All existing equipment and associated wiring must be removed and recycled or disposed of in accordance with local government and environmental regulations. The new system must include a minimum 10% make-up air setting, maximize outdoor air delivery, utilize high-efficiency filtration (MERV 13), maintain stable temperatures for IT equipment, and comply with CDC ventilation guidance. Upon completion, the contractor shall provide operating manuals, conduct on-site training for the Project Manager, and furnish a 12-month warranty covering all equipment and installation labor. Air Conditioner Units Replacement National Marine Sanctuary of American Samoa

Statement of Work

I. BACKGROUND

The National Marine Sanctuary of American Samoa (NMSAS) with facilities located on Tutuila in Pago Pago, American Samoa, manages one of the most remote sanctuaries within NOAA.

NMSAS offices are located in the Tauese Sunia Ocean Center (OC) in Utulei, American Samoa.

II. OBJECTIVE

The contractor shall provide and install a multi-zone (multi-head) replacement air conditioning system in the Tauese P. F. Sunia Ocean Center work areas, specifically the Control Room, Science Office, Science Lab, and hallway area connecting the rotunda to the bathrooms and janitor storages. This project requires the removal of the existing non-functional multi-split system and installation of one (1) high-efficiency outdoor condenser to four (4) indoor units serving the following areas:

Control Room: 8,000 BTU Fujitsu wall-mount head Science Office: 12,000 BTU Fujitsu wall-mount head Science Lab: 18,000 BTU Fujitsu wall-mount head Hallway: 12,000 BTU Fujitsu ceiling-mount head

III. SCOPE OF WORK

All work shall be completed at the Ocean Center. The Contractor shall provide all labor, materials, tools, and services required to complete the work. Coordination of the work schedules shall be the responsibility of the Contractor to avoid any delays or disruptions in order to meet the performance period. The new system must serve the Control Room (containing high-value IT and audio-visual equipment), Science Office and Lab, and Hallway.

1. All work will be performed at the Ocean Center. The Contractor is responsible for coordinating work schedules with the NOAA Project Manager (PM) to ensure the performance period is met without disrupting facility operations.

2. The Contractor shall provide all necessary protective materials, including clean drop cloths, to fully cover and protect the work area. This is mandatory to ensure the health and safety of NMSAS staff and protect sensitive electronics.

3. All new equipment must be 220V single-phase.

4. All existing non-functional AC units and all associated plumbing/electrical wiring must be removed.

5. The old unit must be recycled or disposed of in strict accordance with all local government policies and environmental regulations.

6. Existing plumbing or wiring may only remain if evaluated and approved in writing by the

NOAA PM for integration into the new system.

7. The new unit and associated infrastructure must fit within the footprint of the original unit unless a deviation is approved by the NOAA PM.

8. The system must include a minimum 10% make-up air setting. Per CDC Ventilation

Guidance, the system should maximize outdoor air delivery and utilize high-efficiency filtration (e.g., MERV 13) to reduce airborne hazards.

9. The unit must be appropriately sized to maintain stable temperatures for the IT equipment in the Control Room and staff comfort in the Office, Lab, and Hallway.

10. Upon completion, the Contractor shall provide all operating manuals and conduct on-site training for the NOAA PM.

11. The Contractor shall provide a 12-month warranty covering all equipment and installation labor.

IV. PLACE OF PERFORMANCE

The place of performance is the Tauese P. F. Sunia Ocean Center and NMSAS offices in Utulei, American Samoa.

V. PERIOD OF PERFORMANCE

The installation should be done as soon as possible but no later than 60 days after award unless approved by the NOAA Project Manager.

VI. IT SECURITY REQUIREMENTS

This SOW will not be requiring either government-owned IT systems or contractor-owned systems. For this SOW, the Certification and Accreditation (C&A) or Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required. For this SOW, the contractor will not be accessing US government computers or IT systems for this work. For this SOW, the contractor will not be accessing any information that is not within the public domain for this work.

VII. NOAA REVIEW AND PROJECT MANAGEMENT

Upon completion of the work the contractor shall review the work completed with the Project Manager. The contractor shall provide the final invoice to the project manager for review and submittal for final payment.
