About this file
This Performance Work Statement (PWS) details calibration services for the U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Concrete and Materials Branch (CMB). The document specifies requirements for calibrating laboratory equipment across multiple testing areas including aggregates, soils, concrete, cement and pozzolans, and asphalt labs during April-June 2025. The calibration vendor must hold ISO 17025 certification, use NIST traceable standards, and provide documentation within 7 days of calibration, with specific requirements including 51 balance calibrations, mechanical shaker calibrations, compression break machine calibrations, and various other precision equipment verifications.
Key specifications include onsite calibration at the ERDC facility in Vicksburg, MS, with the contractor required to respond to quote requests within 24 hours and complete calibrations no later than 30 days after award. The calibration services are critical for maintaining AASHTO Resource accreditation across different laboratory testing disciplines, with the goal of ensuring accurate and repeatable testing results. The performance period is specifically set for April-June 2025, aligned with the expiration dates of current calibration cycles, and will involve calibrating equipment across all labs including Aggregate, Asphalt, Cement, Concrete, and Soils laboratories.

Performance Work Statement Calibration Services
BACKGROUND:
The U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Concrete and Materials Branch (CMB) is responsible for conducting materials characterization work that supports most of the branches in GSL as well as other labs in the ERDC. The CMB currently follows ASTM guidelines for concrete, aggregates, asphalt, soils, and cement and pozzolans testing. The equipment used requires regular calibration and verification to ensure that accurate, repeatable results can be obtained from required testing procedures. The CMB is also currently accredited by AASHTO Resource for testing in soils, concrete, cement and pozzolans, and aggregates, with a goal of accreditation for the asphalt lab in 2025. Current and maintained calibrations are a critical requirement to maintain these accreditations.
SPECIFICATIONS:
To maintain ASTM requirements and AASHTO Resource Accreditation, the next round of equipment calibrations will include the items listed below. Specifications for this work include the following:
• Vendor shall, at a minimum, hold certification for ISO 17025 and hold accreditations from the National Conference of Standards Laboratories (NCSL), the National Association for Proficiency Testing (NAPT) and the American Association for Laboratory Accreditation (A2LA). The vendor shall provide documentation of all the above-mentioned certifications and accreditations with their quote.
• Quote must include costs to perform all calibrations onsite at ERDC in Vicksburg, MS.
• NIST traceable calibrations standards shall be used for all calibrations. Vendor shall provide documentation that their current standards are calibrated and up-to-date and provide calibration documentation for review.
• Vendor shall provide technical documentation that indicates that they can provide calibration of construction materials testing lab equipment, including at a minimum, equipment in the testing areas of aggregates, soils, concrete, cement and pozzolans, and asphalt.
• ISO 17025 and AASHTO R18 compliant calibration documents shall be provided within 7 days of calibrations to the ERDC Technical POC by providing the requested documents via the vendor’s online database system. Calibration stickers to be applied to all equipment on day of calibration.
• Vendor shall provide calibration documentation that meets the minimum requirements for the following standards: the latest versions of ASTM C1077, D3666, D3740 and ISO 17025.
• The contractor is required to respond and submit a quote within 24 hours of receipt of a Request for Quote (RFQ) for any immediate need of the ERDC labs. A Performance Work Statement (description of immediate need of the labs) will be provided with the RFQ when a need arises.
The following is the list of equipment, and number of each type, that will be required to be calibrated during the upcoming quarterly cycle. The items listed below will change over time. However, the list provided below is required for the upcoming round of calibrations, to be performed during the period of April-June 2025.

PERFORMANCE LOCATION:
US Army Engineer Research and Development Center (ERDC) 3909 Halls Ferry Road Vicksburg, MS 39180
SECURITY REQUIREMENTS:
General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures --this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures
Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements.
