About this file

This is a Justification Review Document for a sole source procurement under FAR Part 13 simplified acquisition procedures. The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) seeks to award a Firm-Fixed-Price contract valued at $138,360.00 to Physical Security, LLC (CAGE: 4MAJ3 / UEI: N828XLEASQN9) for four Type W-1 full-size historic replication windows. These windows will be used by the Structural Mechanics Branch for force entry testing of the Pentagon Perimeter Window Project and must precisely replicate existing windows currently installed at the Pentagon, which were originally designed, fabricated, and installed by Physical Security, LLC.

The justification establishes that Physical Security is the sole manufacturer capable of meeting the government's requirement because it holds exclusive ownership of the original, proprietary W-1 window information, including technical drawings and installation protocols. Market research through internet searches, industry sources, and DoD personnel experience confirmed no alternative vendors exist. A Notice of Intent to Sole Source (W912HZ26N8047) was published on SAM.gov on February 3, 2026, with a closing date of February 10, 2026, and received no responses from interested vendors. The document notes that failure to use windows manufactured exclusively by Physical Security would compromise research validity and potentially result in mission failure by ERDC. The procurement is classified as a small business set-aside under NAICS code 332321 (Metal Window and Door Manufacturing), with no subcontracting opportunities identified. The Contracting Officer certified the anticipated price as fair and reasonable, with approval granted on February 19, 2026.

FAR Part 13 Justification and Approval for Other than Full and Open Competition

1. Requiring Activity: The U.S. Army Corps of Engineers (USACE) Engineer Research and

Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) located at 3909 Halls

Ferry Road, Vicksburg, Mississippi 39180-6199

2. Contracting Activity: The USACE ERDC Contracting Office located at 3909 Halls Ferry

Road, Vicksburg, Mississippi 39180-6199

3. Description of Action: This document constitutes as justification and approval for other than full and open competition. The action is for the ERDC to award a new Firm-Fixed-Price contract on a sole source basis to Physical Security, LLC (CAGE: 4MAJ3 / UEI: N828XLEASQN9), herein referred to as Physical Security, for four (4) Type W-1 full size historic replication windows. The estimated total value is $138,360.00. This justification seeks approval on a sole source basis pursuant to procedures at Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i).

4. Description of Supplies/Services: The Structural Mechanics Branch (SMB) of the

Geotechnical and Structures Laboratory (GSL) of the US Army Engineer Research and

Development Center (ERDC) has a requirement to procure four (4) each type W-1 full size historic replication windows. The W-1 Type historic windows will be replicated to match existing windows installed at the Pentagon. The original windows were designed, fabricated, and installed by Physical

Security, LLC at the Pentagon. Reference the Description of Requirements for a full list of requirements.

5. Authority Cited: Title 41 U.S.C. 1901, as implemented by FAR 13.106-1(b)(1)(i), Soliciting from a Single Source

6. Reason for Authority Cited: The ERDC has a need to purchase four (4) Type W-1 full size historic replication windows manufactured exclusively by Physical Security.

a. Background: The GSL SMB is conducting force entry testing for the Pentagon Perimeter

Window Project. The project requires the testing of accurately replicated historic window types currently installed at the Pentagon. SMB will conduct this testing at ERDC. Physical Security is the sole provider of the required W-1 windows.

b. Alternatives: There are no known alternatives that can meet the governments requirement.

The Pentagon Engineering and Architecture Division has requested that ERDC forced entry test the type W-1 full-sized windows representative of those fielded in DoD maintained structures. Failure in windows is reliant upon inherent flaws that result from things other than properties of the glass and interlayers. The manufacturing process is critical to the performance of the window. Flaws that arise during manufacturing control failure. Therefore, while other vendors may be able to manufacture windows with similar materials and properties, their process and materials may differ slightly. In addition, the quality control may not be the same as that of Physical Security, LLC, causing skewed and incorrect research results.

February 2026

c. Impact if not approved: The results of the testing (forced entry performance) utilizing other manufacturer’s windows may be deemed invalid and skew research results, as an alternative window may not be a sufficient representative of the existing windows in Department of War

(DoW) maintained structures. Failure to utilize W-1 windows manufactured exclusively by

Physical Security would result in mission failure by the ERDC and a potential loss of life for DOW employees involved in any future attacks on the Pentagon.

7. Efforts to Obtain Competition: In accordance with FAR 5.201(b)(1)(i) and 5.207(c)(15), Notice of Intent W912HZ26N8047 to award this requirement on a single source basis to Physical

Security was posted to the government-wide point of entry (GPE) at www.sam.gov on 3 February

2026 under North American Industrial Classification System Code (NAICS) code 332321, Metal

Window and Door Manufacturing, with a size standard of 750 employees. All interested, responsible sources were informed that they could submit a capability statement demonstrating their ability to provide the requirement for consideration by the ERDC. No vendors responded to this notice with their qualification’s statements. To date, no other sources have written to express interest in the acquisition.

a. Effective competition: Due to the stringent requirement that the Type W-1 windows perfectly replicate those currently installed at the Pentagon, Physical Security is the only vendor capable of manufacturing the required windows. Physical Security is the sole owner of the original, proprietary W-1 window information, including drawings and installation protocols.

Additionally, the required windows are not available from mandatory sources. Therefore, this requirement is not available for competition.

b. Subcontracting competition: Physical Security is a small business under NAICS code

332321, Metal Window and Door Manufacturing. Physical Security is the sole manufacturer of the proprietary W-1 windows. Therefore; subcontracting opportunities do not exist for this requirement, and this will be documented in the contracting file.

8. Actions to Increase Competition: This action is not available for competition due to the fact that Physical Security is the only source for this requirement. Should a vendor become available that is capable of meeting the governments requirement, all costs and technical aspects will be considered in order to increase competition in the future.

9. Market Research: Market research was performed principally through the use of internet searches, review of sources in industry, and experience of GSL and DoD personnel in researching these types of products in prior research efforts. Below is a list of resources used:
