About this file

This is a Justification Review Document for a sole-source procurement under FAR Part 6 authority.

The U.S. Army Civilian Human Resources Agency (CHRA) seeks to award a non-competitive, Firm-Fixed-Price task order valued at $488,000 to Appian Corporation under the existing Army Appian Enterprise Contract (EC). The requirement is for brand-name Appian software subscriptions and related services to sustain operational readiness of the CHRA IT Audit Tool, which is built entirely on the proprietary Appian low-code platform and operates within the Appian Defense Cloud at DoD Impact Level 5 (IL5). The procurement includes software subscription licensing for the Appian Defense Cloud, cloud infrastructure for the Civilian Human Resources Agency (PROD), initial upgraded base production and non-production cloud instances, storage upgrades, and signature success plan services. The task order will be fully funded using FY2026 Operations and Maintenance Army funds, with contract administration under U.S. Army Contracting Command – Rock Island.

The justification establishes that Appian Corporation is the sole responsible source capable of satisfying agency requirements, as the CHRA system is natively built on Appian's proprietary platform with deeply integrated workflows, custom data objects, automated audit trails, and business logic directly tied to civilian personnel records. Appian is the exclusive intellectual property holder and system architect with sole authorization to issue, maintain, and update licenses within the IL5 ADC environment. The Army conducted comprehensive market research from August 2025 through August 2026 and published a Sources Sought Notice to SAM.gov explicitly inviting alternative platform providers and authorized resellers to submit capability statements. The empirical data confirmed that no alternative commercial audit software platform can meet CHRA's technical, security, and interoperability baselines without substantial cost duplication and unacceptable schedule delays. The document notes that the Army has already invested significant resources in development, licensing, implementation, and ongoing support across commands, with direct OEM pricing providing substantial taxpayer savings compared to alternative procurement approaches.

Reviews: I have reviewed this justification and find it adequate to support other than full and open competition.

Program Manager/Program Executive Officer:

has required over from Army personnel, contractors, and consultants for development, deployment, and ongoing support.

These savings are realized through the elimination of pass-through costs and the leveraging of Appian’s direct Original Equipment Manufacturer (OEM) pricing structure, tiered discounts, and representing a substantial and efficient use of taxpayer dollars c.

7. Efforts to Obtain Competition: The Army Appian EC is a single-award IDIQ directly with the OEM, established through prior competitive procedures to secure maximum enterprise discounts. The Government will continue to conduct market research during the lifecycle of this Task Order. Prior to future follow-on requirements, CHRA and Army IT leadership will evaluate alternative commercial platforms to determine if other software solutions have achieved the requisite DoD Impact Level 5 (IL5) security authorizations and Army data fabric interoperability at a competitive total life-cycle cost.

a. Effective competition: Because this action is for proprietary brand-name software subscriptions, r In accordance with the newly updated Enterprise Contract policy, the Government actively tested the commercial market by posting a Sources Sought Notice / Request for Information (RFI) to SAM.gov

This public notice explicitly stated the Government's intent to sole-source this requirement under FAR Part 6 and invited alternative platform providers and authorized resellers to submit capability statements. The empirical data collected from this notice verified that no alternative commercial software platform can meet the Government's technical, security, and interoperability baselines without causing a substantial duplication of cost and unacceptable schedule delays. Accordingly, Appian Corporation remains the only source capable of satisfying this requirement, and competition is restricted to the pre-negotiated terms of the basic Appian Enterprise Agreement.
