Preventive Maintenance and Repair Services for Sterilization Equipment

Moncrief Army Health Clinic (MAHC)

Fort Jackson, SC

1.0 GENERAL INFORMATION

1.1 Introduction This Performance Work Statement (PWS) outlines the requirements for a contractor to provide comprehensive preventive maintenance, unscheduled repair, and related support services for sterilization and decontamination equipment. The equipment is located at three separate dental clinics operated by the Moncrief Army Health Clinic (MAHC) at Fort Jackson, South Carolina.

1.2 Mission The MAHC operates the Hagan, Oliver, and Caldwell dental clinics. The primary mission of these clinics is to provide the full spectrum of dental services to Active-Duty soldiers and new Army recruits, ensuring the dental readiness of the military force at Fort Jackson. The proper functioning of sterilization equipment is critical to this mission. It is a foundational component of patient safety, infection control, and the clinic's ability to provide uninterrupted dental care, from routine examinations to emergency procedures.

1.3 Objective of the Contract The objective of this contract is to obtain reliable, timely, and cost-effective maintenance and repair services for critical government-owned sterilization equipment. The government does not have personnel with the specialized training required to service this equipment. The goal is to maximize equipment uptime, ensure operational reliability, and reduce total cost of ownership by implementing a scheduled, professional preventive maintenance program. This will eliminate the significant operational downtime previously experienced due to repair delays and ensure the clinics can consistently meet their patient care and dental readiness mission.

1.4 Background Historically, maintenance for this equipment was performed reactively, either by in-house biomedical equipment technicians or through individual, ad-hoc service calls to the vendor. This approach resulted in substantial equipment downtime and delays in receiving preventive maintenance kits, which negatively impacted clinic operations. This new contract is intended to establish a comprehensive service agreement to rectify these issues. The contract covers the following government-owned equipment:

Equipment Type Manufacturer/ Model Location Installation Date Sterilizer STERIS, AMSCO

1.5 Scope of Work The contractor shall provide all necessary personnel, supervision, tools, materials, equipment, transportation, and Original Equipment Manufacturer (OEM) parts to accomplish the services outlined in this PWS. For a complete list of specific tasks, see Section 5.0.
