About this file
This is a Federal Consistency Certification letter from the Massachusetts Office of Coastal Zone Management (CZM) to the Massachusetts Department of Transportation Highway Division regarding a Vulnerable Road Users (VRU) Missing Crosswalks at State Signals project in Falmouth. The project encompasses upgrades to traffic signal timing, phasing, coordination, and detection systems, along with the addition or reconstruction of curb ramps and crosswalks. The work also includes establishing accessible paths of travel to connect nearby bus stops. The letter, dated February 17, 2026, confirms that while the proposed activities are located within the defined Massachusetts Coastal Zone, they fall below the thresholds requiring formal CZM review under federal consistency provisions.
The certification indicates that no formal decision regarding consistency with CZM's enforceable program policies is necessary for the proposed work. However, the letter notes that any federal licenses or permits required for the work performed may be subject to CZM's federal consistency review process. The proponent is responsible for notifying CZM, submitting an explanation of the work nature, and providing necessary data and information to determine if additional federal consistency review is required. The correspondence was directed to Kevin Thompson, Environmental Analyst at the Massachusetts Department of Transportation, with further inquiries to be directed to Sean Duffey, CZM Project Review and Dredging Coordinator.

RE: Federal Consistency Certification: VRU Missing Crosswalks at State Signals; Falmouth
Dear Mr. Thompson, The Massachusetts Office of Coastal Zone Management (CZM) has completed its review of the proposed Vulnerable Road Users (VRUs) missing crosswalks at state signals project in Falmouth.
The project includes the following activities:
- The proposed project includes upgrades to traffic signal timing, phasing, coordination, detection, and the addition or reconstruction of curb ramps and crosswalks. Accessible paths of travel are proposed to connect nearby bus stops.
Although the activities associated with this project are located within the defined
Massachusetts Coastal Zone, they fall below the thresholds that CZM generally uses to require review under our federal consistency provisions. Consequently, a formal decision from this office regarding consistency with our enforceable program policies is not necessary. Any federal licenses or permits for the work performed may be subject to CZM’s federal consistency review. It is incumbent upon the proponent to notify CZM, submit an explanation of the nature of the work, and submit necessary data and information. CZM will use this information to determine if further federal consistency review is required.
Thank you for submitting the information to CZM. If you have any questions regarding our review process, feel free to contact me at sean.duffey@mass.gov.
Sincerely, Sean Duffey CZM Project Review and Dredging Coordinator
