Statement of Objectives
Red Flag-Rescue
Personnel Recovery Operations, RF-R 26.1
San Diego, CA/Camp Pendleton, CA
1.0. Purpose. This Statement of Operations (SOO) describes the United States Air Force's (USAF) operational needs for Advanced Medical Training (AMT) support during Red Flag Rescue (RF-R) 26.1, a major Air Combat Command (ACC) exercise managed by the United States Air Force Warfare Center (USAFWC). RF-R 26.1 is a two-week, day/night exercise focused on contested Personnel Recovery (PR) missions, conducted concurrently with Bamboo Eagle 26.1. The USAF seeks a contractor to provide innovative and effective AMT capabilities to enhance the realism and operational effectiveness of the exercise and improve participant performance in simulated contested environments. This SOO encourages offerors to propose solutions that best achieve the desired outcomes described herein.
2.0 Background. Red Flag Rescue (RF-R) is an Air Combat Command sponsored, Joint National Training Capability Accredited and Certified exercise. The exercise is designed to train US Recovery Forces for contested Personnel Recovery (PR) missions in support of the Combined Forces Air Component Commander (CFACC). This training directly supports the five Personnel Recovery tasks. Advanced Medical Training (AMT) is a critical component, ensuring participants are prepared to handle medical emergencies in challenging, contested environments.
The overall goals of the exercise and AMT are to:
2.1. Enhance integration of Combat Air Forces (CAF) in conducting Personnel Recovery (PR) missions under the direction of the Air Component Commander in a contested environment.
2.2. Create realistic and demanding Personnel Recovery scenarios with complex problem sets in the terminal area.
2.3. Facilitate thorough mission planning and debriefings to educate all participants on the five Personnel Recovery tasks.
3.0 Objectives. The overarching objective is to obtain contractor support to deliver impactful AMT to RF-R 26.1 participants, enabling them to confidently and effectively execute their roles in simulated contested Personnel Recovery (PR) scenarios. The specific operational objectives are to provide:
3.1. Enhanced Medical Skills: Participants demonstrate improved proficiency in medical procedures, protocols, and decision-making under stress in simulated contested environments.
3.2. Realistic Training Environment: The training environment accurately reflects the challenges and complexities of medical care in contested PR scenarios.
3.3. Comprehensive Knowledge: Participants gain a thorough understanding of medical considerations within the broader context of the five Personnel Recovery tasks.
3.4. Improved Confidence: Participants exhibit increased confidence in their ability to manage medical emergencies effectively in contested PR operations.
4.0 Scope. The USAF requires the contractor to provide AMT services during RF-R 26.1, focusing on the period of 11 February 2026 to 21 February 2026. The key training dates are 13- 14 February and 19-20 February. Offerors should propose solutions that address the following operational needs:
4.1. Instruction: High-quality instruction for up to 12 personnel, delivered by qualified instructors, covering relevant medical topics for contested environments.
4.2. Simulation: Realistic simulation of medical scenarios encountered during contested PR operations, utilizing appropriate training models and medical materials.
4.3. Integration: Seamless integration of AMT into the overall RF-R 26.1 exercise, including participation in Full Mission Profiles (FMP).
5.0. Period of Performance. Period of performance will be from 13-14 February and 19-20 February 2026. RED FLAG-RESCUE training will commence AMT on 13-14 February and 19- 20 February 2026.
6.0. Schedule.
6.1. February 11, 2026: Expected date of arrival of participants.
6.2. February 13-14, 2026: AMT Training (Day1) – The first day of Advanced Medical Training, which includes a Full Mission Profile (FMP) extending from day into night.
6.3. February 19-20, 2026: AMT Training (Days 2-3) – Two separate Full Mission Profiles (FMPs) incorporating AMT training.
6.4. February 21, 2026: Expected departure date for participants.
Markings/Distribution of Reports:
1. Data Rights: Any reports or deliverables shall contain the following: This material may be reproduced by or for the U.S. Government pursuant to the copyright license under clause at DFARS 252.227-7013 (February 2014). The U.S. Government retains
Unlimited Rights. Unlimited Rights means right to use, modify, perform, display, release, or disclose technical data in whole or in part, in any manner and for any purpose whatsoever, and to have or authorize others to do so.
2. Distribution/Release Limitation Statements: All data provided to the Contractor by the
Government and/or developed by the Contractor for the Government shall be protected from disclosure in accordance with the markings contained thereon and paragraphs below. All other information relating to the items to be delivered or services to be performed under this delivery order may not be disclosed by any means without prior approval by the Government. Dissemination or public disclosure includes, but is not limited to, permitting access to such information by foreign nationals or by any other person or entity; publication of technical or scientific papers; advertising; or, any other proposed public release. The Contractor shall provide adequate physical protection to such information so as to preclude access by any person or entity not authorized such access by the Government.
Destruction Notice
1. The Contractor shall include a destruction notice on all technical documents marked with
Distribution Statements B, C, D, E, F, or X as follows
DESTRUCTION NOTICE - Follow the procedures in DoD 5200.22-M, Industrial
Security Program Regulation, Chapter 6, Section 7. For unclassified, limited documents, destroy by any method that will prevent disclosure of contents or reconstruction of the documents.
WARNING- This document contains technical data whose export is restricted by the
Arms Export Control Act (Title 22, U.S.C., Sec 2778, et seq.) Violations of these laws are subject to severe criminal penalties.
DISSEMINATE- Disseminate in accordance with provisions of DoD
Directive 5230.25, dated November 6, 1984.
Government Furnished Equipment, Property and Data:
1. The Government will provide all required facilities, training personnel and unit items for the training. The Contractor shall provide instruction, training platforms and equipment required for the accomplishment of this task.
Security:
1. This CONOP is UNCLASSIFIED. Reports, briefings, data, and specifications derived from the execution of this effort shall be classified to the level necessary as deemed appropriate by the contracting officer's representative.
2. No data or other deliverables from this project shall be distributed, published, briefed or otherwise used by the developers without the express written approval of the Commander or DO, Det 1, 414th Combat Training Squadron, Air Combat Command, or the 99th
Contracting Squadron Contracting Officer.
