STATEMENT OF WORK
THE DALLES CONSTRUCTION TRAILER RE-SIDING
THE DALLES LOCK AND DAM, OR
Revised: January 12, 2022
1.0 GENERAL STATEMENT
The purpose of this requirement is to re-side The Dalles (TD) Construction Trailer also referred to as the ‘modular office trailer’. The Contractor must provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to re-side the modular office trailer as defined in this Statement of Work (SOW). The location of the re-siding is The Dalles Lock and Dam, located in Wasco County, Oregon. The Contractor must perform to the standards in the contract and comply with all local, state, and federal regulations in the completion of work.
2.0 THE GOVERNMENT WILL FURNISH
There is no Government furnished equipment, supplies, or facilities.
3.0 SCOPE SUMMARY
The Contractor must re-side one fully manufactured modular office trailer, also referred to as the “TD Construction Trailer”. Removal of current siding and installation of new siding (including weather barrier and paint) will be completed by the Contractor. The new siding for the modular office trailer must be weatherproof and must be complete by the date specified under the following paragraph, 4.0 Period of Performance. The modular building must be resided using pre-approved materials.
4.0 PERIOD OF PERFORMANCE
The building re-siding will be completed within 30 calendar days following contract award and no later than September 30, 2022, at the designated location at The Dalles Dam located near The Dalles, Oregon.
5.0 EXTERIOR RE-SIDING OF MODULAR OFFICE TRAILER
The following characteristics of work are required to complete installation:
5.1 Overview
Provide re-siding for the TD Construction Trailer. Contractor must remove and dispose of existing siding including any existing weather membrane. They then must re-side the trailer using pre-approved materials to include siding, and weather membrane. The trailer is roughly 12 feet wide by 40 feet long by 9 feet 8 inches tall.
5.2 Location
The construction trailer to be re-sided is in the location shown in Figure 1. The trailer is located near the “north-entrance” at The Dalles Dam near The Dalles, Oregon.
5.3 Existing Conditions
The current siding on the TD Construction Trailer is experiencing degradation from water damage and weathering. Figures 2, 3, 4, and 5 show all four sides of the trailer, and as shown in Figure 6, the wood has expanded around the bottom of the siding reducing the weather resistance of the trailer. The siding is beyond its useful lifespan as exhibited by Figure 7 and therefore is to be replaced under this Contract.
5.4 Surface Mounted Component Removal
Any existing surface mounted components must be carefully removed from the existing siding surface and reinstalled by the Contractor following siding replacement. Examples of these existing components are items such as lights, covers, and fire extinguishers shown in Figures 8 and 9. The removed components should be set aside for later installation once the Contractor’s residing work has been completed.
5.5 Existing Siding Removal and Disposal
All existing siding, including weather barrier, must be removed from the trailer, and properly disposed of by the Contractor.
5.6 Existing Vapor/Weather Barrier Removal and Disposal
If present, remove existing vapor/weather barrier from the trailer and properly dispose of it.
5.7 Substructure Preparation
Prepare the substructure of the construction trailer to accept a new vapor/weather barrier and new siding. This will involve actions including, but not limited to, scraping buildup and removing nails.
5.8 New Vapor/Weather Barrier Installation
Install new vapor/weather barrier. This new weather barrier should meet the following criteria in Table 1.
5.9 New Siding Installation
The new siding must be installed on the trailer in a manner that matches the existing siding. The siding pattern is to match the existing pattern and is to be approximately the same color as the previous siding (if the siding is pre-painted). Use T1-11 plywood siding with 8” OC channel grove. The siding must be 19/32” thick and must be installed according to the product manufacturer’s installation specifications.
The siding is to be exterior rated, comply with APA and PS 1 specifications. The siding may be pre-painted/pre-primed, and it may be composite material. Siding must be installed plumb and level and attached to the substructure with appropriate and manufacturer recommended fasteners and not less than two-inch galvanized nails.
5.10 Priming and Painting Siding
If the siding is not pre-primed, the siding must be primed and painted according to the specifications of the paint used. The paint must be high quality acrylic latex, for exterior use, durable, ultraviolet and fade resistant, mildew resistant, mold resistant, and moisture resistant. The paint must be approximately the same color as the previous siding and have a uniform, semi-gloss finish. If the installed siding is pre-painted, then an additional coat may be required following installation. The Contractor must apply, at minimum, one coat of exterior rated primer and two complete coats of paint to all new surfaces.
5.11 Caulking
The seams in the siding must then be caulked to increase the trailers resistance to weather. The caulk must be non-staining, quick drying, exterior rated, acrylic latex, and meet the ASTM C920 specification.
Additionally, the caulk must be compatible with the finish of the trailer siding, and its color should be matched to the siding. The bead size must be appropriate to the gap. Do not caulk the bottom of the siding near the base of the trailer.
5.12 Flashing
Provide and install “Z” flashing using galvanized steel, stainless steel, or aluminum. Install Z-flashing on the top of each siding sheet so that one branch of the Z hangs over the top. Nail the other branch to the wood behind the T1-11. If the wall requires more than one sheet to cover its vertical span, install the flashing on the top of the lower sheet with one branch of the Z inserted behind the upper sheet.
5.13 Replacement of Surface Mounted Components
Replace all removed and set aside surface components following completion of re-siding.
5.14 Schedule
Provide a schedule for the work elements detailed within this scope.
6.0 OTHER CONSIDERATIONS
6.1 Damages Caused by the Contractors
Contractor must be held accountable and liable to the Government for any damages to government facilities, fixtures, furnishings, equipment, or grounds caused by the Contractor or their employees.
6.2 Interference with Government Operations
Contractor and their employees must perform all work in such a way as to not interfere with regularly scheduled Government operational activities.
6.3 Hold Points
During the course of work, the contractor should hold for inspection by the Government following each of the items 5.7 (Substructure Preparation), 5.8 (New Vapor/Weather Barrier Installation), and 5.9 (New Siding Installation).
6.4 Quality Control
The Contractor is responsible for quality control actions necessary to meet the quality standards set forth by the contract. The Contractor must perform in accordance with the guidelines of the contract;
develop and maintain a Quality Control Program that ensures work is performed in accordance with these specifications; develop and implement procedures to track, identify, prevent, remedy, and ensure non-recurrence of defective service or non-compliance operations; and is responsible for quality control and specification compliance.
6.5 Correction of Non-Performance of Work
Contractor shall employ an adequate quantity of personnel to insure that any area found to be not in compliance and therefore not acceptable, shall be made acceptable by the performance or re-performance of the work, where such re-performance is possible, during the first business day after noncompliance has been observed by or reported to and verified by the QA or COR.
6.6 Submittals
The Contractor shall provide the following submittals within 10 calendar days of contract notice to proceed. The Government will review the submittals within 7 business days and approve or reject before any onsite actions may proceed. Submittals may be submitted in PDF format.
(1) Work Plan, including Quality Control Plan with Contractor Quality Control Manager Qualifications
(2) Product data for all noted components prior to the work
(3) Manufacturer’s Installation Recommendations
(4) Manufacturer and Installation Warranty information
(7) Fall Protection Plan in accordance with the EM 385-1-1
(8) Abbreviated Accident Prevention Plan in accordance with the EM 385-1-1
-Include Site Safety and Health Officer Qualification -Include Competent Person Qualifications
(9) Daily reports for all days Contractor is to perform work onsite
(10) Schedule details supply and service activities within this scope of work
7.0 SECURITY
This section presents security requirements that involve training of contractor and/or subcontractor training in order to work on a Government site. All contractor employees, including subcontractor employees, who are not in possession of the appropriate clearances and training, will be escorted in areas where they will not be exposed to classified, sensitive materials and/or sensitive or restricted areas. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
7.1 General Conditions
Arrangement and scheduling of working hours must be coordinated through the Contracting Office and the Contracting Officer’s Representative (COR) listed in this SOW. Project Working Hours are Mondays through Thursdays from 0630 to 1700. Fridays are non-working days. The Contractor may perform work outside of the Project Working Hours / Days, but the work schedule must be coordinated with the COR.
7.1.1 For contractors who do not require CAC, but require access to a DoD facility Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
7.1.2 Escorted in sensitive or restricted areas
All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
7.2 Foreign Nationals
All access by foreign nationals to non-public areas of The Dalles Project, regardless of duration, all work performed by foreign nationals, and all contact with Subject Matter Experts, must be approved by the
Government before initiating The Dalles access request procedure. Your TD POC/COR will obtain the necessary documents from you. Please note the Foreign Visitor Authorization (FVA) process may take 30-90 days. Your access request will not be processed without an FVA if one is required.
7.3 Government-Issued Cards / Keys
Each person requiring access for this contract must obtain Government-prescribed ID/access cards.
7.3.1 Badge Request
For each person requiring access, submit a Project-approved access request form and all accompanying documents to the Project security office not less than one week prior to the date when access is needed.
7.3.2 Personnel Identity Verification
All personnel, including visitors, must provide positive verification of individual identity, in the form of a valid Government-issued photo ID, prior to being granted access to non-public areas. Driver licenses that do not comply with the REAL ID Act of 2005 cannot be used as the sole source for identity proofing, and a second form of photo ID will be required. For details and current information, see the Department of Homeland Security website (https://www.dhs.gov/secure-drivers-licenses).
7.3.3 Verification of Employment Eligibility / Pre-screen candidates using E-Verify Program The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award." *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file. Submit a roster of Contractor and subcontractor personnel with verified or eligible employment eligibility to the CO within seven calendar days of contract award.
7.3.4 Security Training
Costs associated with the execution of the following training and verification requirements shall be at the expense of the Contractor. Facilitate the following training and submit:
1. AT Level 1 Training - Fifteen calendar days prior to mobilization, all Contractor employees, to include subcontractor employees, requiring access to army installations, facilities, and controlled access areas shall complete AT Level 1 Training. Submit a roster of training completion for each Contractor employee and subcontractor employee to the CO within five calendar days after completion of training of all employees and subcontractor personnel. Obtain training DVD from the CO through the Portland District Security Office. (Estimated training time is ten minutes per individual).
2. iWATCH or CorpsWatch Training - Fifteen calendar days prior to mobilization, all Contractor employees, to include subcontractor employees, requiring access to army installations, facilities, and controlled access areas shall complete iWatch or CorpsWatch Training. Submit a roster of training completion for each Contractor employee and subcontractor employee to the CO within five calendar days after completion of training of all employees and subcontractor personnel. Obtain training DVD from the CO through the Portland District Security Office. (Estimated training time is five minutes per individual).
3. Operations Security (OPSEC) Training - Fifteen calendar days prior to mobilization, all Contractor employees, to include subcontractor employees, requiring access to army installations, facilities, and controlled access areas shall complete OPSEC Training. Submit a roster of training completion for each Contractor employee and subcontractor employee to the CO within five calendar days after completion of training of all employees and subcontractor personnel. Obtain training DVD from the CO through the Portland District Security Office.
(Estimated training time is 15 minutes per individual).
7.3.5 Personally Identifiable Information (PII)
All transmissions containing PII must be encrypted, or the document(s) containing PII must be encrypted or password protected. All documents containing PII must be sent directly to the Project COR.
7.3.6 Return of Government-Issued Cards / Keys
Contractor must notify the Project security office immediately in the event of a termination for cause, reassignment, or a lost or stolen security item.
Within 24 hours of personnel changes or the release of any employee, and within seven days after the completion of on-site work or termination of the contract, collect and return all Government-prescribed cards/keys to the Project security office.
Failure to return any Government-prescribed cards or keys will result in a $1000 per item charge to the Contractor and may delay final payment. These fees will be deducted from the Contractor’s final payment at no additional cost to the government.
8.0 SAFETY AND ENVIRONMENTAL REGULATIONS
The Contractor must follow all safety regulations as set by OSHA, Corps of Engineers Safety Manual EM 385-1-1 and project safe clearance procedures. Where conflicts in safety regulations occur, the onsite COR must designate the applicable regulation to be followed. Contractor employees must wear personal protective equipment as required in accordance with EM 385-1-1. Contractor must also provide workers with pagers for use in project emergency notification. The Bonneville Resident Office has 3-4 pagers that can be used.
8.1 Accidents
In the event that an accident or injury occurs to Contractor personnel, the Contractor shall notify the COR in a timely manner. The Contractor shall make a written report of each separate case of an injury or accident. The report shall include, but not be limited to; location, nature of the injury or accident, authorities notified, and the action taken along with any other pertinent information. The report shall be accompanied by sketches, graphs/drawings, and photographs as needed and forwarded to the COR within 24 hours.
The Contractor or the Contractor’s employees must report any circumstances of needed repair of the facility or unusual soiling of any area which may affect the performance of the work and unhealthful or hazardous conditions or any delays or interference with the work caused by the employees or the Government.
9.0 GENERAL
9.1 Identification of Contractor’s Employees
The Contractor, before initiating the performance of work, must provide the COR with a list of all employees, including photo IDs for who must perform work under this contract. The list must include the full name, aliases, and work assignment of each employee. The Contractor must notify the COR in writing of any addition, deletion or change in work assignment within one business day of such change.
All vehicles used by Contractor personnel on project must bear suitable company identification to enable project personnel to identify such as authorized for access. The Contractor must provide the COR with a list of vehicles and their license plates that will be used to perform work. Vehicles must be in good working condition, such as not dripping oil. Safety features on vehicles must be working. The Government may require the Contractor to discontinue using any employee in the performance of the work specified in this contract determined by the Government to be unsatisfactory. The Contractor must be responsible for requiring each employee engaged in work to wear identifying coveralls or similar appropriate uniform marked with identifying name of the Contractor. All employees must wear name tags with their name prominently displayed. There is a NO Smoking policy in all Government buildings.
9.2 Contract Changes
Changes in scope, time, or deliverables can only be authorized by the Contracting Officer (KO). The contractor must notify the KO immediately if they have received direction to perform work outside the scope of the contract. Changes in scope will be negotiated and a written modification issued, before proceeding with the work. Only a warranted Contracting officer (either a Procuring Contracting Officer (PCO) has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you must not proceed with the change and must immediately notify the Contracting Officer.
9.3 Workmanship and Material Standards
All workmanship shall meet the standards specified herein and shall be accomplished in conformance with approved and accepted standards of the industry; equipment manufacturers; local, state, and Federal standards; building and safety codes.
9.4 Cleanup
During and at completion of work, all such debris, excess material, and parts shall be cleaned up and removed at the completion of the job and/or at the end of each day work is in progress.
10.0 INVOICING AND CONTRACT ADMINISTRATION
The Contracting Officer’s Representative (COR) is anticipated to be:

10.1 Invoice Submittal
Provide notice to the COR or Contracting Specialist prior to submitting the invoice. Invoice may only be submitted following delivery of the modular office building. Prepared invoice must be sent to the COR and Contracting Specialist as well as the following:
