Q. With regards to the solicitation above and with Covid restrictions, can the place of performance be a location other than UNICOR FCC Coleman – Medium, 846 NE 54th Terrace, Coleman, FL 33521?
For instance could the project manager work from home in a different state? If that was allowed how much travel might be required to the stated performance location and would travel expenses be reimbursed?
A. No, the work needs to be performed at UNICOR FCC Coleman - Medium, 846 NE 54th Terrace, Coleman, FL 33521.
Q. How can I set myself apart from other vendors? I have worked in the Supply chain industry my whole career and have implemented SAP services as well as provided support for them.
A. Have resume state all functions you have performed and give examples of how you have accomplished and performed the same or similar duties as listed in the statement of work. Focus on the requirements in Section C of the solicitation.
Q. Will we be required to be on site? I saw we are required for 32 hours a month. If so, do you know how many hours a week/day? If we do have to go on site, how much a notice would we be provided with given the opportunity to win this contract?
A. Work will be required on site. Approximately 2 days a week for 4 hours a day.
Q. Also has a contract like this been issued in the past? Is there an hourly range we should be in between? I checked the wage determination document but did not find a role for project management.
A. Yes, since there is not a wage determination specifically for a project manager the awardee shall pay a minimum to the person performing the duties of the contract no less than the wage determination 01020 for Administrative Assistant as posted with the solicitation document.
Q. I would like to also ask if it is okay to provide a resume or is it not required?
A. Yes, a resume is required.
Q. Project Management is typically considered professional services as there is no labor category listed in the wage determination. As none of the other furniture related LCATs are applicable to this requirement is there a particular labor category you suggest if the SCA remains applicable? If not, would you consider removing the Wage Determination and SCA requirement?
A. Yes, since there is not a wage determination specifically for a project manager the awardee shall pay a minimum to the person performing the duties of the contract no less than the wage determination 01020 for Administrative Assistant as posted with the solicitation document.
Q. Can you confirm if the total number of monthly hours will be 32 Hours per month or is it 32 hours per week. Is there a scope for additional hours per month, added later or during the contract?
A. The 32 hours a month is an estimate based on historical need. If additional hours are needed beyond the estimate it would still be covered under the contract.
Q. Can this role be performed remotely?
A. No.
Q. Legally Resided – means can this role be performed by any Legal Resident who have a valid work authorization or visa? please advise
A. This solicitation will be changed to individual performing this service shall be a United States Citizen. This is a requirement to be on UNICOR Computer Systems which will be required to perform the duties listed in the statement of work.
Q. To clarify on the residency requirement, if the contractor (company) doesn’t meet all residency requirements then their submission will not be valid?
A. Correct
Q. Will the government accept the residency requirements being met of the actual Project Manager in lieu of the contractor (company)?
A. The company and its representatives must meet the residency requirements.
Q. Can the 32 hours be a block of hours within a week of the month?
A. No, the service is needed weekly.
Q. Can some of the 32 hours work be completed in hybrid (remote and onsite) environment? If so, will the vendor/contractor have access to a teleconference (audio/video) tool?
A. No, the work shall be performed on site.
Q. If these requirements are being performed by a contractor currently or have been performed in the past, could you please provide the associated incumbent contract or task order numbers? If not, could you please tell me whether these are new requirements?
A. These requirements are not currently being performed by a contractor. They have been performed in the past. R. Reid 4500544849 and 4500577612.
Q. If on-site work is required, what special safety precautions and procedures are in place due to
COVID-19?
A. UNICOR follows the current CDC Requirements for COVID that are in place at that time.
Q. The requirement for knowledge of Federal Acquisition Regulations and UNICOR OFG Policies seems to be restrictive. Will the government consider revising this requirement? Perhaps allowing for any government experience.
A. This requirement will not be revised.
Q. Can responses to the solicitation be submitted via email?
A. Proposals may be faxed or emailed. If originals are needed it will be requested in writing.
Q. It is indicated that Past Performance Questionnaires be provided. We have several contracts with the DOJ and are highly interested in bidding on this contract. We have several CPARS evaluations. Can you provide CPARS evaluations in lieu of PPQs. Our government clients are extremely busy and from experience we know that it is difficult to get them to complete the questionnaires even though they want to and have every good intention of doing so.
We would be most grateful if you could consider CPARS.
A. UNICOR will be using the Past Performance Questionnaire.
Q. Reference Section F - Delivery Orders: How many days prior to requirement will the government issue the delivery order? Is there a minimum amount of days between delivery order issuance and work start?
A. The delivery order is normally issued within 7 calendar days of the contract award. The start of work will be decided upon once awarded vendor has all clearances to enter the Medium Security Institution and authorization to be on UNICOR Computers.
Q. What is the anticipated start date of the project?
A. January 4, 2021.
Q. Considering the current Covid-19 pandemic situation, if the proposed candidates are not available at the time of award, will the agency allow us to provide replacement personnel with similar or more skill sets?
A. No.
Q. Do we need to include holiday pay, PTO in our pricing?
A. Proposal shall submit one hourly rate. Vendor will not be performing work on Federal Holidays.
Q. Could we submit the Key Personnel’s experience as past performance references?
A. Information shall be submitted in accordance with L.4 FPI 999.999-9 BUSINESS
MANAGEMENT QUESTIONNAIRE of the solicitation.
Q, Is the hard-copy submission mandatory requirement or could we submit our proposal via email only? Or, do we need to submit our proposal in both Hard copy and email?
A. Email or Fax submission will be acceptable. If clarifications are needed the originals will be requested to be sent.
Q. Can you provide more details on the Special Security Requirements of the facility where the work is to be performed given this will need to be considered in the pricing of the proposal? Is there a security clearance required? If so, will the government initiate the process for such clearances?
A. The information listed in Section B - INVESTIGATIVE PROCEDURES FOR
CONTRACTORS, CONSULTANTS AND VOLUNTEERS will be the Security Requirements for this Solicitation. The government will initiate the process for such clearances.
Q. Will onboarding hours be acceptable to add to the requirement to give the Contractor appropriate time for access to the facility, computer, federal systems, setup, etc.? How much time has been allocated for this in the estimated hours?
A. All hours are included in the requirement as a single submission on the pricing sheet provided.
It is anticipated it may take up to 8 hours to obtain the needed information for the security clearance to be processed.
Q. Given the ongoing COVID pandemic, if the Contractor was to get diagnosed with COVID and have to be quarantined for an extended period of time, would another Government laptop be issued to the backup Contractor?
A. No.
Q. May the hard copies of the proposal sent via FedEx or UPS arrive after the due date, as long as the electronic copies of the proposal are delivered on time?
A. Yes, Email and Fax copies need to be received by the due date. If originals are needed they will be requested in writing. This change is being invoked with this amendment.
Q. The solicitation states that offerors must provide 3 past performance references for evaluation;
however, the Business Management Questionnaire states that offerors much provide 5. Should offerors provide 3 or 5 past performance references?
A. Three (3) is the minimum required, up to five (5) may be submitted.
Q. The solicitation states that the offeror must include three Business Management Questionnaires for recent and relevant contracts, but on the Questionnaire, there is space for 5 contracts on one form.
Should the offeror submit only the one Business Management Questionnaire form with all listed contracts, or is there a separate form?
A. They can be listed on one form.
Q. The RFP states that past performance projects shall have been performed within the last 3 years.
Can projects be in progress or must they be 100% complete?
A. The projects can be in progress.
Q. Will past performance be required to be submitted with this quote?
A. Information shall be submitted in accordance with L.4 FPI 999.999-9 BUSINESS MANAGEMENT QUESTIONNAIRE of the solicitation. References will be contacted to fill out the past performance questionnaire’s.
Q. Does the government expect more than 32 hours a month as indicated?
A. No.
Q. Are their certain qualifications and/or education requirements the government expects from the Project Manager?
A. Yes, the project must be able to demonstrate in their resume that they have performed same or similar items as listed in the statement of work in Section C of the solicitation.
