About this file

This is a Scope of Work document for the Orange County Transportation Authority (OCTA) establishing requirements for HPE GreenLake for Wireless Networking services on a Network-as-a-Service (NaaS) basis. The project invites bids from authorized HPE resellers to provide wireless networking services on an as-needed basis with no guaranteed minimum usage. The contract term runs for three years from April 1, 2026 through March 31, 2029, with a total project budget of $450,569. The scope defines the technical specifications, service levels, and operational requirements that successful bidders must meet to deliver managed wireless networking infrastructure and support services to OCTA.

The engagement model operates on a consumption-based pricing structure typical of NaaS offerings, where OCTA pays only for utilized services without contractual minimums. Bidders must be authorized HPE resellers with demonstrated capability to deliver enterprise-grade wireless networking services. The contract establishes specific performance standards, availability requirements, and support service levels that vendors must maintain throughout the three-year period. Funding for this initiative is allocated from OCTA's technology budget, with the $450,569 representing the estimated expenditure ceiling for the full contract term.
