1. INTRODUCTION

1.1 Project Description

The purpose of this project, as described in this performance work statement (PWS), is to provide all labor, materials, equipment, and services required for completing training area trail reconfiguration, vegetation removal, and erosion control at Adazi Training Area (ATA), Latvia.

This area is part of the Natura2000 European Union (EU) Directive for protection, in particular, dry sand habitats - Dry sand heaths with Calluna and Empetrum nigrum (EU Code 2320) and

Fixed coastal dunes with herbaceous vegetation ("grey dunes") (EU Code 2130*). All work will be performed in a matter to minimize damage or even enhance the habitat where possible.

Work at this site is being conducted in accordance with:

a) Overseas Environmental Baseline Guidance Document (OEBGD), Jun 2020

b) Unified Facilities Guide Specifications (UFGS), Oct 2020

1.2 Project Objective

This project is required to rehabilitate existing trainng area trails for wheeled vehicles.

Withough regular maintenance, trails can deteriorate and cause erosion and limit access. In addition, option tasks are included to remove excessive vegetation growth on and around training targets. Current conditions severly limit use of the target area. If improvements are not done, Training Area (TA) access will continue to decrease until it is no longer useable.

1.3 Site Description

Adazi Training Area is located approximately 35 kilometers (km) northeast of Riga, Latvia, a few kilometers northeast from Lake Lilaste. The area aournd the targets is considerd flat, covered with the natural grass vegetation. Trails of gravel and crushed stone are used to access the targets. Field work is difficult in wet conditions. Vegetation removal must take place between July and March to protect nesting birds.
