet long. Average draft empty: 2 feet & average draft full: 6 to 7 feet. Load amounts of rock fill per barge may vary between 400 – 700 tons depending on the loading arrangement, placement site water depth, and/or ramp configuration.
The Contractor shall provide the USACE Contracting Officer with the method of securing and loading of barges as a part of bid submission which will be reviewed prior to contract award.
h. Delays: Delays by the Government to ensure a safe work environment may occur due to equipment maintenance, breakdowns, water levels, or any number of river or weather conditions that may arise during the course of deliveries. Additionally, the government may need to temporary halt the receiving of rock in order to conduct channel maintenance. In the event that a delay occurs, the Government Point of Contact (POC) will immediately notify the Contractor and the Contracting Officer (KO) of the cause and the anticipated duration of the delay. The KO will then negotiate an extension to the contract completion date once the delay has been resolved. The POC will notify the Contractor (within 24 hours) when deliveries can resume. Depending on the length of the delay, additional time (days) may be added to the duration of the contract.
i. Delivery start date: Delivery shall be available no later than 05-May-2025. Project start date may vary due to unforeseen delays mentioned above.
j. Delivery completion date: Based on contract award/start date and minimum Rate of Delivery = 1,500 tons/day, the entire Base quantity shall be delivered no later than eight (8) weeks after first delivery.
k. Work Schedule: Contractor will be required to deliver rock following an 11-3 work schedule. The 11-day work week will begin on a Monday where the contractor will begin placing rock onto USACE secured barges at the load site. This first Monday of the 11-day work week will be a travel day for USACE personal. USACE will then begin cycling loaded/unloaded barges the following Tuesday and through the remainder of the 10 working days. The Second Thursday of the work week USACE personal will shut down operations at noon and prepare to travel home for the weekend. One empty barge will be left at the load site for the contractor to load on the Thursday of shutdown.
l. Quality Control: The Contractor Quality Control and the Government POC will verify rock receipts and running totals daily. A once per week update of totals shall be provided by the Contractor to the Contracting Officer and POC, by close of business Wednesday of each week that deliveries are in progress.
m. Riprap Specifications:
