About this file
This document is an Amendment with Questions and Answers for a Federal Prison Industries (UNICOR) solicitation (FN1580-25) for office seating procurement. The amendment provides detailed clarifications for potential vendors, including key requirements such as submitting bills of material, ANSI/BIFMA certifications, packaging information, and a consignment inventory program. The solicitation is unrestricted and open to full competition, with the deadline for proposal submission extended to May 2, 2025, at 2:00 pm EST.
Significant evaluation criteria include inmate labor contribution, with UNICOR favoring more labor-intensive chairs that support their mission of teaching inmates skills to reduce recidivism. Vendors must provide mechanical drawings with their initial proposal, submit detailed testing reports, and be prepared for potential in-person training and factory visits. Environmental certifications like Greenguard, BIFMA LEVEL, or SCS Indoor Advantage are acceptable. The procurement allows for shared component SKUs across seating models and indicates that any jointly developed seating lines would require a specific legal agreement regarding intellectual property.

A0002 FN1580-25 Office Seating - Questions and Answers
In accordance with Section 13 d. above the following question and answer and clauses are added to this solicitation:
1. Does UNICOR require a bill of material for every single chair option/model that is available or just a representation of the basic model(s) of a given product line with a separate list of all components that will be used in a given product line? A bill of material for each option/model would be a very lengthy piece of documentation.
A bill of material for the single chair option/model can be submitted with a separate list of all components that will used in each product line.
2. Is it acceptable to submit some seating lines by a kit model # versus UNICOR purchasing by an individual component number? In many instances purchasing by a kit model # provides the best price option available.
No kit models will be accepted. UNICOR will only purchase by individual part numbers listed on the bill of materials per part number.
3. On Page 11 it is state that “UNICOR requests offeror to provide information on packaging materials, vendors and shipping procedures so that we may ship to our customers in the same manner as the awarded offeror. This information shall include but not limited to packaging, boxing, wrapping and labeling”. Is it acceptable to supply this information after any awards have been made versus during the proposal stage due to not knowing which products may or may not be awarded to bidders?
Yes, UNICOR will allow 21 calendar days after contract award(s) to provide the packaging information as listed above.
4. Page 16 of the solicitation outlines the requirements for a consignment inventory program if lead-times are not being met. Is a consignment program proposal required with our bid submission or only after UNICOR requests at a later date after contract award?
A consignment inventory program is requested at time of proposal submission.
5. Page 95 of the solicitation states that the “offerors shall submit ANSI/BIFMA certification for all products being offered and have been certified at the time of offer”. On page 99 it states “offerors must provide testing reports…for all items proposed”. We want to make sure that submitting proof of certification showing that the products offered meet or exceed the ANSI/BIFMA standards is all that is required and that the actual details of test results are not needed since they are very sizeable and would overwhelm the electronic and paper copies of the proposal.
All documentation as listed in the proposal is required including the actual test results.
6. Page 17 has the following request “Tooling: The contractor(s) will provide any/all existing or outsource mold, tooling fixtures etc. in its commercial manufacturing/assembly/test of the products, for FPI to begin production, these items will be provided at no cost to FPI.” Does this request refer to just molds required in the upholstery process or is it requesting tooling up to and including actual injection molding equipment for molding polypropylene?
UNICOR does not require the actual injection molding equipment for molding polypropylene as the raw materials are already purchased molded. The only molds we would require are the ones to assist in the upholstery process.
7. Regarding the vertical integration proposal from vendors and the proprietary/non proprietary components, we want to confirm that any information given to UNICOR regarding chair components would be for vertical integration within the prison program and no portion of this information would be outsourced to a 3rd party vendor. Can you confirm that this is correct?
Yes, that is correct. Information given to UNICOR for Vertical Integration would not be outsourced to a 3rd party.
8. FN1580-25 Bill of Material Pricing Spreadsheet
a) Where do we add if a part number is proprietary? Revised FN1580-25 Bill of Material
Spread Sheet attached. This information can be added in Column C.
b) For volume discounts – do you want a percentage (%) or a unit price? A unit price.
9. Due to questions required to be submitted by 3/26/25 and the time frame for receiving the answers being unknown, can the due date of 4/16/2025 be extended?
Yes, the deadline for submission will be extended to Friday, May 2, 2025 by 2:00 pm EST.
10. Please answer the following questions which will help determine if we can bid this project or not?
We are currently Mas certified green and not Greenguard.
Yes, you can still put in a proposal if the certification is equivalent, it will be evaluated as a pass or fail.
We are not ISO certified, so will our products still be eligible for the bid?
Yes, you can still put in a proposal if the certification is equivalent, it will be evaluated as a pass or fail.
We are Bifma tested but we currently do not hold a Bifma Level certification.
Offerors shall submit ANSI/BIFMA certification for all products being offered, that have been certified at the time of offer and any new product during contract term.
11. We do not have mechanical drawing of our products, so at what point in the process will those be required to submit?
Drawings are required to be submitted at initial solicitation proposal.
12. We do have a question regarding the solicitation number FN1580-25, could our company compete on it? we know that it is unrestricted set-aside, but is it OEM? or Sole Source request?
Yes, your company can submit a proposal. It is unrestricted for full and open competition.
There is no set-aside. Is it OEM? If OEM means Original Equipment Manufacturer all proposals shall meet the requirements of the solicitation. If the proposal meets the requirements of the solicitation it will go through the evaluation process. This is not a sole source request.
13. We are an Iraqi company. We can compete for this order. Please note that our company is a large business.
Yes, a proposal will be accepted by your company.
14. Environmental Certifications: Is GREENGUARD the only acceptable certification, or will equivalent certifications such as BIFMA LEVEL or SCS Indoor Advantage be considered acceptable alternatives?
Greenguard is not the only acceptable certification. Certifications such as SCS Indoor Advantage would be an acceptable alternative.
ANSI/BIFMA is being reviewed separately under Section M.1 Number 3.
15. Inmate Work Contribution: Can you elaborate on how inmate labor is factored into the evaluation? Is there a preferred level or percentage of contribution?
UNICOR employs inmates to teach them a skill to be able to utilize upon release to reduce recidivism therefore, the following items will be reviewed as it pertains to:
The amount of time it should take to assemble each chair proposed in your offering.
How many inmates to assemble each chair.
The more labor-intensive chairs will be considered more favorable in meeting UNICOR's mission.
16. “Equal” Products: For any proposed “equal” or equivalent products, will a detailed comparison table with referenced specifications satisfy compliance requirements?
It is not clear what this question is asking that does not reference a specific part of the solicitation it references.
17. Component Interchangeability: Are we permitted to propose shared component SKUs (e.g., bases, arms) across different seating models to streamline support and inventory?
Yes.
18. Pre-Award Factory Visit: Will UNICOR require an on-site factory inspection prior to award, particularly for new vendors?
Currently, this is not a requirement although, the government holds the right to request a pre-award factory visit if deemed necessary to ensure the vendor is a responsible vendor.
19. Evaluation Criteria: Is there a scoring rubric or weighting system used for evaluating technical, pricing, and value-added features?
Section M.2 of the solicitation states clearly how proposals will be rated.
20. Training Requirements: Is virtual training for inmate and factory staff acceptable, or is in-person training preferred or required?
In-person training is required.
21. Joint Development & IP: If a new seating line is jointly developed with UNICOR, is there a standard process for IP ownership and licensing agreements?
If a new seating line was jointly developed with UNICOR a legal agreement would be drawn up at that time as it pertains to that situation including intellectual property ownership and licensing agreements.
