About this file
This is a Technical Specifications document for a Little Goose Protective Relay Test Set procurement.
The government seeks to acquire a complete protective relay test set system with five deliverables: one Complete Relay Test Set, one Expansion/Amplifier Module, complete full-edition software, an accessory package, and one training session. All equipment must be new, unused, and in sealed original manufacturer packaging, manufactured within 12 months of contract award. The Complete Relay Test Set must feature a 100-240VAC input with internal power supply, operate in ambient conditions of +32°F to +122°F, and include UL and FCC compliance. The unit must weigh less than 50 lbs and incorporate sophisticated AC and DC voltage outputs (three-phase output adjustable 0-300VAC, single-phase 0-600VAC), AC current outputs capable of 6-phase configuration with up to 128 amps single phase, 12 low-level analog/binary inputs scalable to measure 0-100mV through 600V, digital outputs (4 solid-state and 4 relay-controlled), and comprehensive test leads with safety-rated banana jacks and adapters. The unit must include a heavy-duty transport case and be fully programmable via supplied software.
The Expansion/Amplifier Module must directly interface with the main test set, be from the same manufacturer, and provide additional three-phase voltage and three-phase current outputs compatible with Item 1. The software must be provided directly from the manufacturer on USB media with a perpetual license and include automatic test plans for Schweitzer Engineering and General Electric protective relays, oscilloscope waveform display, sequence logging, and advanced simulation capabilities for ground faults, power quality events, and multifunction energy meters. Item 4 accessories include two ethernet and two USB cables, removable power cords, three current clamp probes with DC/AC measurement capability, and a CT polarity checker. Item 5 requires an 8-hour minimum training session by a manufacturer technician at Little Goose Lock and Dam within 12 months of delivery, covering setup, operation, software overview, and maintenance procedures. Delivery must be FOB to Little Goose Dam in Dayton, Washington within 25 weeks of award, with all equipment covered by a standard manufacturer warranty of at least 12 months from delivery.
