About this file
This is a Massachusetts Endangered Species Act (MESA) determination letter issued by the Natural Heritage & Endangered Species Program of the Massachusetts Division of Fisheries & Wildlife in response to a project review submitted by the Massachusetts Department of Transportation Highway Division. The project involves bridge maintenance and preservation work at four locations: Indian Hollow Road over Chauncey Brook in Chesterfield, Town Hill Road over Factory Brook in Middlefield (two bridge structures), and Holmes Road over the Housatonic River in Pittsfield. The proposed work includes removal and replacement of hot mix asphalt wearing surfaces, full and partial depth deck repairs, joint replacements, substructure repairs, cleaning and painting of structural steel and structural steel repairs. The project also includes selective tree clearing within 10 feet of the outer face of wingwalls and abutments, extending 10 feet beyond the end of wingwalls at all bridges as needed, with no laydown of materials or ground disturbance in vegetated areas. Temporary traffic control is proposed as shown on the project plans.
The Division has determined that the proposed project will not result in a prohibited taking of state-listed rare or endangered species under MESA regulations, making this a final authorization decision. The authorization for work is valid for five years from the issuance date of June 29, 2026, and physical work must commence within this five-year window. Any changes to the proposed project or additional work beyond what is shown on the site plans will require additional filing with the Division. The project is subject to further review if no physical work begins within the five-year authorization period or if there are modifications to the project scope.
