About this file
This document is an Attachment 3 Minimum Essential Characteristics (MEC) specification for a Battlefield Wound Infection Prevention and Treatment (BWI P&T) barrier combination product. The MEC outlines four critical requirements for a medical barrier product, including: (1) providing a safe physical barrier with antimicrobial properties effective against bacterial and fungal infections, (2) maintaining efficacy during storage at ambient and extreme temperatures, (3) maintaining product stability for at least 12 months, and (4) achieving a minimum Technology Readiness Level (TRL) of 4.
The specifications are part of a broader Defense Health Agency (DHA) market research effort to develop medical solutions for wound care in austere battlefield environments. The Request for Information (RFI) seeks commercial solutions for a barrier combination product that can be used across various care roles, from point of injury to hospital settings. Interested parties are required to submit electronic RFI responses by 2:00 PM Eastern on January 20, 2026, with the goal of developing innovative wound care and infection prevention products for both Department of Defense and commercial markets.
