Technical Specifications Summary: Little Goose Protective Relay Test Set
This document is a Technical Specifications document for a federal contract solicitation for the procurement of a complete protective relay test set and related equipment to be delivered to Little Goose Dam in Dayton, Washington. The successful offeror must deliver all items within 25 weeks of award, FOB destination to Little Goose Dam. Shipments are restricted to normal business hours (Monday-Thursday 7:00 AM-3:00 PM), excluding holidays. All equipment must be new, unused, in sealed original manufacturer packaging, and manufactured within the last 12 months of contract award.
The contract requires five items: (1) a Complete Relay Test Set; (2) a Relay Test Set Expansion/Amplifier Module; (3) Complete Full Edition Relay Test Set Software; (4) an Accessory Package; and (5) a Test Set Training Session. The Complete Relay Test Set must feature internal AC/DC power supplies, Ethernet and USB communication capabilities, UL and FCC compliance, weight under 50 lbs, three-phase and single-phase AC voltage outputs (0-300VAC and 0-600VAC respectively), DC voltage outputs (0-250VDC, 0-132VDC, 0-66VDC), AC current outputs capable of 6-phase configuration with up to 32 amps per phase, 12 low-level output sources, 10 analog/binary input channels (scalable to 0-100mV through 600V), separate DC instrumentation inputs, time synchronization with <0.37ppm frequency drift, and recording capability for all digital and analog inputs/outputs simultaneously. The test set must be supplied with extensive accessories including 1000V CAT III/600V CAT IV rated dual insulation test leads, a heavy-duty transport case with wheels and locking latches, and universal 4mm safety-rated banana jacks. The Expansion/Amplifier Module must be directly compatible with Item 1, provide additional three-phase voltage and current outputs, and be from the same manufacturer. The software must provide automatic test plans for Schweitzer Engineering and General Electric protective relays, manual testing capabilities, sequence logging, oscilloscope display with playback and export features, output waveform generation with harmonics, circuit breaker delay compensation, ramp and pulse capabilities, advanced protection testing including ground fault simulation, synchronization verification, power quality testing, and firmware update functionality. Item 4 accessories include two 10-foot ethernet and USB cables, two removable 10-foot power cords, three current clamp probes (measuring DC and AC RMS currents up to 10kHz), and a CT polarity checker. Item 5 requires an 8-hour in-person training session conducted by a manufacturer technician or certified representative at Little Goose Lock and Dam, covering setup, operation, software overview, test capabilities, and general maintenance, including travel and per diem expenses. All equipment is covered by a standard manufacturer warranty of not less than 12 months from date of delivery.
