CHILD NUTRITION PROGRAMS RECIPE REVISION RECIPE STANDARDIZATION
PROJECT
PERFORMANCE WORK STATEMENT (PWS)
1.0 INTRODUCTION
The Food and Nutrition Service (FNS) administers the nutrition assistance programs of the
United States Department of Agriculture (USDA). The mission of FNS is to increase food security and reduce hunger by providing children and low-income people access to food, a healthful diet and nutrition education in a way that supports American agriculture and inspires public confidence. FNS’ Child Nutrition Programs, include the National School Lunch Program
(NSLP), Afterschool Snack Program, School Breakfast Program (SBP), Summer Food Service
Program (SFSP), and the Child and Adult Care Food Program (CACFP). The Child Nutrition
Programs provide nutritionally balanced, low-cost or free meals and snacks. Team Nutrition is an
FNS initiative that supports the Child Nutrition Programs through: training and technical assistance for foodservice; nutrition education for children, their caregivers, and schools; and provides community support for healthy eating and physical activity.
FNS seeks a qualified Contractor who is a subject matter expert with knowledge and previous experience in developing, modifying, testing, standardizing, and crediting USDA recipes for the
Child Nutrition Programs. The qualified Contractor must have previous practical knowledge and experience in recipe standardization, nutrient analysis of recipes, crediting, testing and modification of fifteen recipes per performance period (large quantity recipes of 50 and 100 servings for base year and option years 1 and 2 and 6 and 25 serving recipes for option years 3 and 4) for the Child Nutrition Programs. The contractor is needed to develop or modify fifteen new or existing USDA standardized recipes, currently available in servings of 6, 25, 50 and 100.
The Contractor will test, modify, standardize and credit the new or modified version of each provided recipe. Each new or modified recipe is to be standardized to produce consistent yields.
The contractor will also be required to determine and provide accurate, updated crediting information for the meal pattern contribution of each new or modified recipe. A nutrient analysis must also be performed for each new or modified recipe. The implementation of the new and modified recipes shall be completed in stages throughout the full performance period of this contract (base year plus option years).
2.0 BACKGROUND
The NSLP and SBP provide nutritionally balanced, low-cost or no-cost lunch and breakfast meals to children in public and nonprofit private schools and residential child carechildcare institutions. Together, the NSLP and SBP serve more than 45 million children nationwide. In
2010, updates to the nutrition standards and meal pattern requirements for meals and snacks served in the NSLP, and SBP were made in order to reflect current science-based recommendations that support the nutritional needs for these programs. Updated meal pattern requirements followed in 2022 with the Transitional Standards for Milk, Whole Grains, and
Sodium. These standards establish a requirement that at least 80 percent of the weekly grains in the school lunch and breakfast menus are to be whole grain-rich and also modifies proposed sodium standards to establish Sodium Interim Target 1A. In addition, the 2020-2025 Dietary
Guidelines of America recommend limiting sources of added sugar in the diet and the U.S. Food
& Drug Administration introduced labeling regulations to include added sugar on the Nutrition
Facts label.
3.0 SCOPE/OBJECTIVES
FNS seeks to develop, modify, test, and re-standardize fifteen new or existing recipes, from the previous USDA Standardized Recipes Project in order to address both the updated standards and the added sugar recommendations. The new and modified recipes, created under this new contract, will assist schools in meeting the USDA NSLP/SBP meal pattern requirements. This will provide schools with recipe resources to create more nutritious meal options for the children in their care.
FNS seeks a qualified Contractor who is a subject matter expert with knowledge and experience in developing, modifying, testing, standardizing, and crediting. A qualified Contractor must have practical knowledge and experience in recipe standardization, nutrient analysis of recipes, crediting, testing and modification of both household and large quantity size recipes.

The agenda items must include project goals and objectives, work plan, deliverable schedule/timeline, and revision and approval process and procedures. The contractor shall prepare draft meeting minutes summarizing the orientation meeting no later than two (2) business days after the meeting. The meeting minutes shall include specific details such as issues covered during the meeting, conclusions reached by FNS and the Contractor, and any follow up items. FNS will provide feedback on the draft report. The Contractor shall submit the final meeting minutes summarizing the orientation meeting incorporating FNS feedback.
Five days after the meeting, the Contractor shall also prepare and submit proposed project schedule (with dates) based on the deliverable timeline provided on this PWS and discussed during the orientation. FNS will review and provide feedback on the proposed schedule. The Contractor shall submit an updated schedule incorporating FNS feedback and will update the schedule as needed upon FNS approval.
4.2 Weekly Check-In Conference Calls
The Contractor shall schedule and participate in a 15–30-minute conference call through
Microsoft Teams or other agreed upon platform with FNS each week, preferably the same day and time each week. At a minimum, the Contractor’s Project Manager and the
FNS COR, will participate in these calls. The primary purpose of these weekly updates is to discuss the week’s progress and address any issues that may arise. Meetings will be recorded and any verbal communication requiring actions or decisions by Contractor or
FNS shall be documented by the Contractor by email and in subsequent monthly reports.
As needed by either FNS or the Contractor, phone or email communication may be initiated to ensure the project proceeds without unnecessary delays.
The contractor shall provide meeting minutes from informal meetings via email and
Microsoft Teams not later than three business days after each weekly meeting. Provided meeting minutes shall outline the overarching discussion points outcomes of the meeting, and any agreed upon next steps.
4.3 Monthly Written Reports
The Contractor shall provide the COR with monthly written reports via Microsoft Teams or email as agreed upon. This report shall be delivered monthly on the fifth business day of the month.
Monthly written reports that shall include:
1. Documentation of the status of each recipe by phase of recipe standardization.
i. No Action (N)
ii. Verification Phase (V)
iii. Evaluation Phase (E)
iv. Quantity Adjustment Phase (Q)
v. Complete (C)
2. Significant events since the most recent monthly report. Issues or challenges; how they affected the progress and what steps were taken to overcome the issue/challenge.
3. Notable achievement(s); how they affected the progress and what steps were taken to foster achievement.
4. The work plan for the next month noting if different from the original Work Plan
Proposal.
4.4 Develop or Modify and Standardize Fifteen New or Existing Recipes for the
NSLP/SBP into recipes reflecting updated meal pattern standards and incorporating added sugar recommendations
The Contractor shall modify, test and standardize fifteen existing USDA standardized recipes, currently available in quantities of 6, 25, 50 and 100 servings per each performance period.
FNS will:
1. Provide the Contractor with fifteen existing recipes (via Microsoft Teams) from the
USDA Standardized Recipe Projects currently available in quantities of 6, 25, 50 and
100 servings or collaborate with the Contractor to recommend new recipes to be completed in combination with existing recipes for a total of fifteen recipes.
2. Provide the Contractor with the nutrient analysis (via Microsoft Teams) for each previously standardized recipe.
3. Provide the contractor with crediting analysis (via Microsoft Teams) for each previously standardized recipe with any recommendations to help the recipe meet or exceed minimum crediting requirements.
4. Provide the Contractor with initial directions (via Microsoft Teams) for any anticipated modifications to the recipes, when applicable.
5. Provide the Contractor with preferred InDesign Template. This document will be the final document Adobe InDesign to generate PDF files.
The Contractor shall:
1. Revise each of the provided fifteen standardized recipes to develop fifteen 6, 25, 50, and 100 serving recipes in NSLP/SBP.
2. Adjust ingredients or procedures, as needed, to bring the recipe into compliance with nutritional standards noted in this contract and NSLP/SBP crediting requirements.
When adjusting the ingredients, the contractor shall use measurements that are common and practical. Guidance in the USDA Recipe Standardization Guide for
School Nutrition Programs (https://theicn.org/cicn/usda-recipe-standardization-guide-for-school-nutrition-programs/) must be followed and FNS will provide the
Contractor with the website location of this document. During recipe verification, an informal evaluation of each recipe is necessary as an initial estimate of acceptability.
The goal of the quantity adjustment phase is for the recipe yields to be accurate and the quality to be consistent at the appropriate number of servings. The USDA Recipe
Standardization Guide for School Nutrition Programs must be used as a guide for quantity adjustment. Since not all ingredients extend proportionately, verifying each recipe’s ingredients and procedures will produce consistent quality and yields. This is a critical element of the standardization process.
3. Make any necessary adjustments in the recipes to ensure that the recipe actually yields the correct number of servings and is consistent in quality to the original recipe.
4. Re-analyze recipes requiring modifications or revisions to ensure they comply with nutritional guidelines and meal pattern component contribution requirements (crediting) for
NSLP/SBP.
5. Keep and provide accurate records of the following:
• All volume and weight measures for each ingredient.
• Total yield of the recipe in volume and weight.
• Number of servings from total yield using the standard portioning equipment or scoops appropriate for each recipe. If a different portioning tool is more appropriate, obtain approval from the COR to use that tool and document rationale for the change.
• Using standardized language, record directions for the recipe if it varies from directions on the recipe provided
6. Provide the COR (via Microsoft Teams) with product ingredient statements and/or manufacturer documentation for any whole grain-rich ingredients, as well as product information for any processed items (including the unit of issue, brand name, Nutrition Facts Panel, etc.). Please note that only standard wholesale ingredients available to schools intended to prepare these recipes shall be procured for this standardization contract.
7. Complete a Marketing Guide for fresh produce or ingredients requiring preparation that may affect yield before cooking each recipe providing 6, 25,50, and 100 servings.
The Marketing Guide shows the recipe user how much of an ingredient to purchase in order to net the amount needed to prepare the recipe. The Web-based Interactive Food
Buying Guide for Child Nutrition Programs shall be used to create the Marketing
Guide for each recipe.
8. Conduct a nutrient analysis of each revised recipe, using USDA-approved nutrient analysis software, to ensure it meets nutritional standards stated in the contract.
9. Determine the meal pattern contribution using FNS’s Food Buying Guide Recipe
Analysis Workbook (RAW) and provide recipe analysis workbook (RAW) results for each of the newly developed recipes to ensure that the recipe provides an appropriate contribution according to the NSLP/SBP meal pattern requirements.
• Submitted recipe crediting statements should reflect the NSLP/SBP meal pattern requirements for each meal component for children for each recipe.
Deliverables:
The deliverables for this section are a 6, 25, 50, 100 serving standardized version of each recipe in the original or modified provided portion size for children in
NSLP/SBP. Each recipe is to be properly formatted and include crediting information and nutrition information based on the nutrient analysis. In addition, the contractor shall provide an updated Marketing Guide for each 6, 25, 50, and 100 serving version of each recipe.
4.4.1 As each recipe is standardized, FNS staff will review the recipe to ensure it meets requirements to include accurate nutrient analysis, meal pattern contribution crediting, and marketing guide information. The Contractor will notify FNS via email and
Microsoft Teams that recipes are ready for review. Within five business days, the COR will notify the Contractor if additional modifications to the submitted recipe or other documentation are required.
