Repair Base Wide Heat Detectors Scope of Work Page 2 of 10
GENERAL SCOPE OF WORK
Project Objective:
The work covered by this specification consists of furnishing all labor, equipment and material and performing all work to: replace the designated existing single-use non-restorable heat detectors with new restorable line, fixed temperature, rate-of-rise heat detectors. The total number of detectors is one hundred and thirty nine (139). In addition, as an Alternate Bid Item (ABI), repair a Fire System programming issue in Building 16.
Location:
The site for the project is the Wyoming Air National Guard at 217 Dell Range Blvd, Cheyenne, WY, 82009. The included buildings are numbers 1, 9, 14, 15, 17, 20, 21, 23, 24, 30, 31, 32, 33, 36, and 40. The ABI is in Building 16.
Project Funding:
1. 100% Federally Funded, however, Service Contract Act Prevailing Wages apply.
2. Only Bricks and Mortar type and built-in equipment will be installed.
3. The funds are Sustainment, Restoration, and Modernization funds and all work must conform to the ANG regulations and requirements for such funds.
PROJECT DETAILS
Project Description:
Several buildings on base utilize a single use, non-testable, fixed temperature heat detector.
These devices are past their certified lifetime and must be replaced. The WYANG wants to replace these units with testable units that include fixed temperature heat detection and rate-of-rise heat detection. These devices must be testable without compromising the heat detection capabilities. All devices must be certified and tested after installation, including verification of communication between the new detectors and the existing panel. The Government acknowledges that only the rate-of-rise portion of the new detectors will be testable.
The existing fire detection panel shall remain as-is. The new fire detectors shall be compatible with and connected to the existing fire detection system in every building. The existing signal wiring shall remain as-is. If the Contractor believes replacing the existing signal wire with new wire is required please advise the Government during the bid questions phase, and prior to submitting a bid.
Below is a spreadsheet of the included buildings and the corresponding number of heat detectors. Replace all existing fixed-temperature, non-restorable heat detectors in each designated building. Please note that only a single HD in Building 36 is defective, in room 107, HD S1-46. In Building 15 only a single HD is damaged and needs replaced, the HD above the

In Building 16, make the following repairs and corrections for the fire alarm system located in the elevator area:
1. The “Fire Emergency” feature on the Mass Notification System does not activate the Fire Alarm Strobes.
2. The Photoelectric Smoke Detector in the elevator shaft activates the alternate recall.
This device should activate the Primary Recall.
3. The Heat Detector in the elevator pit does not shunt the elevator
Project Bid Line Items:
Base Bid: Replace designated heat detectors in Buildings 1, 9, 14, 15, 17, 20, 21, 23, 24, 30, 31, 32, 33, 36, and 40.
ABI 01: Perform designated repairs in Buildings 16.
Project Budget:
The project must not exceed the contracted budget. Expenses beyond the given budget will not be paid out unless the additional expense is expressly authorized by the Contracting Officer (KO) through the contract amendment procedure agreed to in the project contract. Payouts will be authorized once the Owner receives an invoice detailing authorized work performed. The authorized work performed must satisfy the given requirements in this SOW document. Payouts will be authorized in reference to the percentage of authorized work performed to the percentage of budget paid out.
Project Timeline:
Beyond any time requirement given in this document, final work scheduling is at the discretion of the Contractor, provided the work is completed within a reasonable timeframe. The
Repair Base Wide Heat Detectors Scope of Work Page 4 of 10
Contractor is encouraged to propose the most time-efficient solution that meets the requirements in this Scope of Work. The Contractor shall minimize disruption to building occupants.
Project Design:
The project design is up to the Contractor within the budgetary, timeline, and design requirements given in this SOW document and the project contract. The design requirements are given below:
Structural:
1. Install the new heat detectors in the same location as the old heat detectors.
2. Modify the existing ceiling tile as necessary. Replace any ceiling tiles that are damaged during construction. Match existing ceiling tile style as closely as possible, with prior style approval from the Government.
Mechanical:
1. None.
Electrical:
1. Remove and properly dispose of all designated fixed temperature, non-restorable heat detectors.
2. Install new heat detectors in the same locations as the old heat detectors.
a. Install combined fixed temperature and rate-of-rise heat detectors.
b. Connect the new heat detector to the existing fire detection panel using the existing signal wiring.
c. Test and certify each heat detector, verifying communication with the existing fire alarm panel.
d. All existing fixed temperature, non-restorable heat detectors are included in each designated building. The total heat detector count in the table above is an accurate count of the fixed temperature detectors.
3. ABI 01:
a. In Building 16, make the following repairs and corrections for the fire alarm system located in the elevator area:
i. The “Fire Emergency” feature on the Mass Notification System does not activate the Fire Alarm Strobes.
ii. The Photoelectric Smoke Detector in the elevator shaft activates the alternate recall. This device should activate the Primary Recall.
iii. The Heat Detector in the elevator pit does not shunt the elevator
Water:
Gas:
Lead and Asbestos Mitigation:
1. Not a known concern for this project. An Asbestos survey was conducted in 1994, and did not identify any ceiling tiles as suspect material. Buildings 23 and 24 were found to contain stable Asbestos in the floor tile mastic, which is safe until the tile is removed from the floor. Buildings 1, 15, 20, 36, and 40 were not included in the survey as they
Repair Base Wide Heat Detectors Scope of Work Page 5 of 10 were constructed after the year 2000. If the Contractor believes further Asbestos testing is required please advise the Government during the bid questions phase, and prior to submitting a bid.

3. If possible, retain the original installer or fabricator, or another recognized experienced and specialized firm to cut and patch. Work with the original installer to ensure all existing warranties are kept valid.
4. Use materials for cutting and patching that are identical to existing materials. If identical materials are not available, or cannot be used, use materials that match existing adjacent surfaces to the fullest extent possible with regard to visual effect. Use materials for cutting and patching that will result in equal-or-better performance characteristics.
5. Restore surfaces of patched areas to match adjacent finishes. Where necessary, extend finish restoration into retained adjoining work in a manner, which will eliminate of patching and refinishing.
