PERFORMANCE WORK STATEMENT (PWS)

LAUNDRY SERVICES

IN SUPPORT OF ARTP 24.4 AT HIJUDAI MANEUVER AREA, OITA PREFECTURE, JAPAN

1.0 BACKGROUND. The purpose of this Performance Work Statement (PWS) is to request Laundry services for 3d Battalion, 12th Marines in support of exercise ARTP 24.4 from 19 February 2025 to 14

March 2025. The contractor shall provide bulk laundry services during exercise ARTP 24.4.

2.0 SCOPE OF REQUIRED SERVICE: The contractor shall provide laundry cleaning services to wash laundry with water in accordance with the instructions below. All deliveries and pick-ups shall be accomplished at the designated location. This service shall be provided to U.S. Marines only.

Laundry cleaning services are to support an estimate of 450 personnel attending the exercise with three (3) weeks submission window. The contractor shall be able to deal with unforeseeable increase in the number of items due to severe weather conditions when requested by the Contracting Officer (KO). If there is an increase due to unforeseen conditions, the modification to the contract will be made.

a. Pick up and Drop off. Laundry shall be picked up and returned between 1700-2000. The laundry shall be returned to the same location where it is picked up no later than 48 hours after pick up in accordance with the following schedule:

1) Pick-up and drop-off point will be at 1st floor, SACO Barracks (TBD), Site

Support Laundry Operations Area, Hijudai Japan Ground Self-Defense Force

(JGSDF) Maneuver Area (MA), Grid Coordinates: 52S GB 17237 86549. The contractor shall contact the Government Representative (GR) to identify the location no later than 22 February 25. If laundry is cleaned before the required laundry drop off date, contractor can contact the GR to communicate an updated drop-off time/date.

b. Pre-operational Visit: The contractor shall schedule an on-site visit with the GR between

19 February 2025 to 21 February 2025 to confirm the work location and procedure of the laundry services.

c. Laundry

1) The contractor shall prepare laundry bags to collect each individual’s laundry.

The maximum number of items for each individual’s laundry bag is 20. The anticipated contract will be a Firm Fixed Price Contract.

2) The maximum number of laundry bags for each pick up shall be 300.

3) The contractor shall control and tag all laundry bundles. The required laundry slips will be provided by the Government. The contractor shall avoid any damage on clothing when tagging slips.

4) The contractor shall not accept any requests for special handling or pressing/starching of uniforms. Laundry shall be cleaned, fluffed and folded only.

No starching of uniforms or special handling options will be made available; U.S.

Marine standard of clean and serviceable.

5) The contractor shall be held liable for all damages to clothing resulting from contractor negligence.

6) If the laundry slips and actual number of laundry are not equal, the contractor shall bring the laundry back without washing no later than the next day and report to the

GR if necessary.

7) The Marine Corps Combat Utility Uniform (MCCUU): The special care instructions for this uniform are as follows:

• WASH IN COLD WATER AND MILD DETERGENT

CONTAINING NO OPTICAL BRIGHTENERS OR BLEACH.

• TUMBLE DRY AT LOW HEAT; NOT TO EXCEED ONE

HUNDRED THIRTY (130) DEGREES FARENHEIT OR FIFTY-

FIVE (55) DEGREES CELCIUS.

• REMOVE IMMEDIATELY FROM THE DRYER AND FOLD

FLAT OR PLACE ON A RUSTPROOF HANGER TO ENSURE

HEAT FROM THE DRYER DOES NOT SET WRINKLES.

• TO DRIP DRY, REMOVE FROM THE WASHER/WATER AND

PLACE ON A RUSTPROOF HANGER. DO NOT WRING OR

TWIST.

d. SPECIAL INSTRUCTIONS: The contractor shall provide personnel to track the laundry items and coordinate with U.S. Laundry representative and GR. Personnel should alleviate and solve the discrepancies and the troubles. The contractor shall provide spreadsheet for details of items washed and provide to the GR.

e. GOVERNMENT REPRESENTATIVE (GR). The primary authorized U.S.

Government Representative for this contract is TBD. The authorized Contracting

Officer for this contract is GySgt Christopher Echavarria, 3rd Expeditionary

Contracting Platoon, Camp Kinser, Okinawa, Japan at chris.echavarria@usmc.mil.

3.0 PERIOD OF PERFORMANCE. 19 February 2025 to 14 March 2025 at Japan Ground Self-Defense

Force (JGSDF) Hijudai Maneuver Area, Oita Prefecture, Japan.

4.0 POINTS OF CONTACTS AND AUTHORITIES. The Contracting Officer (KO) is the only person authorized to approve any changes to the requirements of this contract and not withstanding provisions contained elsewhere in this contract, the authority remains solely the Contracting Officer. In the event the contractor effects any change at the direction of any person other than the contracting officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price as a result of the change.

5.0 CONTRACTUAL RELATIONSHIPS. Contractor personnel shall at all times be under the supervision of the contractor and not under the supervision of the Government or any of its officers or employees. The contracting officer will bring discrepancies or noncompliance with the contract clauses, specifications, or Performance Work Statement to the attention of the contractors’ supervisor or foreman for necessary corrective action.

6.0 LIABILITY. The U.S. Government accepts no liability for the actions of the contractor or his employees and agents.

7.0 SITE ACCESS. Contractor will coordinate directly with local military bases to ensure their employees meet access requirements and are able to perform the contract on the host nation base.

The US government cannot waive any requirements for access to military bases. The contractor is responsible for delivering items to the location specified in this PWS. Inability to access military or host nation locations are NOT a reasonable justification for failure to deliver. Contractor and employees may be required to attend a security briefing prior to accessing the installation.

8.0 EMERGENCY. The contractor shall provide a point-of-contact (POC) available 24-hours for all emergency requirements. The contractor shall be able to provide a response/support within six (6) hours for all emergency calls relative to this requirement.
